From WBBM in Chicago:

Mayor Lightfoot Pleads With Walmart, Other Retailers To Not Abandon Chicago

JUNE 04, 2020 – 7:59 AM

CHICAGO (WBBM NEWSRADIO) — Mayor Lightfoot said she’s hopeful major retailers will reopen the Chicago stores that were looted or otherwise damaged during protests surrounding George Floyd’s killing by police in Minnesota. But, she’s unsure of one of the biggest.

Mayor Lightfoot said she was on a conference call with Walmart and other major retailers that had stores looted or heavily damaged during the unrest in Chicago. She said she pleaded with them to not abandon Chicago.

“I think in the case of Walmart, what they were focused on was assessing the damage. They are doing an effort to donate fresh produce, to the extent of what’s left so it doesn’t perish, and other perishables, and they are talking their time, as I would expect.”

There were earlier reports that Walmart expected to rebuild all stores trashed by looters and vandals, but company officials later said they would open some stores and would not say which ones.

  5. Who pays the damage?

Is police really not required to prevent crime when they see it and could stop it?

Are insurances paying ANY of this looting damage?
If yes, who is paying the insurance
If no, how will tens of thousands of small businesses start over?

Does anyone count how many crimes are unaccounted for by crime statistics? Dozens of crimes per looter, one crime for each stone thrown, for each trespass into a store, for each case of not social distancing!

How come the US has tolerated such riots for 50 years? and still wants whites to mix up with criminal rioting populations?

Police, media and journalist gag orders make sure George Floyd’s heart attack gets 10 times as much media attention than 10 000s rioters for 5 or more nights.

All the ruined retailers need to tell the city that the city needs to pay to rebuild and restock the store before the retailer comes back.

If Chicagoans destroyed it, make Chicagoans pay for it if they want it back. Pay for it with a sales tax so even blacks can’t wiggle out of paying for it.

Police in the U.S. generally cannot be held liable for failing to prevent crime.

Walmart and most other large retailers are generally self-insured, meaning they set aside reserves for their own losses in advance.

Small businesses will turn to their insurers. Fortunately, unless there’s serious damage to the building, looting is not usually a hugely expensive loss to cover. Unfortunately, most small businesses try to save money on insurance, which means their policies usually don’t provide as much coverage, or have more exclusions.

Glenn Lowry on his latest BloggingHeads podcast is seething mad about this. Not only was everything looted from that Wal-Mart, but they then burned the structure down. Lowry grew up a couple of blocks from there. It was really hard to get Wal-Mart to build there he said. Not only were jobs created, but the entire surrounding area was revitalized with shops.

If I were Wal-Mart I’d say, we will rebuild if at least 200 looters are identified, charged, convicted, and spend time in prison. We will pay for a team to pore through video. We will pay for private investigators. We will partially reimburse the costs of the police in processing the cases. But you have to see to it that at least 200 pros are prosecuted, convicted, sentenced, and spoken non-trivial time in prison.

  13. The GDP declined by 52% in Q2. There’s supposed to be a strong recovery afterward, but that might not happen if the commercial districts of our cities are partially destroyed.

If I were Trump, I’d start telling everybody that the riots are endangering the economic recovery. So when the economy continues to be in shambles on election day (which it will regardless of whether the riots are stopped), voters will blame the rioters and their Democratic supporters.

In a way, Trump is lucky to be getting these riots. If not for this, voters would’ve eventually voted him out for the poor economy. Now at least Trump has someone to blame on election day. He also has someone to blame for all the new COVID cases that we’ll be getting in the next few months.

Liberals are good, kind-hearted people. Liberals are the people who, in pre-historic times, pointed out that some members of the tribe were having more of their fair share of the hunt and that they should divide their lot. But they have been duped by a super-smart and very radical liberal elite, most of whom are Marxist Jews.

If conservatives could even begin to understand the emotional distress that liberals feel about rhe existence of inequality, they would gain invaluable insight into the liberal mindset. Liberals will always fight for the underdog. It’s in their DNA. It’s who they are. These instincts are noble and salutary; the problem is the manipulation of those instincts on the part of radical liberal elites that see as the solution of inequality not creating more rooms for others, but birning the whole house to the ground and rebuilding it with just one room for all. They see equality as a goal that is best achieved not by uplifting the weak, but by destroying the strong.

When white liberals cry over a black man being strangled to death by a police officer, it is genuine. This instinct, that the happiness of the group is equal to the happiness of the least happy member of the group, is a huge part of the liberal mindset. And “group” to liberals is not race, or nation, or even family: it is people that they see, and interact with. White liberals were the first ones that cared about the plight of working-class white people, and they pretty much did all the job of raising their living standards through unions, the creation of the income tax, better working condition, pay leave, etc. And the fact is that most working-class white peole back in those days voted conservative didn’t matter to them. Thye fought for the white working class because they were the underdogs against white plutocrats, and now they champion black people because they are seen as the underdogs kept down by white institutions,

What happens to liberals is that there is a radical wing of the liberal elite that knows that the bulk of liberals would not follow them if they were honest about their intentions. This elite is tiny, but they are extremely intelligent and intellectual, skilled at activism, and they have a deep hatred for Western Civilization They are almost entirely intellectual successors of the French thinkers, Derrida and Sartre, who proposed that the only concrete structure of human interaction are relations of power, and that government, institutions and laws are just proxies that exist to enforce the moral will of those in power. They believe that White Western Man is the only true source of relevant inequality, and that by eliminating this the prolem of inequality would be mostly solved. Salvery was not invented by White Western Man, but he enforced it on a scale never seen before. Some nations being more powerful than other is not something created by White Western Man, but with his technology the gap in power between those who have his technology ans those who not is exponentially larger. White Western Man didn’t invent sexism but he raped and seduced women on an unprecendented scale, from the mass rape of brown women by Conquistadors, to making non-Western Man feel emasculated, leading to abuse of women Worldwide as a compensatory mechanism. Whatever evil there, White Western Man amplifies it. They have identified White Western Man as The Ultimate Evil of All Existence, which must be extirpated from the face of the Earth.

But they know white liberals would never follow them. White liberals don’t actually have a “beef” with other white people; the beef they have is with inequality. They support a white person when that person is in a position of weakness and distress, like a poor white wairtress that got abused by her rich boss, and they oppose the white person when they are in a position of being an oppressor, like whites in the South lynching black back in the 1950’s, or Wall Street brokers stealing money from middle-classs people(both white and black) through government bailouts.

If white liberals understood that this post-modern liberal elite of neo-Marxists actually wanted to exterminate white people, and all the individual freedoms of the West and replace it with a bureacratic dictatorship ruling over amorphous masses of colored people with white people and their culture exterminated, they would never support it. Not only because all true liberals strongly oppose genocide of any people, but also because white liberals have families that are white like them. Even when it comes to white conservatives, the same. White liberals were the first ones who exposed the fact that corporations and the Federal Government were poisoning the water systems of the Appalachians back in the 1960’s and making people sick. Those people were over 90% white and voted mostly Republican. The rich white conservatives who owned the chemical plants couldn’t care less about those poor white conservatives. Funny how the white liberals from the coasts were the only ones that cared about them.

Also, there has been enough interbreeding between liberals and conservatives over the generations that almost no families are entirely liberal or conservative. Most white liberals have conservative relatives, and they certainly don’t want them to be exterminated, or raped by black criminals or murdered. Liberals are your brothers, sisters, sons, spouses, etc. You know, the whole story of not bringing up politics at dinner table. It’s just that it is very distressing and confusing for liberals to exercise their pursue of equality when it is not clear who is the strong and who is the weak, and who is friend or foe.

They have been duped. They think they are pursuing equality by enfranchising blacks and rioters, but they are just “useful idiots” to an extremely intelligent and hostile radical liberal elite, mostly Marxist Jews, who use them and the rioters alike as tools in accomplishing what they really want: the fall of Western Civilization, namely European Civilization and it’s satellites, like the U.S.A, and the replacement of it with a one-World amorphous “nation” where everyone will be equal except fpr themselves, who will rule all from the top. This radical liberal elite is tiny, no more than a few hundred individuals, but they are exceptionally clver, most of the them with PhDs in philisophy, professors of linguistic, editorial publishers, etc. Not only that, they have trememdous energy and motivation to work to bring about their goals, and are very diligent and patient. The old story, “steady pace wins the race”

White liberals would never support the rioting and mayhem if they knew the grand scheme behind it all, and that their loved ones, including their conservative loved ones, are targeted for disenfranchisement and extermination. Believe it, your liberal relatives love you. The reason why they do this is not because they want to harm you, but exactly because they think nothing of this will harm you, and that you are already well off and that there are other people in distress that need their help.

What is happening is an unspeakable crime. White liberals are being taken advantage off, having their most noble and most emotionally fulfilling instincts perverted and corrupted into a force of chaos by an elite that sees them as the enemy to be destroyed: they willingly do the biding of those that want to destroy them,

I predict a wave of mass suicide of white liberals in the ensuing yearas as they realize they destroyed everything they loved pursuing an equality that doesn’t exist, that cannot exist, and that was created as a phantom to manipulate them into not uplifting the weak, but destroying the strong. Even when the “strong” are not strong at all, but just their friends and relatives alike, including their conservative relatives, just ordinary people trying to live their lives, lives now ruined because of their folly.

I know people who tried to get insurance in Germany for riots etc and it was declared to be impossible. Acts of God, acts of war, and civil unrest.

Can you quote home owner policies in the USA, or Europe, that cover anything from Earth quakes, to terrorism, riots, ?

Also it is strange, in Germany a normal citizen can be held responsible if he does not do reasonable things to help people who drown, or are in other dangers. There is self defense, and some duty to defend others ……
Police can be out in force and watch people throw Molotov Cocktails onto your family business, or onto your family, and nobody is liable?

Walmart and most other large retailers are generally self-insured, meaning they set aside reserves for their own losses in advance.

“Self-insured” is one of the great modern euphemisms. It means they don’t have insurance. The honest term would be “uninsured”.

Self-insured in the case of large businesses and very wealthy simply means another element of corporate horizontal integration. If a single catastrophic event destroyed every store, distribution center, truck, store fixture, loaded bank deposit bag and piece of inventory in Walmart’s possession no amount of outside insurance would be able to make Walmart whole again. When your insurer (and their re-insurer) goes broke after all of this shit, you’ll be self-insured too.

All the ruined retailers need to tell the city that the city needs to pay to rebuild and restock the store before the retailer comes back.

H Street in DC was burned down in the Martin Luther King riots in 1968, from Union station to 15th it looked like Berlin. ‘Bare walls where late the sweet shoppers sang.’
It remained that way until say 2010.
Every five years the Washington Post would have an article saying something like “H Street revival is imminent” and the organizers would persuade the powers that be to fund a grocery store or a strip mall but it never really took. All  you could count on were largish crowds around 8th street waiting to change buses. There were some stores, enough to supply people who really wanted to shop local. I went to a plumbing supply place around ’85  but   after the riots, for forty years, H  Street in DC never thrived. What people rarely discuss  is the idea that before 1965 and the Civil Rights Act,  blacks had their own consumer economy, their own stores. After civil rights, with the press harping on it constantly they started shopping at the whiter stores and their economy suffered from that as well as the destruction of the riots.A few years ago I drove out H Street at midnite and was surprised to see the white crowds at bars at the end of the street, up on 11th and 12th and not down by 3rd and 4th. I would speculate the rent is cheaper out there for the bars that  are cool now in a whiter DC.

H Street Revival, it is coming!!!!

    It only took fifty years.

Most homeowner policies in North America exclude damage from riots, insurrection, war and earthquakes. You have to pay for special riders to insure these risks. Most small business policies won’t cover these risks either without paying for specific riders. BTW, I’d love to see an example of a specific rider for undocumented shopping.

Human beings, like lions and chimpanzees, respect strength. Our government’s kneeling in front of the rioters is so contrary to what we know about our basic animal nature that I can only shake my head. Appealing to Christian-turning-the-other-cheek virtue while someone is nailing you to the cross is so perverse, it’s beyond categorization.

Whites are told that they are responsible for all the problems besetting people of color. Whites look around them and see the neighborhood turning to shit. Crime is rising, their children can’t walk to school without being assaulted and threatened. So, the whites pick up and move. Public services dry up. And then whites are blamed for taking the tax base with them.

Someone tell me please. Why would any person stick around and take being accused of being the cause of all their accuser’s problems? Wouldn’t any sane person respond, “Well, if I’m so bad for you, then I just won’t bother you any more. I’ll just leave you alone. You would be better off without me”? Like the victimized spouse in any abusive relationship would?

Of course a sane person would leave. And then their erstwhile tormentors cry out, “Come back here! I’m not done abusing you yet. You’ll leave when I’m through with you and not a moment sooner. You’ve got to pay! (And pay, and pay….) ”

I’m old enough to have seen this cycle of triggering-event stimulus, outraged response, rampant destruction and then complaints about food deserts, loss of tax revenue and so on, a number of times. From the reaction of involved parties today you’d think that these people had never seen this before. Are humans really this clueless? Are they so stupid that they can’t see or foresee around the bend? Is humanity plagued with some type of amnesia?

Usually the food desertification occurs due to lower-level long term stealing- i.e. shoplifting- but looting just accelerates the stealing and abandonment process.

Instead of govt run food distribution, how about urban agriculture opportunity to empower the community through Plant-a-Nation zones? The PlantaNations would allow the community to eat a cornucopia of food harvested through their joint coordination and hard work on the open lands created through the recent incendiary protests. 48. The City of Detroit, after the bankruptcy and electing a white mayor as a hail mary play, cut a deal with Meijer (a regional version of Walmart, but more heavy on groceries). I can’t speak to German insurance policies directly. But, in the U.S. virtually all Property insurance coverage forms include coverage for Riot and Vandalism. However, many business owners are woefully under-insured. They either deliberately under-insure to save on premiums, or they don’t pay attention to their coverage limits and raise them as the business grows.

The U.S. property insurance marketplace has been “hardening” for at least the past year, mainly due to catastrophic losses from wildfires (thanks California), and hurricanes. Now, add in the $ millions of additional losses from the riots and it’s only going to get worse.

  55. David says:

I made an incorrect comment a few days ago about business insurance. It does cover riot and civil commotion, often with some sublimits on landscaping and signage. It doesn’t cover war, civil war, or insurrection. I almost wonder if that insurrection exclusion is of the reason that the cities and states don’t want federal help to quell the unrest. The help would come under the Insurrection Act, which would define the local businesses out of coverage.

Walmart and most other large retailers are generally self-insured, meaning they set aside reserves for their own losses in advance.

Big box retailers are probably wondering, and rightly so, whether the new normal has become people brazenly skipping the checkout and taking merchandise straight to their car trunks. Who is going to stop them? Rapid response social workers?

  62. 125th Street in Manhattan was (I think) untouched. The mob torched the 34th street area, which really isn’t high end. Manhattan’s most high end stores are on Madison Ave from 59th to 86th, and 5th Ave from 59th to 50th. Below that it gets seedy.

And there’s this. Behind a paywall but you get the point.

  63. Alfa158 says:

In the US it is possible to get hurricane and earthquake insurance as a separate policy specifically written for those events, but it isn’t cheap.
Riot damage is usually not insurable.

Courts all the way up to the Supreme Court have ruled that the police are only obligated to provide protection to society in general. Police cannot be held liable for individual losses such as your business being destroyed or you yourself being murdered.

There is a right to self-defense and in most places it even allows the use of deadly force if you reasonably believe that your life is in danger. Technically if a person points a real looking replica gun at me I can shoot and kill them because any person would reasonably think their life is in danger. That tradition is being eroded by Black and Liberal political movements who want Blacks to have the right to attack people without getting hurt.

However, there is no Good Samaritan law requiring you to help other people, and in fact if you intervene with a weapon to help a person under attack you might find yourself in hot water.

Most US states have some kind of Good Samaritan law. Duties and immunities vary. I’m pretty sure none of them would oblige you to rescue someone getting robbed at gunpoint, though some might oblige you to help the injured after the aggressor has departed.

It’s rare anyone is ever prosecuted for violating Good Samaritan laws, but in the Left’s ever expanding crusade to racialize everything, I have no doubt that once they succeed in making blacks immune to all prosecution, the next step will be to mandate everyone render aid to them at all times. Not really. See Jim Bob Lassiter’s comment below. Insurance is, by definition, nothing more than the spreading of risk, across both a pool of insureds as well as across time. A business like Walmart has enough assets to essentially treat them all as one giant insurance pool in and of itself.

Not really correct, by either meaning of “insurable.” Most business policies will cover damage unless specifically excluded or limited. Hurricane and earthquake insurance has to be underwritten by the goverment because those risks aren’t considered insurable. (Those occurrences lead to too many individual claims at once to distribute risk across a pool.)

  81. Let us consider in light of these riots a periodic subject of Steve’s discussions – “redlining,” the often-alleged refusal of banks to lend in black neighborhoods.

Most construction, whether residential or commercial, is financed by some sort of mortgage. Even publicly-traded companies use bank borrowings to pay for real estate.

Why would any sane lender make a loan on collateral that was deteriorating in value, or that faced the probability of destruction? And if insurance against damage to or loss of the collateral is unavailable or unaffordable, that makes any loan against it impossible.

Because ordinary property and casualty insurance does not cover flooding, the Federal government operates a special flood insurance program. If you wish to mortgage a property that falls in the flood plain of a river or ocean, the lender will require you to buy flood insurance.

The only way that retailers may be able to rebuild in riot-torn areas may be for the Federal government to offer riot insurance in a manner analogous to its flood insurance program. To be actuarially sound, premiums would have to be set on a geographic basis, in proportion to the local demographics. Higher percentages of blacks in a neighborhood would necessarily call for higher riot insurance prices there, just as an area’s low elevation and proximity to bodies of water result in higher flood insurance premiums.

In jurisdictions that no longer prosecute theft under a certain dollar amount at which it becomes a felony, a trend has been for retailers to keep recorded video of the thieves, look out for repeat offenders, and then report them to the police once the aggregated value of what they stole reaches the felony threshold. Add some cameras in the parking lots, and you can at least get a license plate.

My guess is that there are going to be a lot more passive measures coming in the next few years to deter or prevent shoplifting from the retailers that can afford it. Less product will be put on the floors accessible to customers. More retailers will probably go the Costco/Sam’s Club membership route. Stores and lots will probably be physically designed to make it harder to just grab-and-go. Etc.

Flooding is not covered by normal property/casualty insurance. There is a national flood insurance program that covers structures and their contents damaged by flooding for up to a maximum of $250,000.

No private insurer covers flood damage. If you fail to buy flood insurance from the government your homeowner’s policy will not pay for the damage.

The question is, what is flood damage? Suppose your basement is flooded because of a sewer backup. If the sewer backup occurred because of general conditions of flooding – i.e., the presence of an excess of water on land, exceeding two acres or comprising more than two properties, that is normally dry – then flood insurance covers repair or replacement of the structure and its contents, up to the maximum.

On the other hand, if the sewer backup occurred because of a clogged line, rather than flooding as defined above, then that is not a flood, and damage should be covered by ordinary homeowner’s insurance.

Squabbles between insurance carriers over who is responsible for some claim are commonplace. They are all eager to collect an insured’s premiums but make themselves scarce when he makes a claim.
