Can the Racial Wealth Gap Be Closed Without Speaking of Race?

Political momentum on the left for such an effort must face the reality of legal obstacles, particularly from the Supreme Court.

The Supreme Court looms as a possible obstacle to policies that directly address the racial wealth gap.

Elizabeth Warren wants to offer down-payment assistance to home buyers in formerly “redlined” neighborhoods where the federal government once denied access to mortgages. Cory Booker would like to create “baby bonds” that would be worth more to children in poorer families, helping them one day to buy houses or other assets.

Both presidential candidates say their proposals would aid in narrowing the enduring black-white wealth gap in America. But neither policy attempts to do that in the most direct way possible — by steering benefits to African-Americans.

Of course, the headline “Can the Racial Wealth Gap Be Closed Without Speaking of Race?” automatically raises the parallel question “Can the Ethnic Wealth Gap Be Closed Without Speaking of Ethnicity?” After all, as everybody knows from even a quick glance at the Forbes 400, the wealth gap between Jews and gentiles is comparable to the wealth gap between whites and blacks.

Oh, wait, that never once occurred to you, Emily Badger? In fact, your brain is currently getting very tired and sleepy?

Their ideas, along with several others that scholars advocate, are facing a tricky problem today. There’s growing momentum on the left to address the racial wealth gap. But the prospects for race-based policies before the Supreme Court are unpromising, and that’s unlikely to change with five conservative justices.

The court is unlikely to uphold baby bonds or housing programs explicitly for African-Americans, even to remedy disparities created when many government benefits were explicitly for whites. Affirmative action and government contracting programs have similarly struggled to meet or skirt the court’s strict scrutiny for applying benefits by race.

And yet, they seem to keep on existing after 50 years of scandal. Funny how that works …

Proponents concerned about the wealth gap instead must come up with policies that have the effect of disproportionately building wealth for African-Americans, without singling them out.

“There are ways that you can craft legislation that essentially gets at this effect,” Ms. Baradaran said. “Look at how much legislation we have that gets at the opposite effect.”

Policies like the mortgage interest deduction, for example, disproportionately benefit white families, who are more likely to own homes. So do tax advantages for the rich, who are more likely to be white.

Similarly, “So do tax advantages for the rich, who are more likely to be Jewish.” But, what, your brain is undergoing massive crimestop, Emily?

… Ms. Warren’s strategy, she said, is a clever workaround. Rather than specifying African-Americans, Ms. Warren’s bill would target specific neighborhoods where African-Americans harmed by the legacy of lending discrimination are likely to live.

Other researchers argue that a program based on neighborhoods redlined in the 1930s would be too narrow; most African-Americans who buy homes aren’t purchasing in such neighborhoods today (and in some cities, middle-income whites are).

It’s almost as if redlining from 1938-1967 is less relevant to black home values in 2019 than has been black behavior from 1968-2019 …

… Research shows that black people with higher-paying jobs still hold less wealth than white people with lower incomes, who may benefit from generations of accumulated wealth. Even black people with college degrees are likely to have less wealth than white people who didn’t complete high school.

It’s almost as if blacks tend to prefer to spend rather than to save …

… But in the end, that may close the racial wealth gap only so much. Today, African-Americans make up about 13 percent of the population, but hold only 2.6 percent of the country’s wealth, said William Darity, a professor at Duke who has also worked on the baby bonds proposal. He wants to see those numbers equalized.

“That’s an objective that is not achieved by any of the existing policies on the table now,” Mr. Darity said. “Ultimately, you need a person-based program if you’re really concerned about the racial wealth gap. And it not only has to be person-based, but it has to be race-specific.”

That would look, he said, like another idea that has gotten attention — albeit with far fewer details — on the campaign trail: a comprehensive reparations program.

    Blacks would be better off in a highly managed environment where hair care products were made marginally profitable, "n*****wagon" automotive accessories like big rims, Sprewells, et al were against the motor vehicle regulations and not street legal, and pwoduct wiability laws used to prevent sale of many outlandish items of attire and grooming. Basically, access to consumer goods that are "n*****ish" cut off, so they either dress and act regular or make it themselves. Gangsta rap effectively removed from broadcast radio through FCC license actions. TV news managed to not incite them-had broadcast licenses been pulled for inciting a riot by only playing the thumping part of the Rodney King video-stations would be more circumspect.

    Do that, keep the bottom decile from breeding, and a Lubyanka Breakfast for the most dangerous and violent bucks, and in 50 years blacks will be up to the standard they achieved in the JFK/MM era-still not equal to whites but making definite upward progress.

    Terrible person? He is one of the most perceptive observers of male/female relations ever seen. Why didn't he register a domain name and install wordpress on a cheap hosting account. It would be much harder to get a register to delete his domain particularly since there are thousands of registrars in various countries - many of which don't give a damn about US opinions of what is terrible. With his own domain he could point it and his users to any hosting company that would host him and move if they changed their mind.

    Social media censorship is rocketing. People with their own domain can set up a "broadcast" facility simply by buying a hosting account and pointing their domain to it - and they can move to a new host simply by pointing their domain to the new account. The only people who can really shut off Unz.com is the .com registry and so far it has been much more circumspect about censoring for content.

    Not really. This is a right-wing cope talking point. "Overreach" has been going on for the last 50 years and there has been no real pushback that matters. Nor will there ever be any unless one critical fact changes: White people organising along racial lines like every other group.

    South Africa shows that many Whites will continue to be shitlibs even as their faces get bashed in, quite literally. There's no magic threshold here, no automatic "now they wake up". You have to do the hard work yourself.

    I would say the last chance was actually after 9/11. W., Ann Coulter's Boyfriend, could have sealed the borders and deported and put in a real visa system - and no one would have said a word - no one. We still had a chance to stop the insane trade policies that destroyed our manufacturing too. The entire country would have applauded. But instead he opened the borders even wider, demanded the banks give money to everyone (just like No Child Left Behind, everyone has to have above average credit!) and spent a few trillion on invading Iraq. Just like his Dad. What a family. Twenty million immigrants later, and total Chinese, Third World and German destruction of our manufacturing later, it’s all downhill from here.

    Trump is at least trying. No invasions, trying for better trade with China, trying to get a Wall - and he has no real support from either party. I give him credit for that. But it’s too late.

    There is certainly an acceleration occurring. I've been going to StackExchange for years whenever I'd get stuck on some coding problem. It started out just as a community for coders helping each other solve problems, but over time they added areas for English, math, economics and so on. Sometimes the other areas could be interesting.

    No more. The new totalitarianism is in full bloom. It used to be that, if you stated a position that shocked people (let's face it, if you hang out on UNZ, it's not hard), as long as you were making a persuasive and cogent argument, people would engage intelligently. Maybe angrily, but at least engage.

Honestly even if you're alt-right I think the value of the blog had declined in the past few years; there are lots of places to get that commentary but few with that combination of game advice, sarcasm, and realtalk about male-female relations. There are certain things, particularly if you're vaguely aspie-ish, everyone else intuits but you don't pick up, and it's useful to have those spelled out.

    Could you provide a link, citation or calculation? Steve has been described as a quantitative blogger - which, compared to the accepted standard of innumeracy, he certainly is -, but this is the kind of information I miss. Then again: Wouldn't you need a whole lot of data to arrive at this calculation result, some of which is likely just not available?
    The benefit spending totals would have to be apportioned by race, but I would assume that recipients' composition by race isn't recorded anywhere.

    A bit unusual, but the one “white kid” I personally know who did not complete dropped out during the middle of his freshman year in 1984. Just lost interest in school: is of average intellect. He started part time, 2AM shift start, with UPS loading packages on trucks right around 1990. He’s still with UPS delivering packages to residences making a touch over $90K, with some overtime in Decembers. He has managed to purchase a small condo in Sunnyvale CA, qualified for a pension, and has accumulated just over $400K in a simple savings account. All UPS paychecks, none from inheritance nor investment (never married, childless); other than a few bucks from buying/selling his low dollar hobby cars.

    Game blogs? I've been out of the game for a few years now. I think Rollo Tomassi of The Rational Male is still around. From what I remember he stayed away from the racial and Jewish stuff, which may be why he's still around. Some of the archived stuff is less useful anywaywith #MeToo raising the risk of a clumsy approach. (I wouldn't even try initiating physical contact-'kino' on a date anymore.)

    What I learned? Work out, don't believe crap like 'be yourself' (women usually do NOT like comic books or sci-fi unless they are overweight enough to have few other options), don't be too needy, and don't admit women don't like you. Beyond that, I'm going to be honest and try to give no advice to avoid giving genuinely harmful bad advice...but I guess if you wanted there are a couple of generic PUA forums. This is really something I don't know about anymore.

    Could you provide a link, citation or calculation? Steve has been described as a quantitative blogger – which, compared to the accepted standard of innumeracy, he certainly is -, but this is the kind of information I miss. Then again: Wouldn’t you need a whole lot of data to arrive at this calculation result, some of which is likely just not available?
    The benefit spending totals would have to be apportioned by race, but I would assume that recipients’ composition by race isn’t recorded anywhere.

AA appeared when he was there, and he gave me a precis of how matters evolved over those years. I think the legal profession was an early adopter and fairly assiduous about it.     I think he did repeatedly alluding to nooses, gallows, and unspecified reckonings, but I didn’t take notes to prove it. Truth be told, I did things not too far away from that, too, eg. when ranting online, posting pictures of the French revolution, a burning Bundestag, or approving comments on Gay Fawkes, giving people the right idea. I understand you get carried away and I’m terribly peeved, too. Yet, for my tastes he is overly nasty to blacks or eg. Jews.     Here's probably the cause of my disagreement with you and others on this thread (OK, the thread was not supposed to be about C.H.'s blog, but ...): Once, this censorship of his site was mentioned here, any talk of what was wrong with it (his errors, rage, bad words, whatever) comes across as excuses for why it's OK he got forced off of Wordpress. I'd understand otherwise, if someone wrote "this is wrong, but I tell you what - I never did like his .... blah, blah..." It's not the time for criticism of the guy just because it sounds like excusing what happened, that's all.

    Maybe iSteve should have a post on this, as Mr. Heartiste seems to have many fans here. I kinda could have used a guy like C.H. about 25 years ago, BTW, from my quick reading once in a while!

    I would say the last chance was actually after 9/11. W., Ann Coulter's Boyfriend, could have sealed the borders and deported and put in a real visa system - and no one would have said a word - no one. We still had a chance to stop the insane trade policies that destroyed our manufacturing too. The entire country would have applauded. But instead he opened the borders even wider, demanded the banks give money to everyone (just like No Child Left Behind, everyone has to have above average credit!) and spent a few trillion on invading Iraq. Just like his Dad. What a family. Twenty million immigrants later, and total Chinese, Third World and German destruction of our manufacturing later, it’s all downhill from here.

    Trump is at least trying. No invasions, trying for better trade with China, trying to get a Wall - and he has no real support from either party. I give him credit for that. But it’s too late.

    911 was a literal “written in blood” message that diversity is not our strength, that the world isn’t full actually full of proto-Westerners, that our borders are a joke, that we were behaving in a silly utopian fashion.

    Bush was given the golden opportunity to be a patriot–for our nation and for Western civilization–and instead he doubled down on the worst multicultural utopian stupidity. More Muslims have come into the US since 911, then were here before. That alone bespeaks utter, cavalier insouciance to our survival.

    I think he did repeatedly alluding to nooses, gallows, and unspecified reckonings, but I didn't take notes to prove it. Truth be told, I did things not too far away from that, too, eg. when ranting online, posting pictures of the French revolution, a burning Bundestag, or approving comments on Gay Fawkes, giving people the right idea. I understand you get carried away and I'm terribly peeved, too. Yet, for my tastes he is overly nasty to blacks or eg. Jews. I don't blame our woes on gays, blacks, Jews, or women, though I think all these groups have their idiosyncrasies, egoisms, and pathologies. So do we white men, we should know what with letting all this idiocy happen for having become pussies, corrupted by a century of prosperity and other funny stuff related to our cultural and biological heritage.     Black young men commit murders 27x more often than corresponds to their demographic share, yet, that doesn't make orks of blacks, 99.9% aren't murderers, most aren't criminals. Most try to do good, but it's hard on them. As Steve once wrote to Mr Horowitz' dismay, blacks need more moral guidance than others because of their failings as a group. We others should provide it and we don't, so I blame mostly us. Same with women. If we don't man up, we got them at our throats, making everyone involved unhappy, that's how it is, and as a group we suck in that regard. Heartiste is smart and insightful, I've been reading his blog for years and will do so in the future, his rage and hate non-withstanding, but calling folks orks and much, much worse, depicting them as subhuman, makes you pretty terrible in my book. Still, I'd even read Hitler's books if he had been any good as a writer, but his prose was terribly yucky. (and he just wrote one) Heartiste is great so I'll read him whatever misgivings I may have. ...and I don't think he's Hitler. I understand him but I 'd wish for more restraint.

    Not quite: "He’s got mostly himself to blame." I could've hedged that a bit, adding "with things as they are" but I didn't expect the Spanish inquisition... I wish for an unrestricted worldwide internet, ideally even outside the control of courts and police. Sooner or later they would've blocked him, but with a little more verbal restraint he would have lasted longer. Also, most conservative Americans are god-fearing squares, (good on them!) so cursing and obscenities put them off. Less may be more if you want to optimise your readers' numbers.

Given the fact that white hetero young males in America are being deprived by affirmative action laws of admission to important colleges, the professions, and or careers of any kind what difference will massive reparations make? They don’t have big money now and will have less in the near future. Unmarried or divorced white women are right now the prime activists and beneficiaries among American voters for SJW politics and they sure as hell ain’t gonna pay. So not sure who will pay the trillions to non-whites?

    Aaah! Sorry about the one part. Yes, I even looked at your post to copy/paste, but damn if it isn't hard as hell to highlight stuff on my tablet, Theo. I ended up just typing in the quote from you and STILL messed it up. You are right - you said "mostly".

    Still, I don't agree - would lefty and black racist talk be a reason to worry about being cut off on Wordpress? No way. It's not just the double-standard, but either way the fault is with Wordpress. Now, people WILL use more verbal restraint, which should not be a requirement. I hope this incident prompts other bloggers to GET THEIR OWN URL and HOSTING, like, say, Peak Stupidity. That still can't stop them from shutting you down in other ways though - as someone above wrote, you may have to use servers that are outside the US, like Zerohedge does.

    You might be right, Theo, that you catch more flies with honey, or whatever, and some do get turned off by the cusswords. However, think about this: Even 20 years ago, real social conservatives would have never voted for Trump due to his playboy lifestyle and lack of apparent morals, NY style, etc. They didn't care anymore by 2016. It's getting too late to worry about being civil when the other side is playing hardball.
