Larry Krasner was a teenage grease monkey. “One of the things I figured out back in 1978 was that when you tune a car, it gets better gas mileage, it gets quieter, it accelerates more quickly. There are just some kinds of systems, if you can get them to run better, they run better in many different ways.” Now, as Philadelphia’s district attorney, Krasner is taking his wrench to the criminal-justice system.

In just a year on the job, he’s instituted a sweeping set of reforms—reducing sentences, getting rid of cash bail for a host of nonviolent crimes, and not even prosecuting some offenses, like marijuana possession, at all. The result?

Philadelphia’s jail population has decreased by more than 20 percent—and crime is down, too. In the process, Philly has become a model of what a progressive, humane, and effective big-city law-enforcement operation looks like.

Krasner is an avowed liberal who spent 30 years as a criminal defense attorney and who isn’t afraid to express his disdain for law-and-order types—“a notorious racist, a guy who, frankly, in my view, gets misty when he thinks about lynching,” he said of Attorney General Jeff Sessions—and his election last year was a watershed.

“Philadelphia is fertile ground right now for criminal-justice reform for a lot of reasons—and one reason is, frankly, the past, of going the wrong direction for so long,” he says. “That had really alienated voters and had alienated the general population of the city, and made them very distrustful of the court system and to some extent of the district attorney’s office and of the police department, so I think some of that bad history is exactly why it has a good future.”

Philadelphia has seen more homicides this year than in any other in over a decade, as a particularly violent summer morphed into a deadly fall.

Police data show that there have been 333 homicides in the city as of Sunday, an 11 percent increase over the same period last year.

Even with two weeks left in 2018, this year’s total is higher than any year’s since 2007, which ended up with 391 homicides.

New York and Los Angeles, with populations much larger than Philadelphia’s 1.5 million, have had fewer homicides this year. As of Dec. 9, New York City had seen 273 homicides; as of Dec. 8, Los Angeles had 243.

In September, Mayor Jim Kenney ordered his staff to come up with strategies to tackle the crisis like a public health emergency.

Overwhelmingly, the victims tend to be young, Black men in neighborhoods struggling with poverty, city data show. Philadelphia is the poorest big city in the country.

In a city where near daily shootings are sometimes met with apathy, the spasms of violence this year were so remarkable that they captured the public’s attention.


Among the most high-profile cases was the death of a high school track star who was about to start Penn State and was shot and killed when he confronted two teens trying to break into his family’s house in August. In another, four people were shot in the head in the basement of a home in November. On Friday, a new mom was shot and killed inside her house while her 5-day-old daughter slept in a crib steps away.

The police department declined to comment Monday.

Vanessa Garrett Harley, who heads up the city’s criminal justice and public safety agency, is leading the group tasked with developing a plan to tackle the violence.

They’re starting with an audit of community-based violence prevention programs around the city, figuring out which programs are working and which aren’t.

They’ve also held meetings in communities struggling with gun violence to get input from residents on the front lines, she said.

Their action plan should be ready next month, she said.

“Just to hear an older woman say she’s scared to come off her porch, it sickens me,” said Shondell Revell, a city employee who is helping develop the strategic plan.

“How do we give her that assurance that the city is there for her and we’re dealing with the issues that are happening?”

Somehow, this is all white people’s fault.

To note a correlation between the soft-on-black-crime DA and the murder rate rising in 43 percent black Philadelphia automatically qualifies you as a racist trying to perpetuate stereotypes…

    Blacks are the victims.
    Gun violence.

    Blame violent crime on everything but the demographic committing it. Then by verbal magic, turn the perpetrators into the victims. And criminalize law abiding citizens who arm up for self protection.

    Philadelphia represents a very dangerous trend, that towards de-policing. You empty the jails, remove cash bail, downgrade felonies, pander to the demographic that perpetrates the most violent crime. Of course, this will only lead to a spike in crime, but then this will be covered up by community meetings, photo ops, high-falutin' press releases, and no doubt plenty of candlelit peace vigils where shots ring out.

    As always, if in Philadelphia or elsewhere: stay armed, stay alert.

    Crime is down? The main reason is that the city of Philly is not reporting crimes to the FBI who tracks these stats. It happens all over the country when burglaries are downgraded to theft and thefts of property are re-classified to lost or mislaid property. It's a scheme called "Comp Stat" and is used by major PD's to kill crime so the pols look good. Throw in a District Attorney who won't prosecute minor offenses or sometimes reduces major crimes to minor offenses or refuses to pursue charges. Cook County, Illinois is doing it with the newly elected ghetto state attorney and the ghetto DA just elected in Boston has promised to do the same.     Then, just 2 days later, the Philadelphia Tribune says the city has seen the most homicides since 2007, which are up 11% this year alone.


    Well, at least after that brief intrusion of reality, the latter story gets quickly back to The Narrative, with the usual, timeworn and tiresome talk of “neighborhoods struggling with poverty”, boo-hooing that the victims are all blacks (without mentioning that the perpetrators are too!), and, oh yes(!), the required mention of “gun violence.”

    There go those guns again…

    Apparently guns have more agency than black people.

    Oh well, at least we can be confident that Vanessa Garret Harley’s “action plan” is going to deal with this problem.

  16. Once again, you have to look at the politics.

    When the black demographic reaches a certain level, violent crime stats start to go through the roof. The initial response may be a law-and-order crusade, with politicians promising to "get tough" on criminals. And for a few years a war on crime might restore some semblance of civil order.

    But then when the black demographic reaches a certain point, it starts to gain political power. Politicians now realize if they want the votes, they have to pander to that demographic. So what happens?

    Well, you stop blaming the perpetrators and instead blame impersonal forces: "shots ringing out," "gun violence," we all know the drill. Then you only talk about black victims instead of perpetrators. You let criminals go free 'cause, you know, they are "aspiring" whatevers. Now you bring in the DWL ideologues to justify all this with the usual smoke and mirrors. All this means more votes.

    You end up with the following hierarchy:
    * politicians (and their string pullers) who reside in safety
    * an array of government agencies being funded by a swindling tax base
    * a growing dysfunctional demographic which can be counted on for votes and to be used as muscle to push out any White's who try to uphold their civilization

    No matter that once mighty American cities are becoming third world shooting galleries. No matter that the middle class is being squeezed out. Standard operating procedure, from Haiti to Zimbabwe, Detroit to Philadelphia. Better for blacks to rule the ruins than for White people to maintain a semblance of civilization.

    Something to think about in the continuing chaos…

  26. Mr. Rational @ 12:43PM: The reclassification and scrubbing of crime in Chicongo actually goes back 15 years ago (and I'm pretty sure that's true of any local municipality). The Department of Justice stopped doing audits on local crime stats even though the UCR (Uniform Crime Reporting) codes you see on all the police reports in the USA originated at the federal level. The DOJ actually let the local police departments oversee and check their own crime stats! Of course this immediately led to "record lows" of crime being officially reported all over the United States. The "Compstat" you refer to took it one step further and is actually a crime stat/resource allocation software program that legitimized the scrubbing (cooking the books) of the crime numbers with fancy graphs and crime stats down to an individual address or city block. It must have been created on the East Coast where desperate and terrified politicians and police administrators embraced it like a life preserver. Compstat and the way police departments now collect crime data help keep the illusion of safe diverse cities alive and keep local political appointees in office. All I can say is I grew up in Chicago and I've been a police officer for 25 years and I've never seen it this bad in the city. I carry my gun, a spare magazine and pepper spray EVERYWHERE now. I've pulled my gun out OFF-DUTY 4 times in the past 3 years (yet only pulled it twice living here in the 1990's). On duty…who knows? Probably once a week. Now who do you believe? BRA or your own eyes?

Does that mean layoffs of guards, fewer police, fewer ADAs, or fewer expensive judges, so taxpayers can expect lower rates as a result of all this government efficiency? I think the rate of government robbery (taxation) has just gone up, while the REAL perpetrators of crime against society (the pirate class of government workers) will now do less work for the victim class of taxpayers. Krasner is good at something, but its not cutting crime.

    The police already say they have no time to persue "property" crime ("Just turn it in to your insurance company and stop bothering me, you have insurance, right?") so let's decriminalize crimes like fare jumping to create a special class of most-favored-citizen, who can feel even more entitled to free gibs from others less privileged than himself, and break more laws.

He often talked about the violence in the negro communities there and how he couldn't even go to a party in the hood without fights breaking out, bricks being thrown through windows or gunfire erupting. Almost fifty years later and things have only gotten worse. Who'd have ever guessed?     5 Killed, 7 Injured in Philadelphia During Violent 24 Hours

    In less than 24 hours, at least five people were killed and seven injured – four of them critically – in Philadelphia, police said.

    On Saturday afternoon around 1:30 p.m., police found three victims in a car suffering from gunshot wounds in the 2100 block of 10th street, police said. A 35-year-old man was shot once in the head and remained in critical condition. He was also held as a prisoner, according to Philadelphia police. 

    Two other victims were found inside the same car. A woman was shot multiple times and later pronounced dead at Temple University Hospital, police said. A third victim was found shot in the head. He was pronounced dead at the scene. 

    Earlier in the day, around 2 a.m., a 27-year-old man was shot "multiple times in the head" West Philadelphia. He died and a 36-year-old man shot in the stomach was listed in critical condition.

    A 35-year-old man was shot to death shortly before midnight in North Philadelphia.

    Gunfire critically injured a 31-year-old man and also injured a 33-year-old woman shortly after 11 p.m. Friday in north Philadelphia, and a 29-year-old man was listed as critical after he was shot twice in the stomach just after 10 p.m. Friday in a different area of north Philadelphia.
