Africa’s population boom fuels “unstoppable” migration to Europe

DAKAR/AGADEZ (Reuters) – When German Chancellor Angela Merkel toured three African nations this week for talks on curbing migration to Europe, the leader of the world’s poorest country, Niger, suggested it would take a “Marshall Plan” of massive aid to stop people coming.

Merkel politely declined the request, expressing concern about how well the aid would be spent and noting that, at a summit in Malta last year, the European Union had already earmarked 1.8 billion euros for a trust fund to train and resettle migrants.

But Niger’s President Mahatma Issoufou also proposed something perhaps more significant, in the long run, than a development package – bringing Niger’s population growth down from 3.9 percent, the highest in the world.

Though he gave no details on how this could be achieved, demography clearly holds the key both to Europe’s migration crisis and to the African poverty feeding it. As long as population growth in African countries outstrips their ability to educate, house and employ their citizens, large numbers of people will continue to brave the deserts and seas to escape.

“You can’t resolve this by just paying money,” said Owoeye Olumide, a demographer at Bowen university in southwest Nigeria, one of the world’s most densely populated regions.

“There are going to be too many people … the development you need will not be possible. You have to lower fertility rates and bring down population (by educating and empowering women).”

Niger, a vast, largely desert nation to the north of Nigeria, presents the starkest example of Africa’s challenges.

With an average of 7.6 children born to each woman, its population is projected to more than triple to 72 million by 2050, from about 20 million now, according to the latest U.N. figures.

By then, Africa will have more than doubled its population to 2.4 billion, the United Nations says.

… Ironically, Niger’s location in the largely unpoliced sands of the Sahara also makes it a draw for migrants. They come from across Africa hoping to be smuggled to a better life in Libya or Algeria — or over the Mediterranean to Europe.

In doing so, the migrants bring cash to Niger, a country that has repeatedly proved unable to feed itself. …

The International Organisation for Migration (IOM) expects migration through the Agadez region this year to reach 300,000, more than twice the 120,000 it estimates came through in 2015.

EU officials hope to deter migrants like Diallo by making clear that life as an illegal immigrant in Europe is hardly better than staying in Africa. But that message has yet to filter down. …

In 2013, Niger’s corruption investigators did a study on smuggling that was never published, but which Reuters has seen. It said Niger’s security forces make almost half a million CFA francs ($850) from every round trip by a smuggling truck — just from migrants alone, not including payoffs from the gangs.

The government did not respond to a request for comment.

“PRETTY UNSTOPPABLE”

Agadez, a desolate town of sandy streets and mud houses, is booming….

“Pretty much the whole population of Agadez now lives off providing services to migrants in transit,” said Richard Danziger, IOM regional director for West and Central Africa.

“What we can’t do right now is offer real alternatives,” he said, adding that “a mixture of development aid and job creation is the only way forward”.

Germany could pay natives in Niger to serve as border guards to migrants from the south from transiting through Niger. Giving them incentives based on falling numbers of migrants reaching Europe. Heck, Germany could be doing the same with hiring Greeks in Greece to keep out Middle Easterners.

According to a theory popular with investment bankers and management consultants, Africa’s population woes will solve themselves. Africa, they say, will reap a “demographic dividend” as its bulging youth population drives innovation and consumer markets — as happened to Asia in decades past.

Rich white men have been encouraging the African population bomb because they think it’s a way for them to get even richer.

The latest commodity crash highlighted reasons for being less optimistic: Africa remains over-dependent on raw materials and has failed to create the manufacturing or service jobs that helped drive Asia forwards.

And despite predictions, economic growth hasn’t significantly cut birth rates in most African countries.

Yet even if Africa is ‘rising’, says Renaissance Capital’s Charles Robertson, himself an optimist, migration will remain “pretty unstoppable”.

Any bright youth who chooses to stay in most African countries has a good chance of doubling his wealth over 10 years, he says, but that still presents a dilemma:

“You can stay where you are and go back to where Germany was in 1920 or you can leapfrog 90 years of development and have a better standard of living now,” he said. “That isn’t going to change for half a century.”

Funny thing is about Unstoppable Africans, I was looking at a map and, you wouldn’t believe it, but there’s actually a formidable natural barrier between Africa and Europe called the Mediterranean Sea. I have this crazy idea that if European navies stopped towing illegal alien boats across the Mediterranean to Europe and instead towed them back to Africa, that might make the Africans more stoppable. It’s so nuts it just might work.

    Paul Theroux has written some very interesting travel books. Riding the Iron Rooster is about his railway journeys through China. Dark Star is about his return to Africa where he was a Peace Corps volunteer (or something) in the 60s. He remarks more than once in that book how all the infrastructure created by those awful colonialists, things like bridges, railroads, roads, etc., have fallen into ruins because the locals are too lazy to do even basic maintenance.

    These people, like Muslims, are incompatible with Western civilization. Pick one.

    I can see that you are exaggerating for effect, but people posting on this and similar sites don't really have much of an idea re. the govt's policies.

    You also have an error of logic, Chinese and Philippinos are not automatically treated as refugees anywhere I know of.

    The government has a policy, unstated, of allowing large numbers of both, including fairly large numbers of illegals at times.

    Last estimate I saw for the number of Chinese, it was around two million, that was years ago, the number is certainly higher now. Interestingly, surpassing the ethnic Korean remnant population from imperial days.

    Philippinas, generally, they marry farmers, divorce as soon as they have residence, then go to work in mild sleaze, or arrive to work in aged care, nursing, or get 'entertainer' visas to do mild sleaze work.

    There are not so many Philippino men.

    Many convenience shops have almost only Chinese counter staff. Sometimes, they barely speak the language.

    Two weeks ago, I was doing a 'stamp rally' on the last remnant of the very extensive tram network (only one line left, there is another tram line, but it is new, was not part of the old network).

    Two young men were collecting for the UNHCR support organisation. I said, work hard, but I will not give you one yen, UNHCR just dumps disasters on other countries, the Japanese govt. knows, accepts no fake refugees, when a Japanese bureaucrat was in charge of the UNHCR, Japan was accepting two or three refugees a year.

    They had a reverential photo of said bureaucrat.

    It was a more friendly conversation than that may seem, polite, and more wide-ranging, but those are the points pertinent to your comment.

    Shamed by the two or three a year while boasting about being home to the High Commisioner, it is now in the twenty to thirty a year range, mainly from Burma (no Rohinga) for years, lately, mainly Nepal.

    Assimilable.

    Interestingly, median age in the USA was about 20 years young/old in 1860, just shortly before the breakout of the Civil War:

    Call me crazy, but this popular theory of Africa solving its own population woes has been currency for at least 50 years. I was in elementary school when a couple of 'international' college students (from sub-Sahara Africa) explained it in a presentation to my class. I guess that's the African version of 'Hope n Change'!

    Keeping those Africans out means a big navy for the Western nations, which means less money for Nice White Lady stuff. It means letting some drown, and sending others back while the kids cry and such.

    Even Scott Adams has figured that White Women are going to hand Hillary! the Presidency.

    Musical talent is one of the few skills that is not g loaded (linked to intelligence).

    Asian culture has never put a big premium on originality - why reinvent the wheel? Isn't it better to take an existing wheel and improve on it and make it your own? Japan especially, after the Meiji Restoration, adopted Western culture and inventions but almost always putting their own twist on it.

    African middle class will certainly not be similar to American middle class. Anyone who ever spent any time in the rest of the so - called First World knows there is no place like home. Go to Ikea. That is the rest of the so- called First World's idea of middle class. Like the furniture sizing and quality, they are about 5/8ths American.

    Well. It might be easier to stop if the Occupation Government of Europe wasn’t actively aiding and abetting said migration. Last week there was a story in the news about how 10,000 Africans who had set off from Libya for Italy had been rescued in the space of just 48 hours from the Mediterranean by European governments and NGOs.     Americans love Ikea as much as anyone. Their stuff is not heirloom quality (to say the least) but it fills a role for college students and young people who may only live in an apt. for a couple of years, etc. I always hated old fashioned furniture shopping - even worse than car shopping because the pricing structure is totally opaque, the markups are huge and comparison shopping is impossible.

    I absolutely distinguish between Euros and Afros. I don't think a single migrant boat should be allowed to reach Europe. But sinking the boats is obviously not the only way to keep them away even if it's the cheapest.

    Americans love Ikea as much as anyone. Their stuff is not heirloom quality (to say the least) but it fills a role for college students and young people who may only live in an apt. for a couple of years, etc. I always hated old fashioned furniture shopping – even worse than car shopping because the pricing structure is totally opaque, the markups are huge and comparison shopping is impossible.

    Paul Theroux has written some very interesting travel books. Riding the Iron Rooster is about his railway journeys through China. Dark Star is about his return to Africa where he was a Peace Corps volunteer (or something) in the 60s. He remarks more than once in that book how all the infrastructure created by those awful colonialists, things like bridges, railroads, roads, etc., have fallen into ruins because the locals are too lazy to do even basic maintenance.

    The last Theroux book I read (part of) involved a trip thru the American South - it was called Deep South. The basic them was that white men and capitalism were irredeemable and blacks living in run down shacks were good - very standard issue Hillary leftist type stuff.   72. I have this crazy idea that if European navies stopped towing illegal alien boats across the Mediterranean to Europe and instead towed them back to Africa, that might make the Africans more stoppable. It’s so nuts it just might work.

    My buddy, who lives in Tuscany (that’s the North in Italy for those geographically challenged), tells me the Italian Navy goes to the Libyan coast to pick up the immigrants so they don’t have to make seaborne rescues of capsized vessels and refugees in the water. The rescues are too stressful and dangerous–better to rescues them before they get in trouble. And to top-off the insanity, the sailors get extra pay for being “in service.” So it’s a win-win for the Navy–no dangerous duty and extra pay.

    Meanwhile, his one mile square town is overrun with refugees, and no one goes out after dark as it is too dangerous.

    No one’s talking about sinking boats.

    All that needs to be done is for tow-ropes to be attached to the bows of the boats, and the boats towed back to the Libyan coast.

    I can see that you are exaggerating for effect, but people posting on this and similar sites don’t really have much of an idea re. the govt’s policies.

    You also have an error of logic, Chinese and Philippinos are not automatically treated as refugees anywhere I know of.

    The government has a policy, unstated, of allowing large numbers of both, including fairly large numbers of illegals at times.

    Last estimate I saw for the number of Chinese, it was around two million, that was years ago, the number is certainly higher now. Interestingly, surpassing the ethnic Korean remnant population from imperial days.

    Philippinas, generally, they marry farmers, divorce as soon as they have residence, then go to work in mild sleaze, or arrive to work in aged care, nursing, or get ‘entertainer’ visas to do mild sleaze work.

    Shamed by the two or three a year while boasting about being home to the High Commisioner, it is now in the twenty to thirty a year range, mainly from Burma (no Rohinga) for years, lately, mainly Nepal.

Dark Star is about his return to Africa where he was a Peace Corps volunteer (or something) in the 60s.     Nevertheless, he had a big falling out with his friend V.S. Naipaul, who, of course, is unsparingly unsympathetic towards Third-World dysfunction and its concomitant excuses.

    But it was a personal falling out, not ideological. Theroux then wrote a sour biographical memoir about Naipaul, Sir Vidia's Shadow. Naipaul comes across as a thoroughly nasty little man.

    Sadly voters do not get to vote on crucial issues like immigration on an individual basis, and the serious, well-funded mainstream parties all support liberal immigration policies, along with other elite, ultra-liberal policies like free trade and financial deregulation.

    As Ron Unz points out, voters have a number of concerns other than immigration, hence fringe parties that promote tighter immigration controls will attract some support but are often considered untrustworthy on other issues such as economic management and healthcare.

    The last Theroux book I read (part of) involved a trip thru the American South - it was called Deep South. The basic them was that white men and capitalism were irredeemable and blacks living in run down shacks were good - very standard issue Hillary leftist type stuff.     I’ve always read Paul Theroux’s books and got the impression that he was being more than a little cynical about the underdeveloped world—albeit in a sly manner, stylistically speaking.

    Nevertheless, he had a big falling out with his friend V.S. Naipaul, who, of course, is unsparingly unsympathetic towards Third-World dysfunction and its concomitant excuses.

    But it was a personal falling out, not ideological. Theroux then wrote a sour biographical memoir about Naipaul, Sir Vidia’s Shadow. Naipaul comes across as a thoroughly nasty little man.

    Living with West African folks is just not very pleasant.

    If you’re going to do the overseas–“I want to have servants!”–thing I can see SW Asia, the Pacific Islands, Latin America, even India. But even with the cheap help, I can’t see choosing to live amongst the Africans. There is just more–whatever you want to call it–“crap” that you have to put up with that comes with their lack of cooperation.

    (This is what you’d project from experience in America and HBD, but I’ve had experiences in the Bahamas and Jamaica which are confirmatory. Just less pleasant interactions overall then I’ve had in Latin America and Asia.)

    And Mike Pence, a real tough one for you is Deuteronomy 14:28 and 29 which says “…bring all your tithes… (kind of like taxes) so that the Levites and the aliens, the fatherless and the widows who live in your towns may come and eat and be satisfied, and so that the Lord your God may bless you in all the works of your hands.”

    So Mike Pence, when you prohibited your state agencies from helping Syrian aliens in America, you violated God’s commands. Read a little further in your copy of the Bible, say the book of Isaiah, and you will find your punishment for violating God’s commands in regards to aliens and the poor. It is not pretty. Given your political leadership, you are not seeking God’s blessing. What is Mike Pence seeking?

    Mike Pence and others like him have hijacked Christianity for their own conservative cultural purposes. The have selfishly pushed their political and social agenda and placed a Christian label on it, so the rest of us will believe their position has a divine calling.     a) Is he doing that? Where does federal immigration law require the states to provide such services to people who are not citizens of the United States under the 14th Amendment? Refusal to provide state level services is not equivalent to setting up border controls.

    b) The ship has long sailed on the constitutional questions about federal immigration laws, both by the president's unconstitutional failure to enforce them, and indeed more unconstitutional decision to actively instruct agencies not to enforce them, and further by taking no action against 'sanctuary cities' practicing unconstitutional nullification doctrine.

    I'll leave Christianity to others, save to note that God originally spoke to the Israelites, who had left Canaan a few small families, voluntarily and in search of a better life they found for a long time, then decided [under admittedly understandable circumstances] to return centuries later by mass illegal immigration as a whole nation, under arms and with force in mind.

    a) Is he doing that? Where does federal immigration law require the states to provide such services to people who are not citizens of the United States under the 14th Amendment? Refusal to provide state level services is not equivalent to setting up border controls.

    b) The ship has long sailed on the constitutional questions about federal immigration laws, both by the president’s unconstitutional failure to enforce them, and indeed more unconstitutional decision to actively instruct agencies not to enforce them, and further by taking no action against ‘sanctuary cities’ practicing unconstitutional nullification doctrine.

    I’ll leave Christianity to others, save to note that God originally spoke to the Israelites, who had left Canaan a few small families, voluntarily and in search of a better life they found for a long time, then decided [under admittedly understandable circumstances] to return centuries later by mass illegal immigration as a whole nation, under arms and with force in mind.
