MINNEAPOLIS — Minnesota is one of the best places to live in America. It has good schools, excellent housing and low unemployment. It regularly appears near the top of indexes for livability. But all of that matters much less if you’re Black.
Across a whole host of measures — unemployment rates, wages, incarceration rates, test scores, homeownership rates — the gaps between white Minnesotans and Black Minnesotans are among the widest in the country. Take automobile ownership, for example. Nationally, 9 percent of households have no vehicle. The rate is 7 percent in Minnesota. Among African-American households nationally, 19 percent have no vehicle. Among African-American households in Minnesota, the rate is an astonishingly high 24 percent.
I presume just about all blacks live in the Twin Cities, which has decent public transportation, as Myers notes below.
So while Minnesota is a great place to live for white people, for Black people, it’s just like everywhere else — and sometimes worse. This is what I’ve termed the Minnesota Paradox: massive racial disparities masked by aggregate outcomes, and it’s an issue that I’ve been studying since moving to Minnesota in the 1990s.
The Minnesota Paradox is similar to the next-door Wisconsin Paradox.
The continued existence of this paradox is driven by buried racism.
Well, of course … As Prof. Dr. Ibram X. Kendi has explained to us, what else could it be?
Unlike places where racism was (and is) open and transparent, racism in Minnesota is obscured by progressive policy. Our history and legacy of egalitarianism make it harder for us to see racial disparities as manifestations of racism.
Many policymakers and most community members in Minnesota see racism as individual bigotry and racial animosity. The good public servants who administer the child welfare programs and disproportionately place Black and Native American children into foster care, for instance, are doing them a favor by providing them with publicly financed child protective services. The hardworking law enforcement officers who routinely stop suspicious drivers with expired tags and an air freshener dangling from the rearview mirror are merely trying to reduce crime and catch criminals. For many Americans, this does not amount to racism because the individual decisions are not motivated by racial animus.
What makes Minnesota different from many other places in the country, though, are its explicit policies intended to create equity and equality. The state boasts a unique form of property tax equalization designed to equalize funding for local public schools. A regional tax-base sharing system within the seven-county Twin Cities metro area is designed to broadly distribute the benefits of commercial and industrial economic growth.
The city of Brooklyn Center — the site of the recent killing of Daunte Wright and subsequent protests about racial profiling and police use of excessive force — joins the cities of Minneapolis and St. Paul and a constellation of 182 communities connected by a robust transportation network. Public sector infrastructure investments have produced connected islands of shopping malls, business centers and industrial plants, with residences ranging from multimillion-dollar mansions to small bungalows and townhouses. In this sense, Minnesota is one of the most progressive states in the United States.
But the structure of many of Minnesota’s policies and institutions — like police policies, housing policies, even regulations about drivers licenses and renewal of tags — have a disproportionately adverse impact on nonwhites. These effects are not overcome by Minnesota’s progressivism.
Minnesota has long been a magnet for African-American residents seeking a better life. When it was illegal in most states in the country to marry a white woman, Minnesota beckoned. When job opportunities for Black chemists and engineers from Howard University and Hampton Institute were limited, Minnesota corporations like 3M and Honeywell were unabashed recruiters of African-American talent.
Unfortunately, the small number of Black people who lived in Minnesota in the early 20th century and through the postwar era faced brutal redlining practices from real estate brokers and lenders and racial covenants limiting where they could purchase homes. The legacy of redlining has left a lasting impact of racial disparities in wealth.
But you just said there were few black people in Minnesota during the redlining era, which ended 53 years ago.
Policing policies — like the CODEFOR policy in Minneapolis — substituted overt, explicit racial profiling found in other cities with scientifically managed administration of racially disparate arrests.
In the 1990s, Minnesota’s child welfare and public housing policies simultaneously served as magnets for the dispossessed of other Midwestern cities like Detroit, Chicago and Gary, Ind.,
As I pointed out in my 2016 column “What’s the Matter with Wisconsin,” Minnesota’s neighbor state of idealistic Wisconsin attracted lazy blacks from Chicago and Mississippi by keeping welfare payments high from 1970-1985, after the more cynical Illinois had learned its lesson.

Maybe the negative views toward the new migrants of Minnesota Nice social workers were well-earned?
The result was rules governing benefits — reduction in benefits when out of compliance with work rules, child support rules (even when fathers were incarcerated and thus unable to pay child support) — that disproportionately affected Black people.
It’s almost as if making a baby with a felon has some downsides.
The public employees who enforced these policies were not racist, or at least they do not view themselves as racist. After all, this is Minnesota: the liberal and progressive state that opens its doors to the poor and downtrodden. Instead, they were creating and perpetuating racial discrimination which baked disparities into the structure of life in Minnesota. Some of these structurally racist rules have been revised or abandoned — a good and necessary step — but their effects linger on.
Systemic racism is an awful lot like bad juju in that, as anthropologist Henry Harpending pointed out, it can be transmitted across time and space without any known mechanism.
If Minnesotans want to end the paradox, they must continue to acknowledge and change polices, past and present, that have led to such wide racial disparities and that belie our self-image as a progressive and egalitarian state.

Blacks must therefore be moved into states where there aren’t so many blacks, so that they can then achieve critical mass and then be treated badly because there didn’t used to be so many blacks, but there are now. The sharp-eyed among you may notice that a similar argument pertains to why we must move as many third-world POCs into (formerly) white countries, where they can be treated badly. They are attracted! Like moths to a flame!

That is the reason that, for example, Martin Luther relished cutting books from the Bible and did not care a jot how many peasants had to be slaughtered for roughly half the Germanies to be made Lutheran and, temporarily, freed from the extremes of Anabaptism (which then included communism and Free Love). That is the reason that Anglo-Saxon Puritans outlawed Christmas and destroyed stained glass and waged war on education that featured knowing history by reigns of kings. That is the reason that French Revolutionists remade the calendar with new names for months and started Year 1 from The Revolution.
Once in a while the WSJ does come out with a relatively edgy editorial on this sort of topic. Partly to irritate their younger staffers, I believe.

The Twin Cities were probably a convenient bolt-hole for Chicago felons – neither too far nor too near – and the communerty accresced with the results we can see.

NFL WR JuJu Smith-Schuster just re-signed with PIT, albeit its only for one year. PIT was probably hoping to draft his cousin MoJo Smith-McAlister out of Clemson, but Mojo’s draft number doesn’t coincide with PIT’s so he probably won’t be available to them this year.
Speaking of WR’s, NE WR Julian Edelman announced his retirement and already the experts are declaring that he should be inducted one day into the HOF. His career numbers don’t justify that claim. His total receiving yrds, receptions, and TDs are nearly 40% less than “Bambi”, the great AFL/NFL SD WR HOF Star Lance Alworth. Alworth really was a great WR, and his career stats do appear to hold up fairly well. Lance Alworth was his generation’s version of Jerry Rice, the NFL’s all time greatest ever WR, period.
But certainly Lance Alworth is up there with Rice, while Edelman definitely is not.

If you throw the whole Progressive kitchen sink at race, and you still come up with “racial disparities”, then the fault can’t be with the Progressive mechanism; there must be some yet more subtle cause, and the Progressive mechanism is not wrong (because failed) but wrong (because it hides the real cause).
It goes back to the Frankfurters: Marcuse’s idea of “repressive tolerance”, meaning that for example, if an auto company actually asked workers what they thought would make their jobs easier or better, and then implemented such policies, this was a dirty trick to fool workers into not noticing the REAL oppression, alienated labor or something. (This was why Grand German Theorizing” was superior to British Empiricism.) Since the stupid workers were satisfied with washing machines and vacations, the Left had to turn to the “marginalized” scum, like students and darkies; hence The New Left, aka “cultural Marxism”.
And all that goes back Marx, whose role was to stymie any improvement in actual worker conditions, since his “scientific” socialism “predicted” the revolution would only occur if the workers were ever more impoverished and ground down. Thus Marx opposed labor unions; indeed, he implicitly was on the same page as the robber barons, just like antifa works with CEOs today.

I’m sure he meant this in the most bleeding-heart way, but it’s amusing how easily this comment can be interpreted heretically without any changes. Not clear that whitebread Minnesotans understood the meaning of full-on civil rights the way Southerners (i.e., the states with the most blacks inhabited by the white people with the most experience around them) did… indeed.
The final line is the real kicker. As a college aged, born and raised Minneapolitan (well, suburbanite in my childhood), I can tell you how the events of the past year have shaped my racial attitudes. But I’ve been an ideological schismatic since my teens, and most of my (white) family and generational peers appear to have been pushed only more fervently leftist by the Summer (and now spring, evidently) of Love.
It’s not bad juju and has nothing to do with racism, as you know. It’s the nature of the world and modern society and there’s nothing that can close those gaps. Reparations won’t do it. Increased spending on programs won’t do it. Nothing short of appointing a Handicapper General degrade people of other races could do it.

Also i should mention that, imo, the way out of the “paradox” is to accept the gaps will exist. However socialist or not you want to be meet people where they are as individuals and families, rather than worry about what tribe they’re from.
This gets so old, it’s always due to something in the air, something in the water, never look in the mirror. The wonderful Peter Lorre/Sydney Greenstreet film Three Strangers is all about luck and fortune, grim twists of fate, but at the end Lorre notes that our fate lies not in our stars but in ourselves.
I think North Dakota is actually more Scandinavian than Minnesota. Scandinavian progressivism is kind of weird from an Anglo perspective. It’s compelled by force there and doesn’t have much to do with freedom. It’s more like “if you don’t share the spoils of your raids we shall burn down your longhouse with you and your family in it.” Modern niceness obscures this, but the underlying sentiment remains.
The ideal of liberty follows a sort of gradient in Nordic countries. In fact you could probably map it to redheadedness (which is highly correlated with British ancestry). It declines from the west coast of Norway as one proceeds to the border with slavland. So appeals to equality are not tied to libertarian ideals such as reason and merit, but rather to the need for stability and order.
How does this pertain to the blacks? Well, perhaps some of that attitude has rubbed off on them. Blacks are as sensitive to political culture as anyone, and perhaps even more so. I tend to suspect blacks may be politically more intelligent than whites, so when they get the gist of some political mechanism they exploit it with ease.
If the Scandinavian political norm is redistribution through threat of violent unrest, it makes perfect sense for blacks in a largely Scandinavian society to riot whenever they intuit that it will be to their advantage.
I forgot to add this but it’s worth mentioning that although Minnesota’s dysfunction is often attributed by outsiders to the Somalians, as far as I could discern the recent East African immigrants mostly kept to themselves the past year. It was the foundational Afro-Americans, who I presume originated from the South during the Great Black Migration, that did (are doing?) most of the rioting in the Twin Cities and Brooklyn Center. Could be wrong about this- just a hunch based on the appearance and mannerisms of the rioters I’ve seen, who are very distinct and easy to discern in those aspects from the Somalians. Cedar-Riverside (the proverbial Little Mogadishu) is high crime and shitty but it doesn’t seem like the Somalis spill out from their enclaves much.

I’m totally in favor of letting sovereign nations do what they want inside their own borders. I just wish we were allowed to do the same thing within our own borders. I feel no obligation to allow millions of refugees to pour into my state and take over. The Israelis are right not to let that camel stick its nose in their tent.
My vague impression is that Somalis in Minnesota tend to be from the upper ranks of Somali society. E.g., the father and grandfather of Rep. Ilhan Omar were important men in the regime of genocidal tyrant Siad Barre, who had to flee when the dictator fell and the kin of their victims came looking for them.

Since moving up here almost three years ago, I have been mystified by how quickly criminal behavior by members of the Black community is dismissed as by-products of “systemic racism.”
The local media was quick to crow about no arrests during last night’s protests and how the protesters dispersed just an hour after the curfew was in effect.
All in all I am finding Minnesota a pretty dreadful place.

I recently wrote on Minnesota Nice (and a new one on me, Seattle Freeze). There’s apparently some sociological “research” on how Nice is actually a control mechanism, and a way to keep “outsiders” in line. Nice people will send you to a death camp with a smile on their face, “doing their duty” and “being a nice person.” That’s why all these “laid back” quasi-hippie places are hotbeds of PC, antifa, and other manifestations of the Stasi mentality.

Except for a few miles of way-northern, mostly empty Norway, the Scandinavians do not abut the Slavs anywhere. The Germans, Finns, Balts, and Baltic Sea provide a buffer.
Norway has been erecting a wall here. However, it’s not to keep out Slavs, but “Syrian” “refugees”.
Our betters stubbornly refuse to acknowledge that placing a smaller group into a locale in which they are totally outgunned in terms of human capital by the majority can only have one possible outcome. They have stuck with affirmative action in education for half a century despite the glaring disparities in performance, stick with it in government hiring because it ensures a cadre of loyal voters, and are now trying to ram it through in hiring in the far more important private sector. The resulting dysfunction is a feature rather than a bug because it’s a perpetual justification for more redistribution of political and economic capital in the name of fairness.

In certain countries it’s rather obvious – I did some work in a Central American country where the technical officers were enthusiastic about our proposals for institutional reform but the uninvited delegates from the “12 families” had their own ideas. Last I looked– admittedly a while ago– Africans were about one-sixth of the black population in the Twin Cities (about 3/5 of the state now), far, far above the percentage in any other urban state. It’s possible that the African-born blood quantum may be higher in some of the smaller, more lily-white states.
In addition to Somalis, there are many Ethiopians, Eritreans, Oromo, and Liberians.
The Somalis started coming about thirty years ago, and the Hmong a decade before that. Some of the latter are already eligible to be sworn in as President, and their Somali neighbors will join them in that club before long. Presidents tend to be tall, so they’d have an advantage over their Indochinese competition.
The funny thing is that native American Blacks and immigrant Somalians do not get along. They are less the same than American Blacks and white Americans in terms of culture.
Minnesota public schools are not “good”. They are crappy.
That is the context of political efforts to amend the MN State Constitution to make a “quality” education a civil right. School-parents who feel cheated (always a big #) will be able to sue.
It was disgusting how this government bureaucrat profster felt the need to compliment every government bureaucracy that he brought up.
Communities outside the MSP metro that wanted cheap labor got plenty of Somalis also. My impression of the ones in places like Worthington working in the meat packing plants is that they were not upper crust back home. Maybe they were a second wave after Omar’s group though.
If you just understand that the Left interprets everything in terms of “equity” everything they say makes sense. That’s what systemic racism, which we don’t see, is.
I know a thing or two about Scandinavians. My grandmother was a Norwegian-American named Solveig, anglicized to Sylvia. She was a saintly woman herself.
Anyhow, I grew up around a lot of Norwegians, and there’s a particular story that explains their attitude to me:
Once, at our Norwegian ski club in the Cascades, there was a flood that inundated the woodpile. In typical Norwegian fashion, all the men got together and dug a canal to divert the water. It was hard work, but the Norwegian men were up to the task. They mastered nature together and saved the wood for the stove that heated the cabin. All was well.
But then, weird, inquisitive, antisocial kid that I was, I decided to investigate the local hydrology. I found that I could hear the water through the snow, and when I wasn’t sure I could use a ski pole to find the course of the stream. Within an hour or so, I traced the stream to it’s origin and found a dam had been constructed, diverting the stream to the woodpile.
I was quite proud of myself, and I pulled the little makeshift dam apart with my hands. I thought I’d return to the cabin and be warmly praised for my discovery. Unfortunately, that didn’t happen. Instead, I was promptly accused of having built the dam myself. Obviously, people were not happy about my discovery.
How dare this cheeky little brat show us up!
That was a bitter lesson for me.

“Dems R Da Real Racists” (DR3) often gets mocked on the dissident right. And mainstream conservatives do overrely on it. But it’s absolutely true. The Democrat hyperessentialization of race hurts blacks, whites and everyone. No one would call me a good parent if I refused to ever discipline my child; if I blamed every unpleasant experience my child had on something besides my or my child’s behavior. The Law of Jante is what truly shaped modern Scandinavian societies (Denmark to a lesser degree, Norway to a much higher degree).

If any government policy assumes that blacks will behave just like whites then the policy will fail. California assumed that blacks and Latinos could perform as well as whites and Asians in high school algebra II. That policy assumption ended in failure. Wisconsin and Minnesota assumed that blacks would have similar to white when given generous welfare benefits and that failed.

I had very little interaction with the blacks who almost all lived west of downtown, east of Lexington Avenue, north of Ashland Avenue and south of University Avenue. I had one black kid in my all boys Catholic HS graduation class; at the time it was a school for blue collar and middle class boys- upper middle class and rich lads went to the other all boys Catholic school in my part of town. (Actually that school, our hated rival, had moved to Mendota Heights by the time I started HS.)

I checked out Wiki on The Law of Jante (admittedly, not the best source).and it says the concept was formalized in a 1930’s book, but it goes back further in the past.
Any idea of its origins and its rationale as a control mechanism? Was it a case of a very poor country with not enough resources, whom no longer having the Viking raiding to resort to in late medieval times, needed a way to keep the masses controlled, hence a sometimes extreme egalitarianism for a homogenous society?

It certainly does, but so far the law of Jante (Janteloven) still applies. During this so called epidemic, the public support and compliance to every single government decree has been astounding to observe.

However, a large part of the covid cases has been concentrated in a few specific places (read: immigrant ghettos) where the inhabitants to a large extent run their own show, and don’t give a damn about any Jante and his law.
The MSM is trying hard explain away this embarrassing fact but mostly failing (we’re compliant, not stupid) I believe we’re moving towards a two-tired society and that the process, sadly, is irreversible.
I’m here in Minneapolis, and I’ll chime in to second this. The Somalis have gotten a bad rap – a well-deserved one – but their badness doesn’t lie in their propensity to riot. They hate the American blacks and really don’t participate in the BLM world. They just lie, cheat, and steal on their own.
“Diversity” means people are inherently different.
“Equity” means groups should not have disproportionate outcomes.

I never watched that movie, but what you mention of everyone wearing the same hat is actually a quite correct analogy to the way Scandinavian societies (again, Denmark to a lesser degree) operate.

Alden, thank you for bringing up the Taiping Rebellion. Happening around the same time as the American War of Northern Aggression, this was no little thing. Something like 20,000,000 men died in war and they say 50,000,000 others died of starvation due to the war. The number of men killed directly in that war was 4.6% of the Chinese population of (already, at that time!) 430,000,000, while the American War resulted in 2.1% of America’s (at the time) 31,000,000 being killed. In China, this was over a 12 year period vs. 4 in America.
