Activists: Gang Database Disproportionately Targets Young Men Of Color

Luis Pedrote-Salinas, seen at a July news conference, is suing the Chicago Police Department for including him in a gang database, an inaccurate designation that he thinks cost him the chance for protection under the DACA program.

… Activists in Chicago claim these gang databases are doing more harm than good. Over time, Chicago’s list has grown to include almost 65,000 people whom the police consider gang-affiliated. More than 95 percent are African-American or Latino, and young activists say police are irresponsibly and disproportionately labeling young men of color as gang members. Immigrants, in particular, say the city’s list is full of errors and leading to some deportations.

Luis Pedrote-Salinas says this is exactly what happened to him seven years ago.

“They arrested me for an unopened Bud Light beer can,” he says. “And just because of that, they picked me up, and I was getting deported.”

Pedrote-Salinas is an undocumented immigrant from Mexico. He says he was getting into his car in a neighborhood that Chicago police were targeting for gang activity. They stopped him, spotted the beer can in his car and then arrested him. The case was never prosecuted, but that arrest has had long-lasting effects for Pedrote-Salinas.

“He said that I self-testified to be a Latin King. But I didn’t testify nothing,” he says.

Pedrote-Salinas says he is not in a gang, but in Chicago, there is no official process to get off the database. And for Pedrote-Salinas, the most frustrating thing is that he thinks being on the list killed his eligibility for Deferred Action for Childhood Arrivals policy that protects some migrants who were brought to the U.S. as children.

“We knew they denied me because of the gang allegations,” he says.

Pedrote-Salinas is suing the Chicago Police Department.

And departments could eventually be forced to dismantle their databases.

Martin says that is what happened to Minnesota’s statewide database several years ago. And more recently, the Portland, Ore., police department also discontinued its gang database over the same concerns.

And everything has been swell in Minnesota and Portland ever since.

One of four men who sued the city of Chicago for including them in the police department’s gang database murdered his next-door neighbor last week by shooting the victim at point-blank range in the forehead as he returned home from work, prosecutors say.

“I put my sweat in this city, I put my sweat in this country. I believe I’m a law abiding citizen. I’ve never committed nothing wrong,” Luis Pedrote-Salinas told assembled media outlets in July 2017 as he announced his lawsuit against the city, then-CPD Supt. Eddie Johnson, and others.

… Pedrote was added to the police department’s massive list of purported gang members after cops saw a can of Bud Light in his car during a traffic stop and then discovered that he had a tattoo that some Latin King gang members wear, he said at the time. In fact, Pedrote claimed, he simply liked the tattoo’s design. …

The lawsuit was settled late last year in exchange for $2,000 and a letter from CPD saying it cannot verify that Pedrote “is currently a ‘gang member’” as defined by state law, according to a preliminary settlement agreement filed in federal court.

On Sunday, prosecutors accused Pedrote of being a cold-blooded killer.

According to the allegations, 41-year-old Comcast contractor Francisco Zamora arrived home from work and parked his work truck behind his family’s home in the 6000 block of South Artesian around 4:22 p.m.

Zamora was preparing to walk into the house when Pedrote walked up and shot him in the forehead at close range, prosecutors said.

  7. 6000 block of South Artesian. Yeah, that’s the Marquette Park neighborhood on the Southwest Side of Chicago. Mean streets. Once upon a time it was once a heavily Lithuanian neighborhood, but now it’s black and Mexican. I imagine it must be even more Mexican now. There must be a lot of bad blood between the two groups.

This guy was due for a major felony eventually; the only serious questions were (i) when? and (ii) rape, armed robbery, manslaughter or murder?

    How much anyone want to bet his lawyer offers up a stress-related defense, maybe mixed in with a dash of coronavirus (“the constant stress of being singled out by the police for special treatment on account of alleged gang affiliations proved too much for Mr. Pedrote to take, on top of all the other stresses he had to deal with because of the Covid-19 virus”)?

    I hope his former lawyers at the MacArthur Justice Center at Northwestern University take note of his current troubles and represent him again.
    Perhaps they can argue that poor little Luis was taking some target practice in the alley behind his home when the unfortunate Mr. Zamora wandered into the line of fire at point blank range.

    Maybe these guys are scumbags maybe not . I wouldn’t just take the cops word for it though .

    In the 60’s the local police in the small town where I lived targeted me based on nothing but gossip . They came to my grandparents house and made a number of absurd accusations not to me but to my grandparents . It would have been laughable except that my grandparents were so upset by it .
    I guess I was lucky that this was before the local police felt justified in planting evidence on people . That all changed with The War on Drugs and Civil Asset Forfeiture .

They do this every few years and yet the man has never been indicted for any crime. However, I have never heard him use a double negative in a sentence as Pedrote does.     Well said, APE. One of the great minoritarian/super-state scams has been the lawsuit and rolling over for a lawsuit; both to pay their benefactors–lawyers–and most importantly to impose “progressive” policy by judicial diktat.

    Another scam that chaps my hide are personal injury lawsuits from criminals and screwups. No one should benefit from generating an injury to themselves like Floyd. And the taxpayers certainly should not be paying for government employees misbehavior. The bureaucrats, politicians and yes the cops–if legit–should pay for injuries they inflict if legit.

    One of the funnier examples is a shamrock tattoo, which I imagine some prole whites have without intending to fake gang cred. But if you go to prison you will be told in no uncertain terms to remove it or it will be removed for you (it’s an Aryan Brotherhood tat)

Funny thing is I knew a dude from work who was in the Latin Kings. This was years ago in a warehouse job . I knew immediately from his pic that this guy in Chicago was LK .     Peck’s journey into the heart of darkness of colonialism, slavery and genocide may very well be a noble venture but it is also egregiously narcissistic. Peck not only tells you what he knows, but endlessly recites how and from whom he came to know it.

    He also vents his rage at individuals he dislikes, like Donald Trump, and groups he despises, like the Scottish and Irish. Boy, does he have a bug up his ass about the Scottish and Irish.

    Actor Josh Hartnett is tasked with playing the embodiment of white supremacy and white privilege throughout history in the series of amateurish scenes, and his performance entails shooting a lot of brown people in the head and looking menacingly at the ones he hasn’t killed.

    Why didn’t you kill them, Josh?! You had a choice! Now we are in deep trouble!

    In conclusion, I watched Exterminate All the Brutes so that you don’t have to. And trust me, you don’t have to… you really don’t have to.

    The move, permitted by a recent law signed by Democratic California Governor Gavin Newsom in January, is now reportedly opposed by prison workers, mainly female officers. Speaking to KTXL television in Sacramento, an officer said she and her colleagues were not “comfortable” with the changes. “You’re ordered to go strip out this inmate in a secure room… it takes your power away,” she said, adding: “Where’s the boundaries? Boundaries are gone.”

    It’s a new world!

    Prison officers are forced to follow the new rules under fear of reprimand from administration, the media reported. Citing an internal prison email, it said that if female staff refuse to perform a strip search of a transgender inmate, they “will be given a direct order by the supervisor to perform the strip out and if they still refuse, that supervisor will author a memo and provide it to the facility captain in regards to insubordination.”

    Really troublesome. Who knows anymore what’s what? Do you? Do I? It’s like someone decided to do a “women in prison” movies IRL.

    Fears of a possible increase in sexual violence at correction facilities have been reportedly expressed by female inmates as well. There are concerns that some male inmates could “infiltrate” female facilities under false claims of gender identity. “How do we determine who really are transgender inmates coming into the prison system… [women here] are afraid that male inmates will infiltrate this prison system and cause problems,” one of the inmates told the Los Angeles Times.

    When two of the boys were arrested for raping a girl in a park, they just quietly dropped it.

    Hadn’t encountered this story, but it looks like at trial the accusations were just of kissing and groping. ( )

  114. The obvious query here is was this a gang-killing or just a private affair? It smells like the former, and if so then a criminal investigation in which motive is considered should bring his gang-membership to the fore. A private affair would be something like where he killed the dude who had stolen his girlfriend. I doubt that that was the motive here. More likely the victim fell of the gang in some way and the killer was ordered to execute him.

    I would like to think Chesterton would never have said that anyone belongs to the church. Although he was a Roman Catholic, as an orthodox Christian he should have taken the same view as expressed in the Heidelberg Catechism:
