Reparations could cost California more than $800 billion, econimists [sic] estimate

SAN FRANCISCO (AP) — It could cost California more than $800 billion to compensate Black residents for generations of over-policing, disproportionate incarceration and housing discrimination, economists have told a state panel considering reparations.
OK, there are 2.5 million blacks currently in California, but those of post-1865 immigrant stock won’t qualify. Then, again, nobody seems clear on whether out-of-staters whose ancestors were oppressed by FDR’s redlining in California will qualify.
For sake of ease of calculation call it 2 million beneficiaries. That would be $400,000 each paid out.
The residents of California would need to pay and average of $20,000 each, or $80,000 per family of four.
The preliminary estimate is more than 2.5 times California’s $300 billion annual budget, and does not include a recommended $1 million per older Black resident for health disparities that have shortened their average life span.
Do older blacks have shortened average life spans? Young blacks certainly do, in large part because they shoot each other so much, but do old blacks?
Nor does the figure count compensating people for property unjustly taken by the government or devaluing Black businesses, two other harms the task force says the state perpetuated.
After all, only blacks have complaints about eminent domain actions. Nobody else in American history figures that they deserved a bigger payout.
Black residents may not receive cash payments anytime soon, if ever, because the state may never adopt the economists’ calculations. …

The statewide estimate includes $246 billion to compensate eligible Black Californians whose neighborhoods were subjected to aggressive policing and prosecution of Black people in the “war on drugs” from 1970 to 2020.
In contrast, the war on drugs has been called off since 2020 then and life has gotten so much better with nobody being murdered.
That would translate to nearly $125,000 for every person who qualifies.
The numbers are approximate, based on modeling and population estimates. The economists also included $569 billion to make up for the discriminatory practice of redlining in housing loans. Such compensation would amount to about $223,000 per eligible resident who lived in California from 1933 to 1977. The aggregate is considered a maximum and assumes all 2.5 million people who identify as Black in California would be eligible. …
Monetary redress will be available to people who meet residency and other requirements. They must also be descendants of enslaved and freed Black people in the U.S. as of the 19th century, which leaves out Black immigrants.
This could be what derails this, since immigrant blacks are more articulate than American blacks.

You can see this today in many cities, where the few surviving old buildings in black ghettos are often architectural treasures. Hispanic immigrants went into the former white working class areas. You can see how much less nice architecture and big buildings are in these now hispanic ghettos today compared to the black ones. That is an echo effect of blacks' proximity to wealthy whites who supported them.
Many times, blacks were given better things than whites and they just destroyed them. It's just like how today, black schools are given far more money than white schools, yet black academic performance has not improved.
I encourage readers to research the racial history of the nearest big city at local libraries and online. Research how these black ghettos that destroyed every city in America formed. Rich white do gooders, largely Republicans, were encouraging blacks to flood cities and repressing white communities from defending themselves.
Another catalyst for ghetto formation were the "negro orphanages." These were dormitories where young blacks from the South were brought in huge numbers. Many were not "orphans" in the white sense. These dormitories were owned by rich whites who also owned factories that employed the "orphans." I know at least one FDR-era public housing project in Newark was built one the site of these late 19th Century "negro orphanages." These dormitories were instrumental in forming the black ghetto that destroyed Saint Louis and yes, their patrons are documented as employing the blacks at factories they owned.
Local libraries have tons of out of print sociology books full of detailed information, statistics and maps about the formation of local black ghettos.
I suspect California Democrats are counting on the “New Californians” to reduce the size of the total payout.

The origins of feudalism and aristocratic gentry in Europe lie in the fact of conquest, that is actual land being claimed by the armed aggressive intimidation of its previous owners. The previous owners were relegated to mere cultivators of the land won by the conquerors, keeping a share of the bounty of the soil, if lucky.
In the USA you have ludicrous and inverted situation in which the new ‘nobility’ or ‘gentry’ – who lay claim to the fruit of the labour of the defeated, the transfer being ultimately guaranteed by the full military might of the US government, are the descendants of the most pathetically beaten and weakest.
But one thing I've read, and it's potentially relevant to your later point, is that as the Empire got desperate and its exactions on the people went insane, not just taxation and inflation but like locking families into one trade, a lot of local strongmen (some if not many would likely be barbarians) became feudal lords by offering protection from the central government to the people in their area.
And there's no "if lucky" in any feudal system, farmers are assets because they produce the food and a great deal of the surplus wealth upon which the other classes depended upon for their survival and livelihoods. I've read that while in theory a Tokugawa shougunate samurai could legally kill a farmer for being insufficiently polite or whatever, he'd better have a good explanation for the higher ups because he also just killed a productive member of their domain.
One of the absurdities of reparations is the idea blacks (like most people, to be fair) would be able to leverage some level of financial savings in the past into substantial wealth for people generations later. The saying ‘from shirtsleeves to shirtsleeves in three generations’ is pretty accurate as wealth is diluted and the descendants of the original earner are more likely than not unable to replicate the success of their predecessor. Even without the alleged effects of redlining, the idea that the black homeownership rate would be 100% is absurd, and the effects of policing from the war on drugs was brought on themselves by their own behavior.
Like all supposed solutions for blacks underperformance it’s really about inflicting punishment on whites, although obviously in CA the cost would be borne by a lot of Asians and Latinos as well. If there was ever a time for an overtly racial ad campaign asking the 95% of the state that isn’t black if they want to be slapped with a huge tax bill to shell out money to the blackest areas of the state, this would be it and not particularly risky politically since the GOP is a rump party.
At any rate, massive overreaches like this along with DIE make plain that the political sponsors of blacks are totally out of ideas and have no faith that they have the wherewithal to improve themselves without massive hand outs and discrimination in hiring. This seems so ridiculous that it won’t pass even in California, but it’s probably a trial balloon for what Dems think they could get away with if they retain control of the presidency and regain full control of Congress. And if something like that comes to pass, I’d be buying stock in companies that supply the most favored consumer goods of blacks, because it would no doubt trigger an orgy of spending rather than going into long term investments.

The first blacks in these cities mostly worked as servants for rich white people. The back lanes and back lot houses of the early blacks were located adjacent to the white elites’ mansions and residential hotels. Here in Houston, the current big racial news is the state takeover of Houston ISD, the largest school district in the state. Like most urban places, the proportion of white students used to be large, but now it’s pretty small and the district is 80% black and hispanic. All the whites either moved to the suburbs or go to private school. The Asians for the most part never immigrated into Houston and were in the suburbs from the beginning.
Nonetheless, while the Hispanics are a little more reserved in their public opinions, the black community is going absolutely NUTS right lamenting how the governor and the Texas Education Agency “don’t care about minority students” and how “this is bad for young black children.” There is no mention at all about the horrendous test scores and dropout rates and illiteracy among supposed graduates. No sir. That wasn’t necessarily bad for the minority students, like having the white devils in charge is bad.
Because what’s bad for the minority students is obviously the fact that the blacks and their hispanic allies are no longer in charge and no longer able to skim off the top.
If you look anywhere in the world where blacks gained majority political power – Detroit, Mississippi, almost all of Africa – that’s what happens. Institutions go to shit and money gets siphoned off until there is nothing left. The blacks were doing it to HISD and it got shut down and they aren’t happy about it.

2nd, and this is a much bigger issue, while CA could exempt the reparations payments from CA taxes, under Federal law only damage awards for physical injuries are tax free. And you know that at least the current House is not going to change it. So in order to yield $400,000 on after tax basis, the reparations amount would have to be over $600,000.
Aside from the whole question of immigrant blacks, eligibility in general would be a nightmare. For how long would you had to have lived in CA to qualify? What if you and your ancestors lived in CA for generations and were thus damaged by the horrible racist climate but just recently decided to move out of state? How “black” do you have to be? Etc.

Surely, given the black crime rate, it’s obvious blacks are under-policed? And all that incarceration was necessary — and it wasn’t free. The black community’s going to reimburse us, right?
…why should the rest of us have to bear the burden of paying for the policing they need? I propose a special tax on blacks to cover the excess policing and other services they require. You can have forty Asian students per class in public school for example; I wouldn’t try that with blacks.

This could just be an artifact of the fact that blacks die of the same diseases at an earlier age. Let’s say that heart disease tends to kill blacks by age 75 and whites by age 80. So if you measure life expectancy at 75, all the heart disease prone blacks are dead already but a fair # of the whites are still alive and are going to die in the next 5 years. Blacks on average die much younger but the few who make it to old age are tough old birds.
If you were to look at the remaining # of survivors from a particular birth cohort rather than life expectancy, I think you would see a different picture. You might see 10 white people most of whom are going to drop off in the next few years and 1 or 2 surviving tough old black birds that are going to linger longer.
What is really interesting is to look at life expectancy among Latinos. Life expectancy in Mexico is within spitting distance of US expectancy despite the fact that we spend untold trillions on our health care system and the Mexicans spend a few peso. What are we getting for all those trillions?
Opioid deaths have also hit white life expectancy hard since there are so many and they happen at young ages.
They’re already saying $5 million isn’t enough. Now it’s up to $7.6 million.

It’s really a layup issue. All conservatives have to do is state the obvious:
“Slavery has been common in human history, but it’s a vile system.is bad. No one wants to be a slave and labor with the value of your labor going to someone else. And being unfree and subject to abuse.
But the great beneficiaries of American slavery, are American blacks.
Because of their ancestors who were bought in Africa and brought to America, American blacks are living in very prosperous America–built by white Europeans–rather than Africa. American blacks enjoy income levels that 10 to 50 times what they are in West Africa.
Living in America–with American pay and standard of living–is the most valuable asset that most Americans have. Hundreds of millions of people from all over the world are clamoring to get into America and get their hands on this living-in-America asset. An asset that unfortunately our “elites” are just pissing away this asset that comes with Americans’ citizenship–just giving it away to anyone who can break in–driving down its value for blacks and everyone else.
We are fine for “reparations” for black Americans for their ancestors’ past slavery. But only if in turn they give up what came with it–the right to live in America–and go back to live in Africa.

That’s the core response, but one can go on:
A great policy proposal to slap down the immigration loons is to expand up the “living in America” asset idea. If someone wants to come to America, they can purchase that right from an American giving it up. If they really are going to “contribute” this should not be a problem. (This policy also has eugenic benefits.)
Also in any extended speech debate, should simply make the point:
“All groups of people are not identical and do not have the same outcomes in every endeavor, every walk of life. Whites, blacks, Mexicans, Chinese, Filipinos, Indians, Jews, Muslims … all different groups have different characteristics and do better or worse at this or that aspect of modern life.
Blacks issues in America, right now–whether making less money or committing way more crime or having more illegitimate children–are not because of “racism”. They are primarily the result of black folks genes and culture. To expect–worse demand–that everyone in diverse America to behave exactly the same and have the same incomes, or the same rate of incarceration is just ridiculous. And beyond ridiculous just creates contention. If we’re going to have all this “diversity” then we have to expect different groups to have different results … and stop whining about it and blaming racism or white people.”
Reparations–because it’s so obviously toxic b.s.–is just a great topic for conservatives to harp on as it shines a light on sleazy political vote buying, on immigration, on diversity, on HBD.

Not so sure about this, but it’s a) absolutely not something I’ve seriously studied b) the end of the Western Roman Empire was messy with even less of it documented.
But one thing I’ve read, and it’s potentially relevant to your later point, is that as the Empire got desperate and its exactions on the people went insane, not just taxation and inflation but like locking families into one trade, a lot of local strongmen (some if not many would likely be barbarians) became feudal lords by offering protection from the central government to the people in their area.
And there’s no “if lucky” in any feudal system, farmers are assets because they produce the food and a great deal of the surplus wealth upon which the other classes depended upon for their survival and livelihoods. I’ve read that while in theory a Tokugawa shougunate samurai could legally kill a farmer for being insufficiently polite or whatever, he’d better have a good explanation for the higher ups because he also just killed a productive member of their domain.
The ability to eat like sh*t, do less physical labor, take extreme risks and still live to a ripe old age. It’s not especially something I have a huge interest in subsidizing with my labor.
It's really a layup issue. All conservatives have to do is state the obvious:

A great policy proposal to slap down the immigration loons is to expand up the "living in America" asset idea. If someone wants to come to America, they can purchase that right from an American giving it up. If they really are going to "contribute" this should not be a problem. (This policy also has eugenic benefits.)

White Americans, who are primarily of north euro ancestry, have higher cancer deaths than mestizos because we are on average big and tall, and higher mortality from the trade-offs from our rapid cold-weather adaptations the past 30,000 years.
Opioid deaths have also hit white life expectancy hard since there are so many and they happen at young ages.
Somewhat Off-Topic: Seems to me that the much-lower clearance rate for homicides when the victim is Black is further compelling proof of the anti-Black racism that permeates the system. The only possible explanation is that detectives and prosecutors care much more when the victim is white.

The only reason that they can throw around these enormous numbers is because it's not really happening. Of course the people on the commission would love it if this money was paid out, but the real point of the numbers is to bring home to people the enormous grief and damages that black people have supposedly suffered in America by quantifying their losses. The courts have pretty consistently ruled that in the United States you can move from one state to another and when you become a resident of a new state you are entitled to the same benefits as any other resident. So out of staters will qualify if they move to California.

Looking at those numbers makes me think whites deserve some reparations too. It’s obvious that the discrepancy between the life expectancy of whites and asians or Hispanics is caused by racism and should be remedied.
Remember, the logic is that if there are ANY racial disparities, they are definitely caused by racism rather than other factors.
