For decades, large portions of Atlanta have been majority black and entirely devoid of legitimate economic activity.
Property values were shockingly low, reflecting the fair market value of these communities of color.
Guess what?
White people, who had long abandoned the city of Atlanta for the safe suburbs just Outside the Perimeter (living outside I-285, the massive highway circling Atlanta), decided to move back Inside the Perimeter.
By so doing, these white people bought inexpensive (often egregiously neglected) homes in majority black communities, acting as urban pioneers to return civilization to areas whose only economic activity consisted of drug deals and hookers turning tricks for a Tubman $20 bill.
This even includes the birthplace of Martin Luther King, Jr., an area now thriving due to the influx of whites via gentrification. Only 20 years ago, this same real estate was entirely occupied by black residents where “drug dealers once ruled.”
But white people moving back to Atlanta and resurrecting long economically dead communities (all almost entirely occupied by blacks) represents a great threat to black control of the city.
So the current black mayor has decided to issue a moratorium on development near Grove Park, a historically black community (currently 93 percent black) because white people moving into the community has the strange tendency to immediately raise property valuations. Once, when occupied almost entirely by blacks, neighborhoods across Atlanta had cheap property available for single-family homes because this real estate had barely any demand.
This lack of demand was a reflection of the majority black community and the conditions they created for social capital to flounder. But as whites move in, social capital strangely flourishes and houses start to appreciate.
Strange.

Following in the footsteps of neighborhoods such as the Old Fourth Ward and the West End, Grove Park would seem an obvious candidate to become the latest of Atlanta’s notorious gentrification stories.
The gleaming new Westside Park has a tentatively planned opening for 2021. Slated to become the largest greenspace in the city, it promises to transform the surrounding areas.
That could be welcome in Grove Park, a historically black neighborhood that borders the south half of the Westside Reservoir, where the park is being built, and was hit especially hard by the financial crisis – if its residents can stay there and reap the benefits.
ORDER IT NOWMayor Keisha Lance Bottoms announced a moratorium on new development activity around Westside Park on Monday. It’s an apparent effort to plan ahead and curb runaway gentrification in the area before it hits, the way it has in other neighborhoods – particularly where the BeltLine has brought an explosion of development activity.

“A key pillar to the Administration’s comprehensive affordable housing plan is ensuring long-term residents are not priced out of the neighborhoods they have built,” Mayor Bottoms said in a release. “We know that every permit triggers some form of change in these communities, and it is of the utmost importance that development is carried out in a deliberate, fair and thoughtful manner.”
The moratorium is slated to last 180 days – about six months – and will apply to “new applications for rezonings, building permits for new construction, land disturbance permits, special use permits, special administrative permits, subdivisions, replattings, and lot consolidations for non-public project.”
It will not affect existing projects.
The mayor’s office says the moratorium will serve to allow time for identifying an “Immediate Impact Area” that will be most affected by development around Westside Park and developing an “Equitable Development Framework” for that area.
The mayor’s office released a map of that potential area, which includes Grove Park and two smaller communities, Rockdale and Knight Park/Howell Station, that are already relatively gentrified.
Grove Park is already starting to feel the strain of speculation. According to the Zillow home value index, the median home value in Jan. 2018 was $95,000. Two years later, it nearly doubled to $175,000.
The real estate company’s forecast has that number passing $200,000 by the end of the year.
It’s not clear how many projects are already underway in the city-designated Immediate Impact Area.
11Alive reached out to the mayor’s office for data on existing projects. The city said it did not have any specific information at the moment.

We really need to start creating our own parallel intellectual sphere that is churning out actual books. I agree that it will be incredibly difficult for all the reasons you mentioned above. My hope is that more people will be awakened to what’s really going on, ultimately giving us a foothold in some organizations that hold the power. Perhaps our only chance is a totally reset, but anything short of that we must continue to adapt our tactics.
Indeed, as well as that of my teenagers’s lives. We live in a reasonably nice Atlanta suburb (the house and property taxes certainly say so), primarily for the high quality schools. Alas, several years ago, our county decided that “school choice” would help spread the vibrant goodness around to all of us. So our high school is made up of a large number of teens who live far outside the school zone in less, er, savory areas. It makes a very noticeable difference in the numbers of incident reports, especially ones involving violence and 5 or 6 kids jumping on one. What’s the point of paying out the ass to live here?
Thank goodness for the politicians who vote for school choice because most of their kids go to private schools. So good to make sure the quality school districts are appropriately watered down. Sorry, I mean invigorated with diversity.

In 1978 Californians passed Prop 13, which amended the state’s Constitution to address this problem/ripoff:

So your property tax is always based on what you paid for your house, not on what its current market value is.
In addition, the IRS allows you a tax free gain of $250k ($500k for married couples) on the sale of your primary residence.
Usually gentrification does not mean new development — a 6 mo moratorium on new housing projects near the new park will probably not stop existing houses near the new park from continuing to increase in value — and other factors excluded (see Prop 13), an increase in value is actually a good thing for the people who own the houses.
I’m sure all the poor Blacks who own homes in Grove Park will be grateful to the mayor for preventing their homes from increasing in value — LOL.
So if the mayor was smart — most Blacks aren’t of course, and Blacks are increasingly influential in GA politics — she would push for Prop 13 style property tax reform in GA/Atlanta, bow to the inevitable (“notorious”) gentrification, and let the extremely poor Grove Park residents reap a tax free financial windfall by selling their homes if they so choose.

Look at what happens when the negro takes charge. Public housing in 10 to 15 story buildings for low or no income. Within a few years the buildings looked like they had been carpet bombed. Chiraq built single family homes called U235 housing. Bi-level with basement, 3 bedrooms, 1 bath, modest but nice living space. Destroyed in short order and turned into slums. No responsibility equals “I don’t care”. Previously white owned homes that could withstand an atomic bomb destroyed in short order by the black plague. As a wrangler I was in many of these homes, some were mansion like, oak flooring, trim, ceramic tile, all brick stately homes that were shells of their former beauty. One just had to shake their head and wonder why. The majority of “these” people are nothing but savages that would destroy everything in their path. I believe the mayor of Atlanta has overstepped. I do not think a moratorium on gentrification is legal but since it involves what blacks want the government or courts will do nothing.
And what do property taxes pay for? Schools. And every Democrat politician complains constantly that schools are underfunded and needs more money. Blacks vote Democrat. Now Whites are giving them the chance to pay higher taxes to give teachers (and administration) a higher salary. And now it’s bad? The problem is, you cannot ameliorate the suffering of a child without enabling (rewarding) the dysfunction of the parents (and every child has two, present or not.) It is an economic axiom that whatever you reward will be provided in growing quantity. It is literally unavoidable that by ameliorating the suffering of a child, you get more suffering children (because you fertilize and amplify the dysfunctions of the adults who produce such children.)
This is the Reality Of The World. Suffering IS, and ALWAYS WILL BE, because people have the free will to choose self-destruction, and by doing so the consequences of their actions spread out to those who surround them (most especially via them producing offspring.) Not even the most repressive tyranny imaginable could “cure” the will to self-destruct, for it is in our nature, it’s part of the library of human behavioral subroutines we all carry.
The only “fix” is to exile those who insist on such behaviors (and opinions vary regarding what qualifies, hence our current dilemma) to beyond a high wall, so that the consequences of their actions land where we cannot see them (protecting us from our own self-destructive impulse to “try to help.”)

So property tax in Atlanta, like almost everywhere else, is based on current assessed value — this means if your property increases in market value, you will be presented with a huge new tax bill, which most of the poor black owners cannot afford.
This was the gist of his comment, and he is correct — his implication is also correct: it’s unfair to owners (generally, i.e. regardless of race/location).
Voters in Atlanta/GA should stop this practice, as CA voters did back in 1978.

Every ‘little Italy’ ‘Chinatown’ ‘Latin Quarter’ ‘Jewish neighborhood’ or random immigrant enclave was usually built long ago by the English, Irish, Scottish or German founding stock.

Ask anyone who lives in an urban area. Blacks cannot build or maintain white civilization. It’s simply impossible. Left to their own devices they build Africa. Hand them civilization and they turn it into Africa. It’s simply the objective reality of the situation. Indeed, I think it’s even unfair to demand of them the things we demand, or used to demand, of our own kind – to work, save for the future, raise a family, maintain a home, etc. With the exception of a very small number (usually those with a significant amount of European DNA), they can’t do it.
Indeed, maybe we are slowly and surely arriving to the inevitable reality, which is that libs and Democrats throw in the towel and just state the fact, for blacks and whites to live alongside each other, the blacks must receive and endless and total amount of white gibs into perpetuity, and look the other way while they squander it all. What’s under the surface that’s not mentioned is the following:
The cultural issue – White girls walking their dogs in our neighborhood!
Politics – SWPLs who aren’t voting republican, but may have unwelcome reformist impulses.
