A glimpse of what’s coming in 2020? Hint: the state-mandated concept of black privilege trumping the enforcement of the law. [Nearly half of BART fare citations go to black riders, but police say system prevents profiling, San Francisco Chronicle, December 19, 2019]:

BART’s high-profile quest to cut down on its fare-evasion epidemic has produced dramatic racial disparities, newly released records show, with nearly half of proof-of-payment citations going to African American riders.

Agency officials, however, said the effort to dissuade fare cheats has built-in guards to ensure enforcement is fair and that groups of riders are targeted in a particular place at the same time, without regard to their appearance.

Of 12,207 citations doled out from July 18, 2018, to June 30, 2019, roughly 46% were given to people who identified themselves to BART proof-of-payment officers as African American, BART data show.

According to BART surveys, African Americans account for 12% of BART riders, while white people comprise 44%, Asians make up 23% and Latinos account for 18%.

A similar racial disparity was seen last year from March to the end of August, when BART staff released a report showing that African Americans accounted for 47% of people cited.

The new figures were first revealed by transit activist Chris Arvin.

BART officials in charge of cracking down on fare evasion said the figures were not evidence of bias. All of these encounters, BART said, occurred during sweeps by the agency’s fare inspector team. Civilian officers walk through train cars or stand at an entryway and ask every passenger to show a ticket or Clipper card.

Officers ask passengers to identify their race and make a determination based on their observation if passengers refuse.

The board’s 2017 proof-of-payment plan, officials said, requires inspectors to systematically check everyone, and BART’s independent police auditor reviews body-camera footage to ensure inspectors follow that rule.

“My staff, where we can, we spot-check the body-worn camera videos from those operations,” said Russell Bloom, the police auditor. He and other officials monitor the footage to ensure a “systematic approach, that people aren’t skipped, that discretion isn’t applied, and that the enforcement is done as it was presented to the Board of Directors in 2017.”

The racial breakdown laid bare divisions among board directors, who have sparred for months over how BART should deal with gate-hoppers.

“Disparities are unacceptable,” said Lateefah Simon, who was elected president of the board Thursday. “It’s not good enough to just say, ‘Oh, well, black folks are more likely to fare-evade the system.’ I don’t believe that.”

Director Robert Raburn, who has been bullish about stopping fare evasion, said the transit agency has tried to stave off bias.

“We thought long and hard about how the citations would be issued,” he said. “We developed a whole procedure, and it’s a thick manual that the fare inspectors go through. The No. 1 takeaway from that big thick manual is that there’s absolutely no discretion. You don’t get to say, ‘Oh, I’m going to let you go this time, ma’am,’ and then cite the next person.”

BART is under intense pressure to stop people from breaching its gates. Not only does lost fare mean less revenue for the agency — officials estimate fare evasion siphons up to $30 million annually — but because riders view the issue as a sign of larger social disorder.

Paying riders cover two-thirds of BART’s operating costs, so officials felt the squeeze when riders began peeling off in the past two years, from a 2016 peak of 128.5 million passengers to 124.2 million in 2017 and 120.6 million last year.

Police view fare-beaters as a catalyst for other types of crime, including cell phone thefts and assaults. The man accused of fatally stabbing 18-year-old Nia Wilson last year had sneaked into the rail system without paying, and the man who allegedly stabbed and killed another passenger last month is believed to have skipped the fare.

“There have been cases where individuals come in and out of our system who haven’t paid, and who have committed a robbery or some type of assault,” said interim Police Chief Ed Alvarez. “That’s no different than somebody who robs a bank and drives off. They’re not going to stop at every stoplight. They’re trying to get away.”

So, BART is scrambling to stanch the problem, using a mix of law enforcement, civilian staff and “station hardening” — tall railings and other barriers that inhibit people from sneaking in. Transit agencies around the country, including in New York and Washington, D.C., are trying similar forms of triage.

But as agency leaders respond, they are acutely aware of criticism over racial inequality in policing the system.

Last year, a Chronicle investigation found that two-thirds of people who were banned from BART were African American. BART is also grappling with disparities in penalties for eating and drinking, the majority of which go to black riders.

At some stations, African Americans comprised an overwhelming proportion of people cited for not being able to produce proof of payment, according to the new data.

Read this again: “Disparities are unacceptable,” said Lateefah Simon, who was elected president of the board Thursday. “It’s not good enough to just say, ‘Oh, well, black folks are more likely to fare-evade the system.’ I don’t believe that.”

Memo to Lateefah, the newly elected president of the board (this is not a joke): black people are more likely to be fare-evaders of the BART system. As well as the systems in Washington D.C., Atlanta, New York City, Philadelphia, Portland, Cleveland, Chicago… well, basically any city with public transportation requiring citizens to pay for their rides demonstrates the exact same type of disparities because black people refuse to pay for fare at rates far exceeding their racial counterparts.

Individual blacks collectively commit fare evasions at shockingly high rates noticeable to both law enforcement and the accountants tasked with tracking the financial health of the public transportation system employing them, data which Lateefah Simon is incapable of believing.

It’s time to just dispense with the idea of holding blacks accountable for their actions and pretending they can maintain the standards of civility set by white people who ride BART, the latter overwhelmingly paying for their rides on the system.

The law no longer pertains to Africans in America, for when we dare ask individual blacks to abide by the laws governing polite society, collectively, blacks produce the middle finger to those public institutions tasked with trying to maintain social capital in a diverse community.

How long until we see the mandated decriminalizing of fare evasion across the nation, with melanin-enriched skin an automatic qualifier for a free ride on public transportation, while white transit riders are still mandated to pay the toll/fare?

2020 at the earliest in the BART system, if Queen Lateefah has her way; nationwide, 2022 at the latest.

Black privilege, indeed.

    My city, Kansas City, just decided to make public transportation free beginning next year. All the liberals and SJW are jerking themselves off over this "progressive" plan they passed. They say it will be a model for other cities to follow.

    So beginning next month if Shitavious and La'trina feel like they have nothing to do, they can now cruise around the city on public transport all day and harass other passengers. I guarantee you that within 6 months the bus system will resemble any other scenario where two or more blacks congregate, with fights over "disrespect", "that be my seat muthafucker", and "you got a dollar?"

    If there's a silver lining to this it's that less than 2 percent of our metro uses public transportation, so the only people truly impacted by this will be their fellow blacks. Us whities will continue to avoid public transportation to avoid the inevitable chimpouts that will occur on a daily basis.

    I personally can't wait to watch this shitshow unfold, from a distance of course.

  2. There’s no stopping negro whining. Harden the facilities so that they can’t fare jump and they’ll whine it has a disparate impact on poor people, is racist and something must be done. They’ll call for fare subsidies for negroes so they can ride practically for free at your expense. It’s the same whining they do when they’re arrested and held to account more than anyone else because they’re committing more crimes than anyone else. In their low IQ minds, it ain’t fair.

    How I would love it if someone (faced with such incessant and predictable whining) would simply tell them that their race card is revoked and skin color will no longer be accepted as an excuse- and if they don’t like it, they can eat feces and die.

    I think my city has figured out the solution to correct this “problem” of too many blacks being cited for fare evasion. If most of those who are responsible for enforcement of fare collection (subway drivers and station workers) are black themselves, they will simply look the other way at all the black fare evasion and only punish the infrequent drunk white college kid that tries to take a free ride.

    After several years of this system in action, blacks in my city are now entitled to ride the subway for free. Not coincidentally, the subway fare has increased by over 50% over this same time period. While German and Japanese tourists crouch around the ticket dispensing stations, trying to figure out how to pay for a round trip, blacks walk right by them and manipulate the station gates open and walk in for free. Just yesterday, I was boarding a train on the street and as some black woman was getting on the train, she yelled at this black guy across the street who was panhandling for change, “Don’t you want a ride? You think this n-word (referring to the black driver who was collecting fares) is going to charge you? Get on!” So the guy got on the train and proceeded to panhandle inside.

  7. Just wanted to say Merry Christmas to all my friends here at this blog! I’ve gone dark lately because our Internal Affairs Division is attempting to dig through police officers’ social media postings (and even that of our family members’). Pffft…no worries as I’m just taking the time to get my stuff together (working out, stocking up on supplies, reading some good nonfiction, etc.) in case things really go sideways here in Chicongo. I still read this blog almost everyday as it’s one of the few outposts of sanity left. Keep up the good work Paul and let the regulars keep their comments on target. I got some good stories to tell when this latest scalp-hunt comes to an end here.

  9. Thank God I’ve never had to use public transportation like subways or these BART trains. What a way to start your day, having to rub shoulders with the savages. No way would I ever get on one without being armed.

    I agree, when I have to go to NYC for work, I'll usually walk or take a cab. On the rare occasions I do ride the subway with friends or family, I shake my head thinking about the people who have to cram themselves in those trains every, to and from work,. All while putting up with stinking homeless, panhanders, and the rest of the general miscreants who infest that city, riding the trains because they have nothing else to do.

Until the elected officials and power brokers face the truth and realities of life negroes will continue to be lawless, continue to be violent, continue to abuse the criminal and welfare systems and will continue to be the scourge of civilized society. Laws will be written and passed for whites and all other races that will be different than laws for negroes.     In Pittsburgh, the city council agreed to name Racism as a major health issue based on some bogus study the University of Pittsburgh performed.

    The study states Pittsburgh is the worst city in the USA for black women. OTOH, I continually see black women of all ages driving fancy cars and SUV’s (BMW’s, Lincoln’s, Audi’s, etc.).
  13. I have a sure-fire way of boosting BART ridership (and thus revenue) while slashing on-going costs:

    Ban blacks from the system.

    That one step would make the system vastly safer and cleaner while eliminating most of the vandalism.  Decent people could ride instead of driving.  The criminal element would no longer have captive victims.

    How much better would EVERYTHING be if we just admitted that Jim Crow did nothing wrong?

    Hey, if Mizzou can go down the tubes by caving to the demands of the living fossils, why not the KCMO bus system?

    And then when nobody who's actually productive rides buses any more, you can save a bunch of money and just shut the system down.  Let the evolutionary failures stay home; it's not like they have jobs to go to.

  17. As a black bus operator in a very large Californian metropolitan area, this really frustrates all of the black bus operators–and I’m sure the non-black riders as well. Hardly any black patrons pay to ride the bus and on top of that I’m under scrutiny from non-black riders to see if I’ll say something to the black riders. So, of course I have to let others ride for free or have someone file a complaint. The problem’s only going to get worse as more blacks go towards poverty. We laugh at the divisions about it and even chuckle when articles like this make the news. The vast majority of people calling the shots for bus companies have never driven for one nor do they ride on the very buses they make decisions for…

If most of those who are responsible for enforcement of fare collection (subway drivers and station workers) are black themselves, they will simply look the other way at all the black fare evasion and only punish the infrequent drunk white college kid that tries to take a free ride.

    After several years of this system in action, blacks in my city are now entitled to ride the subway for free. Not coincidentally, the subway fare has increased by over 50% over this same time period. While German and Japanese tourists crouch around the ticket dispensing stations, trying to figure out how to pay for a round trip, blacks walk right by them and manipulate the station gates open and walk in for free. Just yesterday, I was boarding a train on the street and as some black woman was getting on the train, she yelled at this black guy across the street who was panhandling for change, "Don't you want a ride? You think this n-word (referring to the black driver who was collecting fares) is going to charge you? Get on!" So the guy got on the train and proceeded to panhandle inside.

I've gone dark lately because our Internal Affairs Division is attempting to dig through police officers' social media postings (and even that of our family members'). Pffft...no worries as I'm just taking the time to get my stuff together (working out, stocking up on supplies, reading some good nonfiction, etc.) in case things really go sideways here in Chicongo. I still read this blog almost everyday as it's one of the few outposts of sanity left. Keep up the good work Paul and let the regulars keep their comments on target. I got some good stories to tell when this latest scalp-hunt comes to an end here.

    So, BART is scrambling to stanch the problem, using a mix of law enforcement, civilian staff and “station hardening” — tall railings and other barriers that inhibit people from sneaking in. Transit agencies around the country, including in New York and Washington, D.C., are trying similar forms of triage.

    I have a sure-fire way of boosting BART ridership (and thus revenue) while slashing on-going costs:

    Ban blacks from the system.

    That one step would make the system vastly safer and cleaner while eliminating most of the vandalism.  Decent people could ride instead of driving.  The criminal element would no longer have captive victims.

    How much better would EVERYTHING be if we just admitted that Jim Crow did nothing wrong?

    We solved that. One set of coaches for whites, the rest for blacks. Apartheid actually worked. Which is why it had to go.

    It is the same song of disparities sung in every major city about negroes being culprits in most crimes. The same song of racism is then played by the band of restorative justice advocates and the negro activists who will then stick out their paw and ask for more money to 'fix' the problem.   41. If someone tried to enter a theater to watch a movie and refused to buy a ticket, the police would be called and the person forcibly removed. The same thing would happen if someone tried to burst their way into a pay before you eat buffet style restaurant and eat for free. For that matter, no one is going to go to a state fair and jump on the rides without a ticket and ride for free. Nor can anyone jump in a taxi and demand a free ride around town or simply show up at a hotel, occupy a room and refuse to pay. Throwing a fit under these circumstances (and many others that could be mentioned) because you aren’t getting your way or you claim to be poor (or black and disadvantaged) simply isn’t tolerated.

    In any case, theft of services is theft of services. In the case of trains, like I said before, simply harden the facilities so no one can gain access to the trains without a ticket. For buses, it would be different as they’re operating on public streets. I wonder what would happen (if every time an entitled ass boarded a bus and refused to pay) if the driver simply turned off the ignition and exited the bus after announcing the bus would not move until either the fare was paid or the person exited the bus? In black areas, this would no doubt result in chimp outs galore with drivers being attacked or perhaps even buses eventually being burned. There’d have to be an armed guard on board or the driver himself would have to be armed. In civilized areas, people would either step up and pay the fare for the random “free rider” or, once they got sick of it constantly happening, would start tossing the offenders off the buses themselves so they could get to work or wherever they needed to be.

    The fact is that civilized people have no problems obeying the rules willingly. Blacks have to be hammered into obeying. It’s Hammer Time.
