Gun violence soars amid crises of health, public trust, officer reluctance

By LIBOR JANY AND LIZ SAWYER , STAR TRIBUNE STAFF
June 27, 2020 – 11:50 PM

… So far this year, ShotSpotter activations and 911 calls about gunshots in Minneapolis have more than doubled from a year ago, according to a Star Tribune analysis of police data.

ShotSpotter was invented in 1992 by John C. Lahr, a seismologist in Silicon Valley, during the year that East Palo Alto was the Murder Capital of America.

Out of 3,218 such shots-fired calls this year, nearly half have been filed since George Floyd was killed on May 25.

Through Tuesday, 190 people had been shot across Minneapolis. That’s up 47% from this time last year and significantly higher than the five-year average for the same time span, according to MPD data.

In one case that underscores how entrenched the problem is, authorities say a 17-year-old boy who was shot in the leg last week has been wounded in three shootings over the past month and a half.

OK, has he been shot 3 times or 4 times in the last month and a half? Heather read that as 4 times, but it might only be three.

The surge in gun violence is not confined to Minneapolis. In St. Paul, reported firearm discharges have more than doubled when compared to this time last year. The first two weeks of June were particularly violent, as shots-fired calls quintupled from 2019.

Thirty-one people in the capital city have been shot in the last month alone — a third of the year’s overall victim count. Homicides are already on track to surpass 2019’s all-time high in shooting deaths.

“My fear is that this is just the beginning,” said Steven Belton, president of the Twin Cities Urban League, while visiting the scene of a quadruple shooting near Merwin’s Liquors in north Minneapolis. “Parents are overwhelmed,” he said, likening the financial and emotional toll of COVID-19 to a “pressure cooker.” “People are unemployed, stressed out because of that … looking for a way to release it.”

Thurman Barnes, assistant director of the New Jersey Center on Gun Violence Research, a think tank based out of Rutgers University, said the ripple effects from Floyd’s death may have contributed to increasing violence in Minneapolis, much as it did in Baltimore after the in-custody death of Freddie Gray in 2015. Floyd’s case, he pointed out, followed the deaths of Breonna Taylor and Ahmaud Arbery in Kentucky and Georgia, respectively, two other widely publicized killings of African-Americans.

It’s almost as if each time the media hypes Black Lives Matter narratives, they wind up getting more blacks murdered by other blacks…

… “What they do is personal and it’s driven by social media,” said Ramsey County undersheriff Mike Martin, who serves as president of the Minnesota chapter of the Midwest Gang Investigators Association. “They’re still driving around selling dope on the street, but now they can wear face masks and not look out of place.”

Some youths appear emboldened by the ability to conceal their identities in public, Martin said, posting videos online flaunting cash and drugs, “laughing like it’s a game of cops and robbers.”

Hmmmm .. how was Minneapolis during the Great Depression, same per capita amount of gunfire? (Sarcasm, people, don’t answer that, Reg.)

I wondered how this shotspotter distinguishes gun shots from some types of fireworks, BTW. Upon trying to find out on the Shot Spotter site, the issue is kind of blown off, saying yep, you can’t. but it can tell, with no explanation. Per a Chicago news story, this was a problem with it before. With the computational power of modern computers, the differences in the acoustic signatures can be determined now.

That might be important tonight in a lot of places, but in places with lots of Hispanics, you’ve got even more problems due to celebratory shots that aren’t just from gang members and reprobates like George Floyd.

    "Minneapolis during the Great Depression"

The Twin Cities region during the 1931-1933 period was a hotbed of white gangster activity. But I get your point: present day Twin Cities is spiraling downward into a Mogadishu hellscape.

Nearby (to me) Paterson, New Jersey has Shotspotter and over the past several years it has been mentioned in the local press several times. Usually some young wannabe thug is showing off his gun and shoots in an alley or is shooting at another wannabe thug and the shots are recorded on Shotspotter. According to the stories I read, the police will show up at the exact location a short while later, sometimes even finding the shooter still standing around. One recent story mentioned that the shooter threw his gun under a set of porch steps and ran into a neighboring building. The shooter did not notice a police camera that recorded his hiding the gun and where he ran to.

As far as distinguishing between fireworks and gun shots, I once inquired on a knowledgeable and very reputable shooting forum about the ability to trick a gun shot detection system. The replies from the more knowledgeable people was that these systems are very sophisticated and are not to be tricked. (My question was could someone use ammunition loaded with blackpowder since it has a very different sound signature than smokeless powder to fool a gun shot detection system.)

You can say that but American blacks aren't going anywhere. If you want to change the future makeup of our population you have to concentrate on getting immigration down, way down.

Another thing to work on is the increasing dysfunction of many whites families. If the dysfunctional whites don't get more money from work and more help they will pass their problems down to their kids. There was a big drop in statistics for blacks around the fifties and sixties that has never really changed for many. We know it can happen. We should make sure that whites don't get messed up like blacks did.

A good covid model will take into account the fact that aerosol transmission is more of a problem indoors than out. It will take into account that infection is more likely when the shedder is in close proximity to the victim for several minutes.

Mass protests are far from ideal settings for transmission. Indoor rallies and church services are what the virus thrives in.

You are right of course. But I also have to wonder what this guy was doing to be a target three times. How many shots has he fired in his young life?

These people who go around shooting people up live lives that we simply do not comprehend. We let this stuff go on and that's on us. It's past time for us to figure out how to fight back better against gangs and career criminals. We don't even teach school children to be anti-gang. None of our leaders even call them out by name.

Obviously we can do more and we can do better.

    , @Alden
    @Neuday

Boys will be boys and blacks will blacks .

Amazing the trouble black kids can get into, setting themselves and siblings on fire, cutting cyclone fences around closed swimming pools and drowning, taking apart radiators in old fashioned steam heated buildings, cutting fences around city bus parking lots and driving on the freeway before a high patrol man notices an erratically driven city bus 40 miles from the city. That black kid was 11.

Black parents don’t like the kids and their friends in their homes after school and on weekends because of the destruction and trouble making. So they send them out to destroy every neighborhood in which they live.

If anyone’s wondering why E Palo Alto had such a high murder rate it’s because it was the designated black maid gardener village for the area. Their thugs grew up and turned the little village into the standard crime ridden ghetto.

Shoulda done our own laundry and dishes.

Just to keep folks updated, there’s another race war occurring in Long Beach, CA. Seems it generally started with some blacks robbing, then beating the stuffing out of a Mexican Street vendor with thief pistol butts. Beating and robbing Hispanic Street vendors has apparently been a favorite pastime amongst black youths in Long Beach.

So now Hispanics have had enough, and are randomly beating or shooting blacks. Blacks don’t like that, so they’re randomly beating and killing Hispanics. The recent “riot” at Lakewood mall was simply gangs of black kids chasing down and beating the hell out of Latino kids. About twenty blacks cornered three Hispanics in front of Macy’s, and converged on them. After a horrible session of being beaten and kicked, the Hispanics ran into the Macy’s with a now 30-something strong gang of black kids in hot pursuit. Blacks then proceeded into the mall going crazy. When they couldn’t subdue the running Hispanics, some of them wound up beating each other up. Here’s some of the narrative so far. The press won’t acknowledge the race riot at Lakewood Mall. They’re trying to memory hole it.

    https://lbpost.com/news/crime/shootings-north-long-beach-orange-string-homicide

Currently, Hispanics have been broadcasting on Twitter and Facebook that they’re terrified to leave their homes. I don’t blame ’em. Hispanic and black areas of Long Beach has become a shooting gallery, and their highly incompetent mayor is calling for community outreach officers to stop the violence, while allowing more “black lives matter” protests in the bizarre assumption that that premise will motivate blacks and Hispanics to stop executing each other. Mexicans are attending the event waving Mexican flags next to the black lives matter signs. Their way of telling blacks at the event to go fuck themselves, it is to be presumed.

I would also opine that if you’re a minority target in a race war, it’s a good idea not to hold demonstrations yelling derogatory chants about the police, following another race war involved shooting or beating. It tends to decrease the chances of timely responses to reports of violence amongst yourselves, much less doing much detective work to solve your race war murders.

And… happy 4th of July! It’s not a bad bet some black bodies are going to be piling up in Long Beach tonight. 🦶🏿🦶🏿🦶🏿🦶🏿🦶🏿🦶🏿

The video link shows the events about as they transpired at Lakewood Mall in front of Macy’s in reverse chronological order. That is, the last event in the video of the 3 or so Hispanic kids surrounded by 20 or so angry black kids is the first event/inciting incident.

The hispanic kids managed to get free, and ran for their lives into Macy’s, with the black mob in hot pursuit. The blacks running wild in the mall came afterwards. Many stores immediately lowered their security gates and called police.

Also, from what I understand, the initial attack began in front of a Target store, which is connected on the north side of the mall. Black mob attacked some hispanics, hispanics got away, so the black mob of kids travelled down to the front of Macy’s, surrounded and attacked the Hispanic guys randomly.

And finally, the reason the whole fiasco got shut down so quickly is there's a police annex precinct adjacent to the mall, so there were a lot of officers right there to stop it. The media initially reported exactly no arrests, but it seems like one black kid was arrested in Macy’s, according to a vid I saw. There actually was very little shoplifting in all this. The black kids were interested in beating Hispanics only, it seems.

All this is what I’m reading on local angry hispanic Facebook groups, so some "facts" may vary.

Also, local media is attempting to describe this as gang conflict. I don’t agree, since old Hispanic men selling food out of a cart being randomly beaten and robbed is the issue. That doesn’t qualify as a gang matter primarily to me. Seems more of a racial "we don’t want you here" issue.

    Anyway... happy 4th.

there’s way too big a percentage that has no interest in learning or working.

The employment-to-population ratio is usually about 10% lower than that of the other coarse color categories.

It's a reasonable wager some regulatory changes would eliminate that over time. (1) labor law promoting more granular compensation (e.g. having medical insurance supplied by local co-operatives rather than by individual companies; replacing defined-benefit retirement plans with defined contribution plans); (2) labor law promoting two types of unions: voluntary mutual aid societies which would be based on various modes of association and collective bargaining agents which would be limited to the non-managerial workforce of a given company (and which would not be found in the public sector); (3) replacing the minimum wage with a minimum-take-home-pay standard that was tied to nominal compensation per worker in given regions (and, in general, contextually lower); (4) removing hiring inhibitions (which are generated by employment discrimination law, among other things), (5) improving labor market circulation by relying on examinations for recruitment and promotion in the civil service, but allowing employees to be terminated almost at will, (6) replacing means-tested welfare programs (other than legal aid) with a mix of universalistic programs and earned-income matching funds; (7) reducing net illegal immigration to nil, guest worker admissions to nil, refugee admissions to a scatter, and lawful settler admissions to about 0.125% of the extant population per year.

Its actually a lot less complicated than trying to expel 19 million people to points no one knows where.

However they do have great interest in criminality & violence –

I gather you've never learned that culpability is personal. You're really not in a position to be looking down on others.

Even a suppressed firearm will have that crack unless you are using subsonic ammo. But determining the position of the shooter just using the sonic crack is nearly impossible. You have to have the bang too.

I don't see why a computer program could not be set up to trigger when the bang and the crack both are heard.

Agree. All the statistics about domestic violence portray escalation until someone’s dead. Parents first beat and then kill children Men first beat then kill women and vice versa. Women first assault then kill their lesbian lovers Gay men do the same.

Almost everyone killed in a domestic violence situation has been to the ER to be patched up more than once, teachers have noticed the bruises , neighbors have called the police, they’ve been evicted due to the screaming and fights, kicked out by roommates and family etc.

People who work themselves to a frenzy as children and teens continue till old age or till someone whom they pick a fight with finally kills them.

I was reading about going back to live in Ghana last week. Out of maybe 20 people none of them were employees there. They were either retirees or had their own businesses. It seemed at best their businesses were just managing to survive.
None of them had Ghanian citizenship either, to the great annoyance of some.

This is really a plan to get American blacks to visit Ghana and if they have some money, to think about staying. It's hard to imagine how discouraging it would be for an American black looking for acceptance to put their life savings into a business in Ghana and lose it all. But who has money in Ghana? "The GDP per Capita in Ghana is equivalent to 14 percent of the world's average. GDP per capita in Ghana averaged 1047.47 USD from 1960 until 2018, reaching an all time high of 1807.10 USD in 2018 and a record low of 693.50 USD in 1983."

OT: I was glancing at the latest Covid infection rate and death rates for a few states, and few things stood out.

    Total Texas infected: 183K
    Total number of deaths: 2,575

    Total New Jersey infected: 172K
    Total number of deaths: 15,164

Why does New Jersey have almost 6 times the death rate of Texas, even though the infection rates aren't very far away from each other? Black population percentages in both states are quite similar.

    Total Connecticut infected: 46K
    Total number of deaths: 4,335
    Connecticut Death Rate: 9.2%
    Texas Death Rate: 1.4%

Why such a high death rate for Connecticut? Even Florida, with a lot of retirees, has a 2.1% death rate.

    Total Massachusetts infected: 109K
    Total number of deaths: 8,149
    Massachusetts Death Rate: 7.4%

We're far enough along into the epidemic that these oddities are standing out like a sore thumb.

The recent "riot" at Lakewood mall was simply gangs of black kids chasing down and beating the hell out of Latino kids. About twenty blacks cornered three Hispanics in front of Macy's, and converged on them. After a horrible session of being beaten and kicked, the Hispanics ran into the Macy's with a now 30-something strong gang of black kids in hot pursuit.

I don’t blame 'em. Hispanic and black areas of Long Beach has become a shooting gallery, and their highly incompetent mayor is calling for community outreach officers to stop the violence, while allowing more "black lives matter" protests in the bizarre assumption that that premise will motivate blacks and Hispanics to stop executing each other. Mexicans are attending the event waving Mexican flags next to the black lives matter signs. Their way of telling blacks at the event to go fuck themselves, it is to be presumed.

I would also opine that if you’re a minority target in a race war, it's a good idea not to hold demonstrations yelling derogatory chants about the police, following another race war involved shooting or beating. It tends to decrease the chances of timely responses to reports of violence amongst yourselves, much less doing much detective work to solve your race war murders.

And... happy 4th of July! It’s not a bad bet some black bodies are going to be piling up in Long Beach tonight. 🦶🏿🦶🏿🦶🏿🦶🏿🦶🏿🦶🏿

A good covid model will take into account the fact that aerosol transmission is more of a problem indoors than out. It will take into account that infection is more likely when the shedder is in close proximity to the victim for several minutes.

As for his current wife, he was 53 and she 38 when they were married. She's not a looker either. His 1st wife was plain as well. The dame he kept as a paramour for a dozen years was somewhat above the median. As a human being, Keillor is kind of a sh!t, and the most salient manifestation of that is his treatment of his first wife and the succeeding common-law. (The common-law was an employee of Minnesota Public Radio who was crucial to making A Prairie Home Companion what it was).

And finally, the reason the whole fiasco got shut down so quickly is there’s a police annex precinct adjacent to the mall, so there were a lot of officers right there to stop it. The media initially reported exactly no arrests, but it seems like one black kid was arrested in Macy’s, according to a vid I saw. There actually was very little shoplifting in all this. The black kids were interested in beating Hispanics only, it seems.

All this is what I’m reading on local angry hispanic Facebook groups, so some “facts” may vary.

Also, local media is attempting to describe this as gang conflict. I don’t agree, since old Hispanic men selling food out of a cart being randomly beaten and robbed is the issue. That doesn’t qualify as a gang matter primarily to me. Seems more of a racial “we don’t want you here” issue.

    Anyway… happy 4th.

I wonder if it has something to do with most firearms, there are exceptions, having the sonic crack of the bullet breaking the speed of sound, 1125 fps in addition to the boom/bang/pow?

Even a suppressed firearm will have that crack unless you are using subsonic ammo. But determining the position of the shooter just using the sonic crack is nearly impossible. You have to have the bang too.

I don’t see why a computer program could not be set up to trigger when the bang and the crack both are heard.

The data available indicate the homicide rate in Tropical Africa tends to be about 15 per 100,000. In the West African countries which cover the area from which the slave population in the Western Hemisphere was imported, the rate's actually lower. Before the recent unpleasantness, the death rate from homicide coast-to-coast was around 20 per 100,000 for blacks. New York City's order maintenance program was so successful that they reduced the rate for blacks to about 8.5 per 100,000.

Where you really see astronomical homicide rates is in Southern Africa, which contributed little to the American slave population. Brazil and some Caribbean islands are in wretched shape as well.

    Anyway... happy 4th.

I don't see why a computer program could not be set up to trigger when the bang and the crack both are heard.

As for his current wife, he was 53 and she 38 when they were married. She’s not a looker either. His 1st wife was plain as well. The dame he kept as a paramour for a dozen years was somewhat above the median. As a human being, Keillor is kind of a sh!t, and the most salient manifestation of that is his treatment of his first wife and the succeeding common-law. There were before the recent economic unpleasantness, 19 million blacks with workaday jobs.

How many of those jobs were serving the black population. Hair weaves, installing spinning rims and the like? How many Whites will be out of work when the black population is not there to be policed, warehoused, or cleaned up after?

where do you propose to send them?

We could start will Israel, make it a condition of their 4 billion in welfare every year.

    Replies: @Art Deco

Why would you propose to send 41 million blacks to a country which has 8 million current residents? (They’re given $3 bn or so in credits to by military equipment from American manufacturers, or about 1.2% of their gross domestic income; they’ll tell the conditioners to get stuffed).

I have no clue what you have against beauticians and barbers (who are disproportionately black, but a small sliver of the overall workforce, and not one peculiarly well compensated). There are odd niches of the workforce where blacks are unusually common (postal employees, bus drivers, social workers, home health aides &c). These do not have a predominantly black clientele.

Israel gets $3.8 billion a year guaranteed (a damn stronger guarantee than we give Americans on Social Security.) Plus they get money in other appropriations. Including that black budget money it is well over $4 billion a year.

If Israel doesn't like the conditions for their welfare (credits to buy military equipment, you mean like food stamps that go to Americans?) then we can cut that spending (be sure to include the bribe we pay Egypt on Israel's behalf) and return the money to the American tax payers.

Killing each other is just a demonstrable part of black culture worldwide. The murder rate is simply going up to its natural level. White oppression of blacks lowered it. Complaining about blacks being killed by each other and trying to stop blacks from killing each other is as foolhardy as trying to get women not to prefer tall men or men to not prefer slender, younger women. They are wired for it

Rather than alienating blacks by trying to lower their their rate of killing each other, it is better to try and somehow get Trump to end Obama's assault on suburbia. Let blacks, Hispanics, Asians and Whites do their othing in their own neighborhoods

    Replies: @Art Deco

Killing each other is just a demonstrable part of black culture worldwide. The murder rate is simply going up to its natural level.

The data available indicate the homicide rate in Tropical Africa tends to be about 15 per 100,000. In the West African countries which cover the area from which the slave population in the Western Hemisphere was imported, the rate’s actually lower. Before the recent unpleasantness, the death rate from homicide coast-to-coast was around 20 per 100,000 for blacks. New York City’s order maintenance program was so successful that they reduced the rate for blacks to about 8.5 per 100,000.

Where you really see astronomical homicide rates is in Southern Africa, which contributed little to the American slave population. Brazil and some Caribbean islands are in wretched shape as well.

In the aggregate, they sure as hell are as useless as the buggy whip. Sure, there may be 19m @gainfully employed - hey, record black unemployment according to Donny - and how are we going to replace them? You might say the same about all the millions of illegals. As an earlier poster noted - “Ghana beckons”. The real problem with the black population is there’s way too big a percentage that has no interest in learning or working. However they do have great interest in criminality & violence - against each other, which doesn’t really matter and against everyone else, which does matter a lot. Further, the broader black population doesn’t seem to have a big problem with it. If they did, we’d be dealing with the issue the way it should be instead of whining about nooses, systemic racism and historic injustice.

    Replies: @Art Deco

there’s way too big a percentage that has no interest in learning or working.

The employment-to-population ratio is usually about 10% lower than that of the other coarse color categories.

It’s a reasonable wager some regulatory changes would eliminate that over time.

I gather you’ve never learned that culpability is personal. You’re really not in a position to be looking down on others.

I’m sorry, I think the concept of “releasing it” from the “pressure cooker” is obsolete BS. In her book about anger, Carol Tavris showed that not only is there no clinical evidence for this hydraulic idea, to the contrary, someone who “blows off steam” doesn’t usually return to some imagined state of calm equilibrium. Rather, they are often rehearsing for the next round of transgressive, violent “acting out”, which they can build on and expand.
