Minneapolis police officers will no longer ticket motorists for broken headlights or turn signals, instead handing out vouchers to pay for vehicle repairs under a new department policy unveiled Wednesday.
The changes come roughly a year after a pitched debate at City Hall over a possible moratorium on certain traffic stops, with some council members seeing the move as a way to ease the racial disparities in rates of traffic stops. Others worried that it would only harm residents in poorer neighborhoods, where gun violence is prevalent. That debate came weeks after a community forum where residents aired their frustrations with what they saw as years of harassment and discrimination at the hands of police.
At the time, police Chief Medaria Arradondo said he would study the issue, and in the months since has been meeting with senior staffers, crime analysts and community leaders to hear their advice on what to do to revamp the policy without endangering public safety.
Under the new policy, instead of writing a ticket, officers will now have the option of issuing drivers a voucher from the Lights On! program — financed by the nonprofit group MicroGrants, which partners with local organizations to promote economic self-sufficiency among lower income residents, according to its website. The vouchers can be redeemed at participating auto shops to cover the costs of services such as replacing a bulb from a rear taillight. Exceptions include cases in which equipment violations result in a crash or “harm to another,” according to the new guidelines. Motorists with outstanding warrants or who have committed some other criminal act can still be arrested after being pulled over.
“All MPD employees conducting motor vehicle stops for equipment violations shall issue a Lights ON! Coupon in Lieu of traffic citations, when available and applicable,” reads the new policy, which goes into effect Saturday. “If a Coupon is issued, then the officer shall advise the driver or recipient of the location in which the repair can be made.”
Minneapolis police began participating in the Lights On! program a few years ago, along with more than a dozen other Twin Cities police departments. Minneapolis’ new policy covers an expanded list of equipment violations and requires officers to give out vouchers in nearly all cases.
“Fixing minor issues such as a broken brake light can go a long way toward breaking the cycle of poverty — individuals who ignore a fix-it ticket are at risk of having their license suspended,” the agency said in a news release.
Civil rights attorney Nekima Levy Armstrong applauded the move, calling it a step in the right direction toward reversing age-old racial disparities between black and white motorists.
“Ultimately, we want police officers to be problem solvers and not gateways into the justice system for poor people of color,” she said.
But Pete Gamades, a community organizer, said that while he appreciated the chief’s willingness to listen to the community’s concerns, he didn’t think the new guidelines went far enough.
“How does that reduce the racial disparities in the stops to begin with, and I don’t see that this policy change does that,” Gamades said. “One of our goals was to eliminate the stops completely, and potentially mail a coupon to the owner of the car, and hence remove that interaction with the cop that could not end well for either side.”
For many people struggling to make ends meet, even the cost of fixing a broken taillight can harm their economic well-being, while sending them “deeper into the criminal justice system,” Levy Armstrong said.
A 2018 Hennepin County Public Defender’s Office report found that more than half of motorists stopped citywide for equipment violations were black, even though blacks make up only about a fifth of the city’s population. The disparity was particularly glaring in the ethnically diverse neighborhoods of north Minneapolis, where the study found that 80% of drivers pulled over were black, compared with 12% who were white.
Only white people are expected to pay for their broken headlights or turn signals.
Blacks and other non-Asian minorities in Minneapolis will now get a voucher to pay (the taxpayer will foot the bill) for their broken headlights or turn signals, so as to better community relations and refrain from getting a ticket.
What’s to stop whites in Minneapolis from failing to go to a mechanic, as they usually would, when they have a broken headlights or turn signals? Shouldn’t they get a voucher too, considering the reason individual whites collectively receive so few tickets for the infraction of broken headlights or turn signals is because they get them fixed?
Can we keep track of the voucher vs ticket racial statistics to ensure that whites don’t suffer from disparate impact with this new policy? Or will they attach the same importance to keeping such stats?
When I lived in FL and SC, it seemed most if the disabled cars by the side of the road were driven by negroes. In SC, I once saw a disabled car and the negro occupants were fighting amongst themselves.

I got pulled over for having a taillight out in Mpls. about 3 weeks ago. The officer did NOT give me a voucher; I paid to fix it myself. Well, OK, my wife did.

Pffft. I haven’t written a traffic ticket in months (I did write a parking ticket this weekend but that was because a person called on a car parked in their handicapped spot). Years ago, the CPD did traffic enforcement primarily to find probable cause to pull over black and brown gangbangers who were driving around with guns about to commit a violent felony or delivering dope to their boys. Racial profiling worked (and it brought in revenue) but those days are long over. So now don’t ask me to pull over white residents and the working-man to make up the difference in lost revenue or to pester them with safety regulations. I’m not going to enable BRA’s “criminal justice reform”.
And the same goes for drug enforcement. Just 2 months ago, the marijuana laws were racist and had a “disparate impact”. Now that marijuana is legal in Chicago the government got greedy and priced themselves out of the market. Here in California, I suggest vouchers for bungee cords. Two weeks ago I heard a traffic reporter say that the “ladder in lane” he was reporting was actually the 5th such traffic jam caused by a ladder in the past hour. Maybe just hand-out bungee cords at Home Depot stores to all gardeners and so-called tradesmen. When it’s not a ladder, it’s a mattress or a sofa.
TBH, modern cars are designed to make it extremely difficult to do basic maintenance like replacing light bulbs. I have plenty of car expertise but I could not figure out how to replace the front running light bulb on my 2013 model; the engine compartment is so cramped that my hands couldn’t even get to the back of the housing to pull the bulb holder.

The businessman got out of his car and said "I'll handle this." He walked over to the officer, flipped his ID out and said something in a low tone and that old cop yelled at his two buddies "Let's go."
When he walked back I told him 'Thanks, mister, what did you tell them." He said "I told them I was a US Appellate Court Judge here to meet with Senator Thurmond and would take poorly to any law enforcement harassment of my new friends." Chris, years ago when in college and a bunch of Mopar fans as a group we used to stop and help every motorist we saw in trouble. It was almost always 3 or more cars with 4 to 6 of us total. Challengers, ‘cudas, Chargers, Superbees, Road Runners, you name it, we had it.

No, that's really not fair. There are some good cops and they do solve some crimes. There are also quite a few, maybe a majority, that are so jaded that they no longer care, or maybe they never really cared to begin with. They are just waiting to retire and collect their pensions. Several have told me this themselves. Some work in law enforcement because it gives them an air of authority that they can wield over the citizenry, "a power trip." Others do it because they want to be a bad ass. Most just want to do the right thing and uphold the law. But, the law doesn't equate to what is right or wrong, only what is legal or illegal. They want to keep the peace, but peace at what cost?
How much stolen property is recovered annually? Next to none. How many car thieves are apprehended or cars recovered without being stripped or totaled? A mere fraction. How many unsolved murders are there in Chicago, Baltimore, Detroit, etc...? Hundreds? Thousands? How many White Women have been raped or murdered and their minority assailants remain at large? Hundreds? Thousands?
And, municipal, state and federal revenue is the major function of the law enforcement, criminal justice, confinement, probation/parole charade. It always has been, and it likely always will be. There's another, perhaps lesser known, old saying, "they make the laws they want you to break." Vice laws are probably the most obvious. Prostitution is a good example; the police set up sting operations posing as Hookers to entrap Johns, or pretending to be Johns wanting to pay for sex with an unsuspecting Call Girl. But, they rarely target the Pimps. The reason is because the John is often a working man who will post bail so he can get back to work, and the Prostitute needs the Pimp to come post bail for her so she can get back on the street. If they bust the Pimps, then business grinds to a halt, the fines and bail money stops rolling in, and they can no longer justify their inflated budgets. They won't detain illegal aliens for driving without a license or insurance, but they will ticket White Americans for absentmindedly failing to signal a lane change, for inadvertently not coming to a complete stop at a stop sign, or my favorite "click it or ticket."
Add to this that the Police forces are increasingly headed up by four and five star Negroes and staffed by Feminists, Homosexuals, Hispanics, Asians, Negroes and RoboCop Whites and I'm just not too impressed.
I think that I would rather see an elected Sheriff and a designated citizen Posse to deal with crime than the arbitrary and random farcical system of law and order that we are suffering under now. I had to replace a bulb on my GF’s 2016 Grand Cherokee, I had to remove the air intake and a few other cowlings & parts to get to the bulb, which took 1 minute to swap out. If you have some basic tools and aren’t 1/2 brain dead, there’s multiple YouTube videos of how to do it.
One time just off I-20 we stopped to help this business looking guy with a flat tire. I remember telling him, "Hey, let us take care of it, we've got a floor jack and real tools, just take a minute." One of our guys worked in a tire shop and he announced "Just a nail in the tire, everything looks good so we'll just plug it, hit it with the air tank and have you on your way without even using the spare."
Then three county cars pulled up with the intent of harassing us auto enthusiasts. Two of the deputies walked up to my friends and the oldest was heading toward me and my passenger, the tire guy.
The businessman got out of his car and said "I'll handle this." He walked over to the officer, flipped his ID out and said something in a low tone and that old cop yelled at his two buddies "Let's go."
When he walked back I told him 'Thanks, mister, what did you tell them." He said "I told them I was a US Appellate Court Judge here to meet with Senator Thurmond and would take poorly to any law enforcement harassment of my new friends." I learned to be self reliant and fix things myself. I always drove older, simple vehicles.
One night, after a particularly hard boozin night I got in my car and started to drive home. I always parked away from the bar so as to avoid the obvious traps. Well, in my haste, the choke wasn’t fully off and the car stalled in the middle of the street. I pushed it into a parking lot and began rapid open hood surgery. As I’m pulling the air cleaner lid off, a cop rolls by on the street and asks if I need help. I said “Nah, damn choke is stuck again”. To him, I’m just a guy struggling to get by, the car wasn’t worth much, so no point in rousting me. He rolled on. I fiddled around till he was good and gone, flipped the choke flap back, put on the air cleaner and drove home.
If there is white privilege, so be it. I’ll make sure my white babies enjoy it too.

Why, you call the police, of course!!! They come, donuts and coffee in hand, draw a chalk line around your corpse, make a report, and finish their snacks. As the old adage goes, “when seconds count, the police are only minutes away.”
No, that’s really not fair. There are some good cops and they do solve some crimes. There are also quite a few, maybe a majority, that are so jaded that they no longer care, or maybe they never really cared to begin with. They are just waiting to retire and collect their pensions. Several have told me this themselves. Some work in law enforcement because it gives them an air of authority that they can wield over the citizenry, “a power trip.” Others do it because they want to be a bad ass. Most just want to do the right thing and uphold the law. But, the law doesn’t equate to what is right or wrong, only what is legal or illegal. They want to keep the peace, but peace at what cost?
How much stolen property is recovered annually? Next to none. How many car thieves are apprehended or cars recovered without being stripped or totaled? A mere fraction. How many unsolved murders are there in Chicago, Baltimore, Detroit, etc…? Hundreds? Thousands? How many White Women have been raped or murdered and their minority assailants remain at large? Hundreds? Thousands?
And, municipal, state and federal revenue is the major function of the law enforcement, criminal justice, confinement, probation/parole charade. It always has been, and it likely always will be. There’s another, perhaps lesser known, old saying, “they make the laws they want you to break.” Vice laws are probably the most obvious. Prostitution is a good example; the police set up sting operations posing as Hookers to entrap Johns, or pretending to be Johns wanting to pay for sex with an unsuspecting Call Girl. But, they rarely target the Pimps. The reason is because the John is often a working man who will post bail so he can get back to work, and the Prostitute needs the Pimp to come post bail for her so she can get back on the street. If they bust the Pimps, then business grinds to a halt, the fines and bail money stops rolling in, and they can no longer justify their inflated budgets. They won’t detain illegal aliens for driving without a license or insurance, but they will ticket White Americans for absentmindedly failing to signal a lane change, for inadvertently not coming to a complete stop at a stop sign, or my favorite “click it or ticket.”
Add to this that the Police forces are increasingly headed up by four and five star Negroes and staffed by Feminists, Homosexuals, Hispanics, Asians, Negroes and RoboCop Whites and I’m just not too impressed.
I think that I would rather see an elected Sheriff and a designated citizen Posse to deal with crime than the arbitrary and random farcical system of law and order that we are suffering under now. Calling the Police is often a waste of time, unless you need a report to file an insurance claim, and it often results in the caller coming under an undue amount of scrutiny. I typically just take my losses rather than going through the hassle of dealing with The Man.

In the old, pre M.A.D.D. days, that might not have been too much of an improbability. I remember my great-uncle once talking about how he was driving home drunk, but pulled off to the side of the road to sleep it off when he realized he was too incapacitated. A cop came along and woke him up to make sure everything was okay. My uncle explained that he was too drunk to drive so he pulled off to the side of the road to sleep and sober up.

It’s been ages since I’ve been pulled out for a burned out light, but the few times it’s happened, the cop always let me go with a “just get it fixed as soon as you can”.
