We Need a Second Great Migration

Georgia illuminates the path to Black power. It lies in the South. Follow me there.

ATLANTA — A year ago this week, I packed some bags and left New York City for Atlanta. …

But the exquisite fierceness of the city, its blur of ambition and ingenuity, didn’t hide the fact that many of my fellow Black New Yorkers were locked in perpetual oppression — geographically, economically and politically isolated. All around the North, Black power, if it existed, was mostly municipal, or confined to regional representation. Black people were not serving as the dominant force in electing governors or senators or securing Electoral College votes. …

Sure, I, Charles M. Blow, will admit that for the last half century, we Blacks dominated city government in a number of cities, such as Detroit, New Orleans, Gary, and East St. Louis. But, to our surprise, it turned out that power wasn’t in Detroit, which white people somehow caused to shrink under its Black power government. Instead, the power must have been in Lansing the whole time.

So Black Rule hasn’t failed; it’s just never been tried!

I had an idea to change that. An idea about Black self-determination. Simply put, my proposition was this: that Black people reverse the Great Migration — the mass migration of millions of African-Americans largely from the rural South to cities primarily in the North and West that spanned from 1916 to 1970. That they return to the states where they had been at or near the majority after the Civil War, and to the states where Black people currently constitute large percentages of the population. In effect, Black people could colonize the states they would have controlled if they had not fled them. …

Perhaps most striking, the Warnock win was the first time in American history that a Black senator was popularly elected by a majority-Black coalition. It was a momentous flex of Black power.

… The Atlanta metro area saw an increase of 251,000 Black people between 2010 and 2016. In 2018, The Atlantic magazine described this area as the “epicenter of what demographers are calling the ‘reverse Great Migration’” of Black people to the South. …

This proposition is my big idea.

Many of the issues that have driven racial justice activists to organize and resist over the last few years — criminal justice, mass incarceration, voting rights and education and health policies — are controlled at the state level.

As everybody knows, it’s state troopers who do all the shootings of Blacks out on rural state highways, whereas Blacks never get shot by local police in Black run cities. Right? I mean, it has to work that way for my theory to make any sense. So, obviously, I, Charles M. Blow, am right about this.

The vast majority of people incarcerated in America, for example, are in state prisons: 1.3 million. Only about a sixth as many are in federal prisons.

And Blacks never get sent to city and county jails in black-ruled cities and counties, right?

States have natural resources and indigenous industries. Someone has to control who is granted the right to exploit, and profit from, those resources. Why not Black people?

I’m not sure that property law works quite like that, at least at the moment. But, no doubt, with enough power in the proper places, Changes Could Be Made.

Of course questions — and doubts — abound about such a proposal. Questions like: Isn’t the proposal racist on its face?

No. The point here is not to impose a new racial hierarchy, but to remove an existing one.

Also, Emmett Till would have supported my idea if he weren’t murdered by whiteness.

Logical checkmate!

Race, as we have come to understand it, is a fiction; but, racism, as we have come to live it, is a fact.

In a few years, my line should be incorporated into the new holy affirmation of wokeness that all schoolchildren will stand and recite daily: “Race does not exist but racism is everywhere.” If any child snickers, we will now he is a potential crimethinker, and steps can be taken.

After centuries of waiting for white majorities to overturn white supremacy, it has fallen to Black people to do it themselves.

I am unapologetically pro-Black, not because I believe in Black supremacy, which is as false and reckless a notion as white supremacy, but rather because I insist upon Black equity and equality.

In other words, I, Charles M. Blow, demand Black Privilege. But only temporary Black Privilege. How long? Well, how long between 1619 and the Racial Reckoning? 401 years? Okay, in 2422 maybe whites will have been punished long enough that they can then get equal rights back.

… Others have objected: Isn’t the North just better for Black people than the South?

… But racism is more evenly distributed across the country than we are willing to admit.

To be frank, racism isn’t much of a problem for Blacks anywhere compared to our own behavioral tendencies, but I, Charles M. Blow, am not paid to be frank.

It is true that in surveys, people in the North express support for fewer racially biased ideas than those in the South, but such surveys reveal only which biases people confess to, not the ones they subconsciously possess. So I asked the researchers at Project Implicit to run an analysis of their massive data set to see if there were regional differences in pro-white or anti-Black prejudice. The result, which one of the researchers described as “slightly surprising,” was that there was almost no difference in the level of bias between white people in the South and those in the Northeast or Midwest. (The bias of white people in the West was slightly lower.)

White people outside the South are more likely to say the right words, but many possess the same bigotry. Racism is everywhere.

Those Northern white liberals must be punished for their implicit racism by having their metro areas’ Black populations moved far away from them to the South. An exodus of Blacks from New York, Philadelphia, Chicago, Baltimore, Cleveland, and the District of Columbia will no doubt severely damage the quality of life and the property values of the white liberals left behind.

… Finally: Won’t this idea encounter powerful opposition, even from liberals?

Can you imagine how miserable life will be in Oakland, CA without its vibrant Black population? Oakland would be reduced to a post-apocalyptic wasteland if all the African-Americans who make it what it is today left. Without Blackness, what would Oakland have? I mean, besides scenery, great weather, convenient transportation, being next door to the U. of California, and so forth. But without a sizable black population anymore, where would Oakland get enough angry mostly peaceful protesters to shut down the freeway everytime some felon gets shot halfway across the country?

Or how devastated liberal Los Angelenos would be if the Black neighborhoods currently condemned to live on that tragic dirt between Beverly Hills and LAX were suddenly emptied out by my vast exodus of Blacks to the Red States.

I, Charles M. Blow, call upon my liberal white allies in the Blue States to make this ultimate sacrifice and back my plan to colonize the Red States with the Urban Diversity that has done so much to enrich their lives. I know it will be tough for them to no longer have Black neighborhoods nearby, but sacrifices must be made.

Well, when has revolution ever been easy? When has a ruling class humbly handed over power or an insurgent class comfortably acquired it?

I know it will be rough for the white liberal population of northwest Washington D.C. when suddenly they wake up one morning and all the Blacks of northeast D.C. who lived within walking distance of the Capitol and Supreme Court have moved to Jackson, Mississippi as part of the Blow Plan.

Revolution, even a peaceful one, is frightening, and dangerous, because those with power will view any attempt at divestiture as an act of war.

But the white liberals of D.C. must try to be brave and face their Black-free future with whatever courage they can muster.

Trust The Plan!

Washington D.C. liberals should think of how they will soon be able to stop paying $46,000 tuition at their young daughter’s Sidwell Friends School and instead just have her walk down the safe streets to the free neighborhood D.C. public school, which will suddenly have some of the highest test scores in the country.

Even some white liberals, those who call themselves allies, may shrink from the notion of Black power, drawing a false equivalence to the concept of racial superiority espoused by the white power movement. …

To keep this false equivalence out of you head, all you have to do is remember that Blacks are Good and whites are bad. Why would the New York Times capitalize Black and not capitalize white unless it was to remind you that Blacks are Good and whites are bad?

… I say to Black people: Return to the South, cast down your anchor and create an environment in which racial oppression has no place.

    The common dis-position of Bible thumping and chamber of commerce shouting Southern Republicans whites couldn’t have happened to a nicer group of people.     I almost forget whether it was mentioned in public school. I think they passed over it very briefly, while entirely glossing over the dramatic way that cities were changed.

    If blacks had to preface their grievances by stating when their families moved into the area, I think it would make them a laughingstock in many places.

    One lesson that history teaches is that the system reacts forcefully, often violently, when whiteness faces the threat of a diminution of its power. And that’s exactly what we saw in this week’s storming of the Capitol by supporters of the white power president Donald J. Trump, in concert with his efforts to overturn the election.

    Overall, Blow’s instinct is correct. Power is invaluble. Power is good to hold and to wield. Only cucks and tricksters would disagree.

    Well golly, if only there were already 40-50 countries in the world where this had already been tried out, so we could see how it would work.

    And no, hell no, blacks should not move back to the South. Why make the lives of white liberals easier by foisting blacks off onto white conservatives? The current racial mess in this country was created predominately by white Yankees. Let them suffer unto they pulls their heads out of their asses and figure out what whites in the South have known all along.

    Anyhoo, it’s funny that the race that invented pretty much every form of power – from the steam engine to nuclear – is the only race not allowed to have the political kind of power. I’ll believe in letting blacks have more power when blacks show an ability to invent some form of the more useful kind.

    Well, it worked in Africa, after the colonizers were sent packing. Black governments took over, nationalized the resources, and voilá, all the money then went not to whites, but to (37) blacks (related to the strongman leader). Unfortunately, infrastructure fell apart and extraction efficiency kind of tanked, but what’s still being extracted is going to blacks (with a few kickbacks to white consultants who kind of keep it going). And if this eventually falls apart, there’s always the chanks, who are always happy to offer a Faustian deal.

  41. This is wonderful news, literally a fucking public service! Not only do we NYC whites have a fabulous black leader who is leading his people to the promised land and out of our lives…he has HIMSELF left, and it already feels lighter here. Actually, Southern whites don’t have that much to worry about even if this ass manages to pull off ‘Let My People Go’, because it’s so hard-wired into them…or it was…I’m at an impasse here, because all of my family is in the South. As it is, they treat them quite as well as my ancestors treated their slaves near Columbus, GA.

    But I cannot on my own read Charles Blow, so I’d have never known about this otherwise. He is SO odious that I can’t think of anybody they employ except Lindy West (and only occasionally) who cause me to utterly retch. I saw him on Charlie Rose once, and he had a hard time segueing from his childhood abuse to his *new memory* of how he must have enjoyed the abuse–how else move into his favoured sex-meme and talk about it; it was very obvious that he noted the weird contradiction at the time.

    Not that I think it will happen quickly enough for my taste. I don’t think he has that much sway, and he’s right that most of them are too lazy and heavy-laden and poor to do it.

    But it’s such a wonderful fantasy, the whole idea of getting White Privilege back totally by not even having to lift a finger–in fact, lifting a finger would definitely make them not want to do it. Notice he’s already criticizing the ‘white allies’, as well he should, or better, they deserve.

    I wish the same could be done for lesbians, but they usually just come here to get litigious and don’t even indulge in their LGBT rights. They are horrors without name, and some I have had to deal with have made me want to murder in a way I’ve never felt before.

    But it was never going to happen that whites could force blacks out. They will only want to stay if we say anything about the beauty of their *wonderful new Blow project*. Who knew? What was becoming impossible because of the ‘woke effluvia’ will now be done by the culprits themselves? It’s like actually getting the wall built and succeeding in getting the Mexicans to pay for it.

    I just don’t believe it till I see it. But THRILLED that Blow is in Atlanta, although I have several nieces and nephews there, but they’re all thoroughly intolerant. I’d thought of maybe retiring back to the South, but suddenly fighting to make it in New York now begins to seem worth it again. That there is even such an idea by even a low-life like Blow is fantastic.

    Yeah, I don’t get why WaPo and NYT differ in that the former at least capitalizes both black and white, but the Times only black. That’s insidious and evil. It’s horrible to have to depend on them to quickly get basics of any given day.

    Here’s a question worth considering: has there ever been one single polity, whether national or subnational, anywhere in the world and at anytime in history, that went from white rule to black rule and saw its average standard of living improve? I can think of many examples, going back to 1804 Saint-Domingue (now Haiti), in which it did not.

Even if they were, surely the board members are careful to stay on the right side of optics.

    Leaving aside the moral and social propriety of this arrangement, why can’t it be replicated within and among suburban neighborhoods? I guess the collective ownership mechanism would scale poorly to SFH neighborhoods where everyone’s used to doing what he wants with his own property?

    I know about the history of covenants. This isn’t about covenants. It’s about a mode of ownership which has proven surprisingly durable and effective for some very privileged people.

    Although Los Angeles has some of the meanest and most vicious of them you can find. I’ve run into terrifying Bloods coming back from Long Beach, and all over Hollywood too, you’d see gangs, not just in Compton and other South Central dumps. I’ve ridden the Blue Line in LA and it’s always worse than in NYC, both the subway and the buses, because everybody with any money at all has a car. And they’re bad enough here.

    But interesting that the West in general has far fewer. That sounds as if it would be obvious, but I hadn’t thought about it.

No joke.

    What’s interesting is that opinions about gays, racism and even transgender issues were all achieved by convincing people of their rightness. But she can’t see a way for Japan to ever just be more accepting of fat people without mass migration or transformation of the country into the USA in terms of BMI. Similarly with Charles Blow.

The residential area near the Capitol South (SE) subway, for example, was always expensive (and probably never had many school-age children).     Agree. According to Ann Coulter, this was due to a.) Miller being unwilling to share credit, wanting to pipeline all immigration policy through himself, or b.) Miller having to suck up to Javanka in order to keep his job, or c.) some combination of both. Still, it’s hard to fault him too much – he has the right instincts and he certainly didn’t do a worse job than his boss.

    I’m from LA, and am old enough to remember the 1992 riots firsthand. LA is a weird case overall, because it has always had a lot of different kinds of gangs representing a bunch of different ethnicities. The most vicious gangs I remember were Mexican. I know people who were connected to Asian gangs in the San Gabriel Valley and Long Beach (as in, connected enough to have family members killed). And the San Fernando Valley has always some nasty Armenian gangs. LA is almost like a real-life version of the Mos Eisley cantina in Star Wars, a “wretched hive of scum and villainy,” where any ethnic group that can get a foothold in the country can come to do some dirt.

    But yeah, the West has always had fewer blacks than the rest of the country. The Great Migration was south to north, not so much west. What blacks did come west mostly came around the time of WWII, drawn by the defense industry. LA actually had a relatively well-off black middle class from about the 1940s until the 1960s, before things started slowly slipping away from them. Steve has blogged a bit about how relatively nice for a “ghetto” South Central below the 105 freeway actually looks, I think. Most of the housing stock there dates from the post-war era, and was built as single-family residential intended for owner occupancy. Trying to save on rent, I lived for awhile in my late teens and early 20s in Hawthorne. It was still pretty black then, before Elon Musk brought SpaceX in and gentrification followed.

I haven’t gotten over her death 2 weeks ago, although it seems like 50 years after this week. I hadn’t seen this one, and I’ve been trying to watch all of them. I had seen her in the original Chicago when a friend from Paris came through, and wanted, of course, to go to “a Broadway show”. I was dreading it, and then this creature I’d never heard of came out and mesmerized me. So I got to see her in the original production, not the one 20 years later–never saw a showgirl dancer that good, but she had started with real ballet training, which is why she was the best:

    Trump admin has been very good on immigration to the point that with only 4 years it slowed and almost eliminated the demographic trends that have been in place since George HW signed an immigration overhaul in 1990.

    The estimate when the USA reaches majority-minority has been pushed back from 2040-2045. The Trump admin put the screws on legal immigration wherever they could. They slowed or eliminated visa issuance to countries with high rates of overstaying.

    The one issue where Trump comes up short are deportations. However this is because of the near uniform lack of cooperation from Democrats who refuse to work with ICE & turn over criminals for deportation.

    Interesting clip, but at end, since I’ve been watching so much Ann Reinking since her much- too-early death about two weeks ago, which seems like 50 years ago after this week, this came up:

    Hottest showgirl of all time, because had also had early ballet training before meeting Fosse. Also knockout gorgeous, and a Parisian friend was here, wanted to “go see a Broadway show”, and I was dreading it. All of a sudden this incredible creature appears, I’d never heard of her, and was hypnotized. This was the original production of Chicago, not the one 20 years later, and I’ve never seen somebody unknown to me knock me out like that, because you couldn’t argue with her perfection. You may have seen her in All That Jazz. I’m trying to find all her early work, she is just incredible. If you’ve never known her, my work will have been done for today. The camera ‘loved her’, as they say, but she only made three, and was a Broadway fixture for 3 + decades–that’s much harder, doing it 8 times a week, as you know. Barbra could do it when she had to, but was much too lazy, so did film, and she was only sometimes really good. There are lots of cases like that, I thought Julie Andrews a bore of a movie actress, should have stayed onstage. Reinking could do movies, but she never deserted the stage and her ‘tunnel vision’ dancing, as she called it. I still can’t get used to her passing, because there’s been nobody anywhere near that good for some 20 years–Kristin Chenoweth, Audra MacDonald, forget it, they don’t compare, and I’ve seen them all.

    I know this doesn’t have much to do with Blow or lesbians, but it’s definitely MUCH better than both. Be sure to watch it. That is SOME body.

    It started drawing me in more than I thought it would.

    I looked into this years ago. After the British and the French left their African colonies in the 1950’s those colonies did okay for a few years, then after about a decade they went into decline. This made sense since by then the infrastructure was beginning to fall apart from lack of maintenance. Then from about 2000 the former African colonies have started to pick up again, presumably owing to the Chinese connection.

    If the British and the French did irreparable harm to Africa, then one would expect those African countries that were never colonised, such as Liberia and Somalia, to be better off than those that were, but this is not the case. Liberia and Somalia are among the worst African countries. The best African countries are Gabon (formerly a French colony) and Botswana (formerly a British colony). They have oil and diamonds respectively, and no nonsense style governments.

    Singapore is perhaps the only example of a country performing better, at least economically, after the British left than it did before. OTOH I had a couple of Singaporean students years ago who told me that things were actually better under British rule.

    entitlements (food stamps, welfare, public housing) and AA, causing an exodus of their minorities to the blue states. In parallel, there would be an influx of productive, tax-paying people to the red states from the blue states. The blue states would have a reduced tax base and more outlays. In fact, it would be a ‘race to the bottom’ for red states in jettisoning their welfare programs and dismantling AA. For the blue states, it would be a vicious circle as they spiraled down to third world levels of society. CA’s three strikes laws says if you commit two lower level offenses, such as stealing a purse, and you commit one higher level offense, assault or get into a fight, you will go to jail for 50 to life.     The easiest thing Republicans can do to overturn demographic change is to simply have harsh policing.

    Also, this may be offtopic, but is there really much of a cost of lowering three-strikes to two or one strikes? They say that increases the chance of a perp murdering to prevent detection and incarceration, but I would think that most career criminals use up their two strikes pretty quickly, within a few years or so, and then will start killing to avoid the third strike being caught and life imprisonment. Would save a lot of lives having one-strike laws.

    The “No Human is Illegal” signs pollute all the UMC neighborhoods. But none of them would ever take their kids to the rib joint in the ghetto for some takeout.

    We have now entered a new twilight zone where the UMC’s see all the great nuclear family Blacks on TV ads, in kitchen settings with nice islands and Wolf ranges, or going on vacations in their brand new cars, or having Thanksgiving dinner in a tasteful dining room, and they think, “Gee, isn’t that so nice, and so….normal!”

    My Irish ancestors immigrated to the Deep South for work loading cotton and timber from docks to the ships for export right before the Civil War. The old cities (there weren’t many relative to up North) of the South like New Orleans, Atlanta, Memphis, Mobile, and Savannah had lots of Irish and German immigrants as cheap labor.

    They certainly do. If you don’t conflate simple unfamiliarity with actual hostility in the same way that most modern political commentators are wont to do, I’ve never seen that kind of contempt from anybody else, regardless of race. Also, they might not hate them in the same way, but all the thinly veiled anti-Asian stuff like admissions quotas and getting rid of standardized testing primarily serves their agenda, too.

    It’s a mix of demographic overload coupled with the severity of the consequences of dropping off and getting declassed that fuel a lot of the nasty dynamics here. Parents will do whatever it takes to make sure their kids don’t: and that inevitably charges your personality.

But that would require a level of honesty, long-term thinking, and selflessness that is completely absent within our political class. I’m not counting on that changing any time soon.

    So, what I suspect is going to happen as black numerical and political power declines over the coming decades is that we’re going to wind up with an implicit, urban version of the Indian reservations: crumbling, desolate, depressing areas with little hope. Exacerbating this will be the rampant brain drain further accelerated by white liberal inspired policing policies. Those that can and want to leave for brighter horizons will. What does that the leave the no-go zones, pressed and shrunk by gentrification? The least credentialed and skilled, the most likely to be dysfunctional.

    I’m pretty hard on the Democratic narrative about race in the United States, like just about everybody else here. But it is completely understandable why people living in the ghetto would look upon the GOP message with utter contempt. If you are living in a society collapsing around you, the “pull up your pants and live right” message rings hollow, especially when you add to that preening moralism and donor fellation. I’m not saying there’s no value in the self-reliance message at all, on an individual level, but let’s be real here: that’s not going to reverse this kind of process of destruction. It comes off as empty, self-serving, condescending, and out of touch: because it is.

    (And it is no accident that increasing amounts of downscale whites are rejecting the traditional GOP message, too, as the same forces impact them, decades later.)

    Reg, I don’t think that Magic ever had AIDS. Maybe they had some dirt o him, and he agreed to be the AIDS posterboy (er…) but never have to even be questioned about where he got it or how. And his wife (I assume they had a sexual relationship but don’t know) was never reported having it, nor any of his kids conceived post reported infection. Now he is a senior statesman, and (seems to me) gets invited into all sorts of money making glad handed deals that it seems unlikely to me that he would find so profitable without a push, or shove, or whatnot.

    And new he seems to be entirely free of any sign of the AIDS related virus. Seems unbelievable to me, but maybe I am too cynical?

    Forgot all the bad whitey minoritarian falderal. At the core, i agree–blacks should govern themselves. Blacks may not do as good a job governing blacks as whites would do. (In fact, it’s a given.) But self-government removes a bunch of the b.s., chaffing, contention, whining, excuse making that having white people (any other people) setting the norms and bossing blacks around creates. With self-government, blacks have to deal with black misbehavior and there is an incentive to fix it. Self-government. It is better for allpeoples.

    Minoritarianism is basically a big excuse for why white gentiles must tolerate other people looting them. It is an evil and logically incoherent ideology. Self-government for everyone.

The state will be top in crime and bottom in education. But it will be theirs. All its (few) successes and (many) failures will be black.

    Unlike the African countries white people gave them, Black Majority State will have legacy infrastructure from whites. The roads will be decent, if blacks can maintain them. The internet will be as fast as they can make it. Real estate will be hopping for a while, as black bureaucrats buy cheap homes from fleeing whites.

    If that can be made to happen organically, with whites moving out, and blacks moving in, there won’t even be the shocks of government-run population transfer spooking investors.

    Yeah, I know. It is a pipe dream. But I have a pipe dream!

    Back in ancient times (the 2010s) I used to fly a lot, and being a Delta flyer made a lot of trips through their Atlanta hub. In those days I got upgraded frequently.     I would go even further and say that the GOP message to Blacks is downright insulting since it comes from wealthy Whites in the burbs that have shown zero interest in trying to help these areas.

    A lot of these areas have been abandoned and even if the original cause is liberal race denial that doesn’t mean that the best course of action is to just suggest that they pull up their pants and start a corporation.

    That really isn’t a solution and Blacks can see that.

    The Republicans have hamstrung themselves by trying to believe that all government support is ineffective. Fox and AM airwaves have pounded this message into conservative Whites but it is libertarian poison. Republicans that try to run Black areas have little to offer and make it easy for Democrats to win.

    This is why populism is the only way to defeat liberalism. But most conservatives refuse to accept this and in fact seem more comfortable with losing than admitting that they were wrong. They are content to hear musings about “minimal government” as the the country burns.

    You may have literally meant ‘see somebody’ about my hatred of some lesbians. But the only one who made me that furious is dead since 2013, BUT…I had to deal with her for some 40 years, always allowing her toilet to overflow and destroy my ceiling, which fell several times and had to be put back up. She would leave the apartment when workmen came to finish the work, and it took 30 years to do the necessary pipe replacement. I knew her niece, a great gal, whom I told that I wouldn’t be comfortable even talking to her aunt again, and she said, laughing, “What are you afraid of? That you’ll kill her?”

    Yeah, that’s when I felt like it, and once she perished, I got my bathroom ceiling done once last time. But it was hell living beneath someone like this, and it was not as easily controlled as just calling the landlord might sound.

    Otherwise, I don’t think I’ve had any close lesbian friends ever–maybe one when I was 16 and I was trying to be all cool and ‘Friends of Pervs’, etc., but she dwindled away too, and I have known almost none. There was a bisexual girl I knew pretty well, but her preference was definitely men, and those aren’t nearly as man-hating as ‘pure Lesbians’.

    I grew up in Seattle, which never saw many Blacks. The largest Black neighborhood was the Central District. It was built by Jews (and/or their money) turn of the century, then Japanese lived there and then Blacks starting after the war. It’s now close to fully gentrified and Blacks are down to 25%(?) of the neighborhood. I recall the neighborhood during my teen years at the height of its Wakanda: it had all of the gifts of Seattle’s other old neighborhoods with hilly, tree-lined streets and beautiful early 1900s homes. However, unlike the rest of the city it was in complete disrepair with the usual crack houses, destroyed trim and gated windows.

    I could only imagine how pretty many of the cities back East would be if they had remained White like Seattle. Yes, Seattle’s leadership is insane and it’s become a magnet for homeless druggies the world over, but most of the city neighborhoods have have survived thanks to Whiteness. You know – horrible, oppressive Whiteness!
