Libya has issued a veiled threat to send “hundreds of thousands” of extra migrants to Europe if Brussels does not give official recognition to its self-declared government.

Officials say they could hire boats to send large numbers of African migrants across the Mediterranean, massively adding to the numbers already reaching Europe’s borders.

The warning was made by a spokesman for the National Salvation Government of Libya’s General National Congress in an interview with The Telegraph in the Libyan capital, Tripoli.

That reminds me of an interesting-sounding scholarly book:

In the early days of what grew into the Libyan uprising, Muammar el-Qaddafi summoned European Union ministers to Tripoli and issued an ultimatum: Stop supporting the protesters, or I’ll suspend cooperation on migration and Europe will be facing a human flood of from North Africa.

Given Libya’s history as an attractive transit point for North Africans seeking entry to Europe, it was a credible threat.

For one thing, it has worked to varying degrees at least four times in the last decade alone. Indeed, it was only the European Union’s promise to lift the last remaining sanctions against Libya in the fall of 2004 that persuaded Qaddafi to staunch what was then viewed as an alarmingly large flow of North Africans onto the tiny Italian island of Lampedusa and, from there, onto the Continent. To that point in 2004, about 9,000 people had landed on Lampedusa, 1,600 of whom arrived in the month prior to conclusion of the agreement between Brussels and Tripoli.

Although these numbers were not trivial, they were nothing compared to the predicted 750,000 to one million North Africans anticipated by Western European leaders this time around. Little wonder then that Prime Minister Silvio Berlusconi of Italy tried to maintain good relations with Libya for as long as he found it diplomatically possible.

Moreover, what happened in 2004 was not an isolated event. In 2006, and again in 2008, Qaddafi extracted from the E.U. additional financial aid and equipment (such as boats) that could be used for migration enforcement. In late 2010, the E.U. and Libya concluded a further £500 million accord, which succeeded in stopping, or at least demonstrably slowing, the flow of people across the Mediterranean — until the outbreak of unrest in Tunisia.

Tragic though it is for the victims of this kind of unconventional coercion, Qaddafi’s threatened use of demographic bombs is neither new nor unique. As I demonstrated in a study published last year, there were at least 56 attempts to employ the direct or indirect threat of mass migrations as a non-military instrument of influence between 1951 and 2006.

In about 73 percent of cases where it was attempted, would-be coercers got at least some of what they sought; in about 57 percent of cases, they achieved most, if not all, of their objectives. The majority of these coercive attempts were initiated by authoritarian dictators such as Cuba’s Fidel Castro, East Germany’s Erich Honecker, the former Yugoslavia’s Slobodan Milosevic and Uganda’s Idi Amin.

    It makes me think there is an organic difference in brain structure/function. I would have no qualms whatever turning them back at gunpoint and firing on them if they refused. The number you'd have to shoot would, I expect, be far fewer than the number who expire of exhaustion or heatstroke or drowning during the migration to my border. But the leftist/socialist could not fire on them ever - even if their arrival means putting less food on the table for his own children. The difference is as stark as that between predator and prey.

    Remember February or March of this year, I’m not sure precisely when.
    I remember hearing on radio news, the UK’s estimable Classic FM, to be precise, one Sunday morning whilst lying in bed, that the Italian government declared that the situation in Libya was ‘intolerable’ and was busily engaging in trying to pull off a UN backed ‘stabilisation’ military intervention. The surprise announcement was released on a Sunday, as these things are, and looked like a runner.

    However, the Libyans got wind of it, and a few big boatloads of ‘migrants’ set off for Italy the very next day.
    At that point, the Italians, with their bluff well and truly called dropped the whole ‘operation’ like a hot potato. Forgotten like it never even existed in the first place.
    Actually, that little diplomatic drama really marked the start of the current crisis.

  6. The idea that someone can be blackmailed against their will in this way is nonsense. These invaders can only be dumped on Europe if European governments prostrate themselves before them. If they come, it’s because of an unspoken collusion between Libya and European rulers. The immigrants won’t be put to sea against their will. If they take to their boats, then they’re complicit in the blackmail, and should be treated accordingly, i.e like any other invading force.

    Actually, there's been a bit of revolt among the commenters at Reason.com's H&R blog regarding the open boarders proposition. Shikha Dalmia posts are often met with derision. "Do you really want the US to be more like India?" Reason used to host pieces by Bryan Caplan, but not for a long time.

    I don't think anyone on the libertarian side of this has fully given up the idea that a man should be free to move about the world as he chooses, but they notice that any practical plan to implement this has become absurd.

  14. Immigration isn’t the issue here. The issue is the European states putting out the welcome mat for these people. If there was no welfare or any sort of freebies for them, they wouldn’t come.

    If the European peoples grew a backbone and tossed out lunatics like Cameron and Merkel and threatened the EU with a couple tanks in the parking lot, much of the orgy of self-destruction would stop.

    The same applies to the U.S. we rolled out the welfare teat to 3rd world parasites and they’re coming on in by the millions.

    Europe can stop the immi-invasion with a minimum of dead "migrants". All it needs to do is spread word far and wide that all boats will be turned back in seven days. That none will get through. If a migrant boat is sinking no efforts will be made to rescue anyone. That in 7 days all border fences will be reinforced with troops and police firing teargas and rubber bullets. That no one will get past these border fences.
    This will stop the migrant flow immediately.
    When you give advance notice then the moral burden is on the migrants. So that if they want to get onto unreliable boats headed for Italy that start taking on water.....the gamble is 100% theirs.
    Also Europe should find a way to pay/bribe Africans in Libya to just go home. To leave Libya because you will not get into Europe. This is just plus it shows Europeans as being generous to those denied entry.

    Jan, i appreciate what you did outside Vienna in 1683, but this "it's really hard" crap is just nonsense.

    This is entirely a political problem. This migration is trivial to stop:
    -- Intercept the boats and tow them back to shore (Libya). Then sink them. You can arrest the captains for good measure if incline.
    -- Fence the exterior EU border. Razor wire top. And deploy border guards. This is much easier than the US-Mexico border. The Turkey-Europe border is tiny--close that. And then you can fence\patrol the Schengen border Slovenia\Hungary as a hard backup.
    -- Finally you *deport* people who manage to sneak through, rather than extending welfare.

    When there's very little chance of being able to stay in Europe and mooch off its welfare and women, then there's little utility from making the trip and these men will do something else. (I.e. cause trouble in their home countries or try and get to soft America.)

    Really, why should France need or want a universal message? What really gets me is how Europe constantly gets these American-designed ideological straitjackets imposed on it even when they don't make a lick of sense outside the American progressive narrative.

    All the indoctrination I received as a child centered very closely around America's particular sins and obligations. But apparently it doesn't matter whether a country has sinned. The penance is just the same. You could argue that the US is a nation of immigrants and so it ought to welcome all comers, and it owes a debt to its black citizens for historical injustices. But then I come across things like Swedish politicians calling for affirmative action for immigrants from countries with which Sweden has had no historical interaction whatsoever, and I wonder what kind of fairy tales they have to tell Swedish children in school to get them on board with this stuff.

    And taken against the advice of SOD Robert Gates that the U.S. had no vital national interests in Libya. And against a country that had not attacked the U.S. or one of its NATO allies (unless you count the Lockiebie event of 20 years earlier). It may not be "the dumbest, most criminally insane war act ever," because the competition is pretty stiff, but it certainly has to rank right up there.

How is this different from Obama and Merkel doing the same by importing in Central Americans and Syrians-Muslims-Africans to displace the historic cultures and historic populations of America and Germany?

    Europe can stop the immi-invasion with a minimum of dead “migrants”. All it needs to do is spread word far and wide that all boats will be turned back in seven days. That none will get through. If a migrant boat is sinking no efforts will be made to rescue anyone. That in 7 days all border fences will be reinforced with troops and police firing teargas and rubber bullets. That no one will get past these border fences.
    This will stop the migrant flow immediately.
    When you give advance notice then the moral burden is on the migrants. So that if they want to get onto unreliable boats headed for Italy that start taking on water…..the gamble is 100% theirs.
    Also Europe should find a way to pay/bribe Africans in Libya to just go home. To leave Libya because you will not get into Europe. This is just plus it shows Europeans as being generous to those denied entry.

    The idea that someone can be blackmailed against their will in this way is nonsense. These invaders can only be dumped on Europe if European governments prostrate themselves before them. If they come, it's because of an unspoken collusion between Libya and European rulers. The immigrants won't be put to sea against their will. If they take to their boats, then they're complicit in the blackmail, and should be treated accordingly, i.e like any other invading force.

    It makes me think there is an organic difference in brain structure/function. I would have no qualms whatever turning them back at gunpoint and firing on them if they refused. The number you'd have to shoot would, I expect, be far fewer than the number who expire of exhaustion or heatstroke or drowning during the migration to my border. But the leftist/socialist could not fire on them ever - even if their arrival means putting less food on the table for his own children. The difference is as stark as that between predator and prey.

    Many lefty parents would offer their own kids up as human sacrifices if there were to be a food shortage for the migrants in the wake of this massive influx upon our finite resources.

  57. Minor point here … Libya doesn’t send Libyans to Europe — there aren’t all that many Libyans — it allows others to transit Libya. It (if it can indeed still be said that there is an actual country called Libya) would like to get rid of those transiting hordes and prevent their further entry into Libya, but at the monent it isn’t able to.

    Jan, i appreciate what you did outside Vienna in 1683, but this “it’s really hard” crap is just nonsense.

    This is entirely a political problem. This migration is trivial to stop:
    — Intercept the boats and tow them back to shore (Libya). Then sink them. You can arrest the captains for good measure if incline.
    — Fence the exterior EU border. Razor wire top. And deploy border guards. This is much easier than the US-Mexico border. The Turkey-Europe border is tiny–close that. And then you can fence\patrol the Schengen border Slovenia\Hungary as a hard backup.
    — Finally you *deport* people who manage to sneak through, rather than extending welfare.

    When there’s very little chance of being able to stay in Europe and mooch off its welfare and women, then there’s little utility from making the trip and these men will do something else. (I.e. cause trouble in their home countries or try and get to soft America.)
