Chicago’s surge in gun violence and two rounds of downtown looting have grabbed most of the attention of police and politicians this year, but a review of crime data shows the extent of another crime problem plaguing every corner of the city in 2020: carjackings.

Through Oct. 3, there had been 914 carjackings in Chicago this year, more than double the number seen through the same date in 2019 and the most the city has seen in that period since 2003, according to the city’s online crime data. Out of the Chicago Police Department’s 22 patrol districts, 16 have seen carjackings more than double so far in 2020, and in part of the North Side they have quadrupled.

I used to live on Chicago’s North Side.

Chicago police officials said they began noticing the spike earlier this year, even before the COVID-19 pandemic and the fallout over George Floyd’s death at the hands of police in Minnesota coincided with violent crime surges throughout the U.S., including in Chicago. But in the months since, Chicago’s carjacking problem has only gotten worse.

Brendan Deenihan, the Chicago Police Department’s chief of detectives, said carjackings already were up by 64% through April compared with last year. But he noted the increase only became greater as 2020 progressed, particularly amid the chaos as civil unrest spread throughout the city following Floyd’s death.

“The numbers are extremely high,” Deenihan said in a Tribune interview Tuesday. “Since really the beginning of June and then through July and August when the civil unrest started the carjackings really spiked out of control.”

Deenihan said the public’s mainstream use of masks due to the coronavirus has likely been a contributing factor. It has made it easier for criminals to conceal their identity, perhaps emboldening some….

Also contributing to the spike could be the age of the perpetrators, according to Deenihan. More than half those arrested for the crime so far in 2020 have been under 18, he said, compared with juveniles making up 32% of arrestees a year earlier.

As a result of a change in the state law that took effect at the start of 2016, a carjacking charge when a weapon is used no longer triggers an automatic transfer to adult court for juveniles, where the consequences are often far more severe.

Carjacking can be difficult to prove in its own right, he said, which also contributes to repeat offenses.

“If you’re just arrested for (possession of a stolen motor vehicle) because we can’t prove up the case of (a carjacking), then more than likely these juveniles are right back home and creating problems for us,” Deenihan said. …

For example, in the Town Hall District, including North Side areas such as Lakeview, Uptown and Lincoln Park, carjackings have quadrupled, going from five through Oct. 3 in 2019 to 23 during the same period this year, the online crime data show.

I spent most of my free time from 1982-2000 in Lakeview, Uptown, Lincoln Park, Rogers Park, Central, Far North Side, and Near North.

The Rogers Park District on the Far North Side saw carjackings spike from 6 to 17, according to the data. And the two districts that cover downtown, Central and Near North, saw a combined total of 52 carjackings through Oct. 3 compared with 22 last year.

The increase comes as Chicago has seen spikes of over 50% in total shootings and homicides in 2020 compared with last year. But overall reported crime in the seven major crime categories, including crimes like burglary, criminal sexual assault and theft, had dropped by 7% through Sunday, police statistics show.

Thanks goodness that crime has dropped in the discretionary categories but not in the mandatory reporting categories.

Police say 2,300 vehicles have been stolen so far this year in the District, up 44 percent from this time in 2019. Carjackings in that time have jumped from 100 to 193, with the biggest increases in the 4th, 5th, 6th and 7th police districts.

    In Texas it’s legal to have a weapon in the car, even if you don’t have a License To Carry, unless you are prohibited from possessing a firearm because of a felony record or other disability.

    I wonder what the car jacking rate is in Houston or Dallas compared to Chicago, Philadelphia, or NYC? Of course, having a gun in the car is of little use if you are accosted in the parking lot. Better to get an LTC and maintain situational awareness. Oh, and drive older cars that thieves don’t want.

    São Paulo has one of the largest private helicopter fleets in the world.     This reminds me of an incident some years back in Atlanta where they had a terrible snow storm and many people abandoned their cars along the expressway to try to walk home or to somewhere they could shelter.
    The police caught some guy who was on his 6th car he had stolen from the side of the expressway.
    To this I said "this is what beatings in the public square are for... so as to remind people not to do such stupid stuff."

  21. I haven’t had occasion to rent a car in while but I wonder if the increase in carjackings might be related to local governments using drivers license suspensions and revocations as a tool to collect fines and or bank restrictions on credit card issuance?

    I look in my wallet and I have a Chase Visa and a Target card plus a valid Drivers license. I’m good to go at any car rental agency unless all I have is that Target card. If you are an unemployed negro with unpaid traffic violations and poor credit you have neither.

    A car rental isn’t that expensive, in fact many negroes can recoup their cost by subletting their rental car to other negroes who, for the aforementioned reasons, are unable to tent one themselves. It is far less risky and less consequential to give Turdell $20 to use his rental car for a few hours than to be arrested on a major felony ( except in jurisdictions that do not consider forcing a driver out of his vehicle at gunpoint a major felony).

    I realize this it more ‘bending’ the rules to accommodate subhuman people but if we want to reduce carjackings maybe cities that have this problem should acquire a fleet of cheap used cars and make them available on a 24 hour basis to their subhuman population.

    I grew up in New York City. Guns were near impossible to own legally. I owned a 22 Beretta without proper documentation because I got tired of getting mugged. When my wife and I moved to Dallas, Tx because I was going to be the next Bernhard Goetz if we stayed any longer, I bought a Colt 45 Gold Cup. My wife was terrified of having it in the house.

    Long story short, she became a very good shot and got herself a 32 caliber purse gun, while I carried the 45 while visiting clients. It amounts to conditioning that people are anti self defense weaponry. A bit of alternative conditioning can change that quickly.

    I'm all in favor of defunding the street cops. They're useless on every measure for the citizenry. What they are is an insurance policy for the political class to be called upon when the citizenry might get irate, all paid for by taxing the citizenry and fleecing them with traffic tickets.

    We should keep detectives, forensics people and those that actually investigate crimes after the fact. I want every adult to become their own street cop and have the laws rewritten to allow people to defend themselves and further, to shoot to kill some cretin predator they may encounter. I want the citizenry to become the street cop, unpaid and in numbers in the tens of millions across the country. When the political class loses their insurance policy, they'll be less likely to piss on the citizenry as they do now.

    I see no reason for prisons because the perpetrators would all be dead. If by chance they survived a shooting, they should be executed as soon as possible for all situations that involve force or fraud against another person. No more food, clothing, shelter and medical care paid for by the hard working people to keep some POS in prison only to be let out at some point to continue their life of crime.

    This reminds me of an incident some years back in Atlanta where they had a terrible snow storm and many people abandoned their cars along the expressway to try to walk home or to somewhere they could shelter.
    The police caught some guy who was on his 6th car he had stolen from the side of the expressway.
    To this I said “this is what beatings in the public square are for… so as to remind people not to do such stupid stuff.”

    I grew up in New York City. Guns were near impossible to own legally. I owned a 22 Beretta without proper documentation because I got tired of getting mugged. When my wife and I moved to Dallas, Tx because I was going to be the next Bernhard Goetz if we stayed any longer, I bought a Colt 45 Gold Cup. My wife was terrified of having it in the house.

    Long story short, she became a very good shot and got herself a 32 caliber purse gun, while I carried the 45 while visiting clients. It amounts to conditioning that people are anti self defense weaponry. A bit of alternative conditioning can change that quickly.

    I’m all in favor of defunding the street cops. They’re useless on every measure for the citizenry. What they are is an insurance policy for the political class to be called upon when the citizenry might get irate, all paid for by taxing the citizenry and fleecing them with traffic tickets.

    We should keep detectives, forensics people and those that actually investigate crimes after the fact. I want every adult to become their own street cop and have the laws rewritten to allow people to defend themselves and further, to shoot to kill some cretin predator they may encounter. I want the citizenry to become the street cop, unpaid and in numbers in the tens of millions across the country. When the political class loses their insurance policy, they’ll be less likely to piss on the citizenry as they do now.

    I see no reason for prisons because the perpetrators would all be dead. If by chance they survived a shooting, they should be executed as soon as possible for all situations that involve force or fraud against another person. No more food, clothing, shelter and medical care paid for by the hard working people to keep some POS in prison only to be let out at some point to continue their life of crime.

  48. Ok, part of reparations will be a new car for every black over 18. No drivers’ test needed because testing is racist. Government can pay for the cars and autoworker employment goes up and union workers are happy and biden is a genius. However, all the reparation cars have to be electric with 12 inch tires.     I live in Chicago's Lincoln Square neighborhood located on the Northside. Mayor Lightfoot just issued another 30 day Covid inspired stay at home "advisory" for all of Chicago starting Monday. She's urging all Chicagoans to cancel their Thanksgiving plans. You can hear the anger and exasperation in her voice during press conferences. The local media, of course, are all in on the panic porn. I never hear her express any outrage over Chicago's surging violent crime. She's quite comfortable and confident coming down hard on the law abiding citizens. Stay away from Chicago.

    The only reason I would say it's not on the Detroit path is demographics. The black population is getting smaller - 30%- (by Chicago Machine design) here while Detroit's negro population remains whatever it is - 80-90%.

Though I don't think that welshing on a drug deal (for example) would be considered very exculpatory. Something like that could be a slight mitigating factor in sentencing since it would put the perp out of the "random mad carjacking killer" category.

    In Texas it’s legal to have a weapon in the car, even if you don’t have a License To Carry, unless you are prohibited from possessing a firearm because of a felony record or other disability.

    I wonder what the car jacking rate is in Houston or Dallas compared to Chicago, Philadelphia, or NYC? Of course, having a gun in the car is of little use if you are accosted in the parking lot. Better to get an LTC and maintain situational awareness. Oh, and drive older cars that thieves don’t want.

    I agree with your sentiment except for the licensing of my natural rights to self defense. I can read the Constitution and no where does it allow all the gun laws currently in existence. That's why the Fed Gov is a mafia instead of a government.
