… Across the district, 19 percent of them [San Francisco public school black students] passed the state test in reading, compared to 31 percent of black students statewide. The result: San Francisco, a progressive enclave and beacon for technological innovation, has the worst black student achievement of any county in California. …

San Francisco’s challenges are escalating even as its black population and share of young residents are shrinking. Soaring housing costs have been driving lower- and middle-income families out for decades, and it now has a lower percentage of children than any other major city in America.

Many of the black families who remain are concentrated in public housing in the city’s industrial Bayview and Hunters Point neighborhoods near the toxic naval shipyard whose jobs drew black laborers there around World War II. …

One strategy designed to boost academic achievement across the district and better prepare students to join a modern workforce is a citywide focus on science, technology, engineering and math instruction. Willie L. Brown Jr. Middle School anchors that effort in the Bayview.

The gleaming $55 million campus with state-of-the-art laboratories and floor-to-ceiling windows with panoramic city views opened to fanfare in 2015 on the site of Willie Brown College Preparatory Academy, which was under-enrolled, had low test scores and was crumbling before the city tore it down in 2011. …

Last academic year, at a school named for the city’s first black mayor, only 10 percent of black students passed the state test in reading and 2 percent passed math—an improvement from the prior school year when none of the school’s black students passed the math exam. …

    The smart money would say the Dems would try to appeal to the white working class. They’ve had some success going that route with guy they just ran in Pennsylvania, plus the guy that beat Roy Moore. But the old white guard of the Democratic Party is just too old at this point: Joe Biden is well past his sell-by date and Bernie will be pushing 80. A guy you would think that they would be pushing is Sherrod Brown from Ohio. He’s like Bernie-lite, but younger and just as good an orator. But he has one major disqualifying factor; during his divorce there were whispers of domestic abuse. Whether these were true or not doesn’t matter. In this age of me too# that makes his campaign verboten.

    So yes, I think the Dems will double-down and go for Kamala Harris. This is the theory of “you can’t stop what’s comin’”, so might as well get people used to the idea, even at a short-term cost.

  5. Everyone be sure to check out the county level tables at the end of the original article linked in the Stanford piece: https://calmatters.org/articles/san-francisco-states-worst-county-black-student-achievement/
    The tables are sortable by column. Some counties have truly pathetic (say <30%) all student proficiency in math levels.
    In English the B/W gap ranges from 14% to 41%. In math from 16% to 42%.
    I was surprised by how low the percentage of Black test takers in most counties is (1-15% with my eyeball median estimate being 2-3%).

    If you look only at those counties that have a substantial black population, you see that there's not much variation in the black scores; they all fall somewhere between the low 20s and the low 30s. (Except San Diego at 40%, which is your military family effect.)

    That range is easily within the range of test-fraud error and strategic-failure-to-administer-the-test error.

    Among California counties where at least 5% of public school students are black, San Diego (a relatively conservative coastal county by California standards, with lots of ex-Navy residents) blacks do best, followed by Riverside County (an exurban inland county with lots of housing developments, kind of a Texas like place in California).

    Los Angeles blacks do better than San Francisco blacks. San Francisco doesn't have much of a black community left outside the housing projects, while Los Angeles has some good to okay black communities, plus the San Fernando Valley is about 3% black without any specific black neighborhoods.

    True about the black underclass living in projects and section 8 housing being what is left. immigration and rising property values drove the black working class and small business owner out of the city for the most part. When I moved to SF in 79 there were sizable pockets of black working class and small business owners. By the time I left 30 years later they were almost entirely gone. Blacks are too dense to see how they have been hurt by immigration and leftist politics again and again.

  10. Chetty and others who expose massive evidence for HBD and then claim outlandish, but politically correct, explanations should be treated as frenemies of the HBD movement.

    This new study is a good example of how the HBD movement can be aided by data publication by its purported enemies. No one in the mainstream media or academia is allowed to state the obvious reason that African-American test scores in San Francisco are so low: mostly it is only the bottom economic tier of African-Americans who live there, in public housing. It is actually PC-forbidden to note that bottom tier communities tend to have lower average IQ than other tiers. It is obvious, but forbidden to mention. Our frenemies who collect this data and try to explain it based on weird “systemic racism” mechanisms will just make themselves look ridiculous, and make HBD look more obvious to observers.

    The more data the better, give our frenemies more research grants to publish more data documenting the inexplicable patterns caused by “systemic racism” (easily and elegantly explained by HBD).

    I guess they didn’t bother to check the stats for Washington Unified in Fresno. Nearly all (I’m exaggerating a little; 13% pass the English exam at this, one of the better schools of that district) the students fail stadardized testing there.

    Thanks for tracking down the real numbers .. this is a standard PC trick to deflect from HBD conclusions "... there is a mythical school that we heard about out there where they eliminated the black-white performance differential by using better teaching methods, hence the test gap cannot be attributed to HBD," and then it turns out to be noisy bluster and the evidence does not exist or is wildly exaggerated. Feminists used to try the same trick "... there is a society out there on an island in the south Pacific where women fight the wars while men raise the children ... it is a small island so we do not have photos." The trick does not work so well nowadays with the internet and camera phones, but it was all the rage in the 60s and 70s.

    You should send the Stanford Policy Centre a revision request -- they might do it if you explain it clearly and politely. It would make a nice addendum to the paper!!

    Under Trump, we now have proof of a deep state with dual support from both parties. Obama wasn’t much of a political tactician - he essentially accomplished nothing as a senator or president except sow chaos and accelerate demographic change - but he was a reliable tool of the deep state and both parties wanted him in the Oval Office to grease the skids for the globalist agenda. Kamala Harris would do that, too, but even her supporters hate her for her pettiness. Unlike Obama, she will not float above it all. Her clunky stupid performance during the senate confirmation hearings will be remembered as will her silly venal senate campaign which involved her spending all her campaign money on luxury hotels and restaurants. The fine dining seems to have added about five inches to her waistline in just the past year. I’m guessing the Dems will push a slick white male candidate against Trump to divide his white base.

He forced out his competitors and got away with it due to the Black thing. His Ill senate competitor got poleaxed by an illegal disclosure of some divorce related bullshit that was hearsay in the first place, but the media ran with it because Obama was Black. He did nothing of any note in the Ill or US Senate, nothing at all besides supporting infanticide.

    Hillary got TOLD to quit the race in 2008. She and Bill had the shit on Obama and would have beaten him like a skin drum, but the powers-that-be determined t was time for a Negro president, and Obama was as close as they were likely to come. He was The One. Hillary got promised SecState, and a LOT of cash for the Clinton foundation, as well as the nomination guaranteed in 2016 if she stepped aside. They also promised to completely trash her and Bill if she did not step aside. So she stepped aside.

    McCain NEVER ran against Obama, neither did Romney. Neither ever took it to him like in a real campaign. They had no intention of or interest in winning. No competition at all. No points for Obama here.

    In the Oval Office, with BOTH houses and the entire media in his corner, Obamcare was the best he could muster? He had 2 years to effect all sorts of things he claimed to favor, and only nibbled around the edges a little bit. His administration was full of affirmative-action hires that would have been roasted in the media and the Congress if it were not for the Black thing again. Did not want to anger the Black folk by asking why the First Black President was such a lame ass domestically and in foreign poilcy.

    So, no. Obama is not a skilled legislative tactician, or gave no evidence of it if he is. He is a privileged carmel colored guy who broke the color barrier. Too bad he was not as good a President as Jackie Robinson was a ballplayer. Robinson took the arrows and cast them back, while Obama went golfing. He was and is a lazy pseudo intellectual who does not give a shit about anyone else. He does not even like the Black people who supported him.

    Is the pass rate supposed to be the median? Or is it a Lake Woebegone number below which nobody should be falling?

    Generally for lower and middle grades, and it depends on the test, but a standard deviation difference represents about three class levels. So if they even just said something like the average black kid scored three class levels below the average white kid, that would tell us a lot.

    For the people publicizing these statistics that is a feature not a bug.

    Do you have a citation for "a standard deviation difference represents about three class levels"? That sounds high to me unless they are aggregating results for the same test for the whole school and not just one grade.

  21. The black achievement gap crisis would go away, if we as a society could rise above our reluctance to embrace transracialism. Eliminate transagism and even guys like me could step up and “give back to society”.

    I took the reading comprehension part of the state test a few years ago (I found it online). I got 15 out of 16 correct, reading nothing but the questions and the multiple-choice answers. Yes, the test is that hard.

Feminists used to try the same trick “… there is a society out there on an island in the south Pacific where women fight the wars while men raise the children … it is a small island so we do not have photos.” The trick does not work so well nowadays with the internet and camera phones, but it was all the rage in the 60s and 70s.

    Under Trump, we now have proof of a deep state with dual support from both parties.     If Bernie runs, and the only questions there are personal reasons (health, family, etc), he is already the next President.

    Even if Bernie doesn't run, what's essentially the "Bernie wing" of the Dem party has a very strong chance of winning the primary.     I think there’s some revisionism occurring here. I agree with Neo, one can detest everything Obama stands for and be impressed by his win in ‘08. Before Iowa, Obama was barely pulling half of the black Dem vote, nearly the entirety of Black political leadership was behind Clinton, even after Oprah endorsed him.

    I don’t recall the Iowa polls but consensus opinion was he’d finish third behind Clinton and Edwards. For sure defeating McCain is no mean feat but him winning the Dem primary was impressive. I don’t think Kamala has the wits, ability or the backing to pull it off.

    This "passed a state test" way of measuring things is idiotic. Tests results come in a bell curve. Give us that data, separated by race, or at least give us the medians and either the standard deviations, or else some percentiles, such as the top and bottom quintile scores.

    Is the pass rate supposed to be the median? Or is it a Lake Woebegone number below which nobody should be falling?

    Generally for lower and middle grades, and it depends on the test, but a standard deviation difference represents about three class levels. So if they even just said something like the average black kid scored three class levels below the average white kid, that would tell us a lot.

My grand daughter just tested into a Cleveland area private HS. Her test score was at the 69th percentile. My son was appalled because she is ranked in the top ten of her class at her public middle school. Two weeks of tutoring and a retake on the exam produced a 90 percentile. Thousands of HS students who do well enough to gain entrance to good colleges still need remedial help as freshmen. We are told that more money fixes all educational problems, but Chicago lost 21.000 students over the past two years, and passes school budget increases and gets the same poor results.

Likewise, rent controlled tenants have been forced out, typically by “owner move in evictions” or paid to leave. That just leaves the public housing.

    It is really crazy to walk by a public complex in an gentrified area of SF. There are a few that have 3500+/mo apartments on all four sides of them. And then the most crazy part is the public housing with parking, there will be a beaten up 90s Caddys and old Japanese Steve Sailer Specials in super convenient surface spots mocking all the tech bros who pay 3500 a month and can’t afford a spot, plus the ones who pay 4500 and have to fit in a tight little garage spot.

    If SF ever decided to rent some of its public housing at market rates plenty of the units would go for 5,000 a month.

    Bad areas can exist in some unlikely cities. Last August I made a 36-hour round trip from New York to Idaho to see the eclipse. Returning my car to Salt Lake City airport several hours after the eclipse, I got off I-15 to get gas and found myself in a rather sketchy neighborhood. I believe it was near the Utah state fairgrounds, though by that point I was too addle-brained to note any street names. While most of the buildings weren't too badly rundown there were some extremely questionable characters wandering about. Hardly my expectation for Salt Lake City.

    One thing middle america could do is realize that no educated person wants to live in a shithole with stupid people. Especially violent, racist, and/or misogynistic ones. When big corporations think about where to put call centers, factors [sic], development centers, etc, they also have to deal with the fact that those towns have nothing going for them. No infrastructure, just a few bars and a terrible school system.

    The smart money would say the Dems would try to appeal to the white working class.     I don’t know about President though I fear you may be correct. What is certain in my mind is that she will be the Democratic Party’s nominee. The same sorts of Prius drivers that were early supporters of Obama are getting on the Kamala Harris bandwagon. Only Bernie and Joe Biden are polling ahead of her and I don’t think Democrats of any stripe are ready to cast their primary votes for what would be an octogenarian president. In addition it looks like the Dems are going to reduce the number of unelected “super” delegate establishment delegates.

    If Bernie runs, and the only questions there are personal reasons (health, family, etc), he is already the next President.

    Even if Bernie doesn’t run, what’s essentially the “Bernie wing” of the Dem party has a very strong chance of winning the primary. The 2020 general election is winnable by various legitimate Dem candidates, true, for instance as often talked about Biden would actually win the general election too, but he probably won’t get near it, good odds he doesn’t even run.

    This "passed a state test" way of measuring things is idiotic. Tests results come in a bell curve. Give us that data, separated by race, or at least give us the medians and either the standard deviations, or else some percentiles, such as the top and bottom quintile scores.

    Is the pass rate supposed to be the median? Or is it a Lake Woebegone number below which nobody should be falling?

    Generally for lower and middle grades, and it depends on the test, but a standard deviation difference represents about three class levels. So if they even just said something like the average black kid scored three class levels below the average white kid, that would tell us a lot.

    I think there’s some revisionism occurring here. I agree with Neo, one can detest everything Obama stands for and be impressed by his win in ‘08. Before Iowa, Obama was barely pulling half of the black Dem vote, nearly the entirety of Black political leadership was behind Clinton, even after Oprah endorsed him.

    I don’t recall the Iowa polls but consensus opinion was he’d finish third behind Clinton and Edwards. For sure defeating McCain is no mean feat but him winning the Dem primary was impressive. I don’t think Kamala has the wits, ability or the backing to pull it off.

    Hastings is more of a bar revuew-style law school. Top law schools, like Berkeley across the Bay, don't stress practical law, but rather trend toward abstract thinking. Students have to fend for themselves when they graduate and take the bar, learning the stuff in a few months, but they're smart, so they do it. Bar review-style law schools mostly cram you for the test, but the students are less bright, sometimes outright dull, so they forget what they learned.

    Nothing wrong with having to take the bar exam, especially the California bar 2 or even 3 times. Howard is a very low level school, maybe in a scale of 1 to 10 with 10 the highest Howard is probably 15. Hastings is not Stanford or Boalt or UCLA but is still one of the top California law schools.

    If there are any attorneys or people who have worked with or used attorneys a lot here, those who know attorneys know that neither law school nor bar exam score has all that much to do with how effective they are.

    Hastings is more of a bar revuew-style law school. Top law schools, like Berkeley across the Bay, don’t stress practical law, but rather trend toward abstract thinking. Students have to fend for themselves when they graduate and take the bar, learning the stuff in a few months, but they’re smart, so they do it. Bar review-style law schools mostly cram you for the test, but the students are less bright, sometimes outright dull, so they forget what they learned.

    The smart money would say the Dems would try to appeal to the white working class. They’ve had some success going that route with guy they just ran in Pennsylvania, plus the guy that beat Roy Moore. But the old white guard of the Democratic Party is just too old at this point: Joe Biden is well past his sell-by date and Bernie will be pushing 80. A guy you would think that they would be pushing is Sherrod Brown from Ohio. He’s like Bernie-lite, but younger and just as good an orator. But he has one major disqualifying factor; during his divorce there were whispers of domestic abuse. Whether these were true or not doesn’t matter. In this age of me too# that makes his campaign verboten.

    So yes, I think the Dems will double-down and go for Kamala Harris. This is the theory of “you can’t stop what’s comin’”, so might as well get people used to the idea, even at a short-term cost.

    I think there’s some revisionism occurring here. I agree with Neo, one can detest everything Obama stands for and be impressed by his win in ‘08. Before Iowa, Obama was barely pulling half of the black Dem vote, nearly the entirety of Black political leadership was behind Clinton, even after Oprah endorsed him.

    I don’t recall the Iowa polls but consensus opinion was he’d finish third behind Clinton and Edwards. For sure defeating McCain is no mean feat but him winning the Dem primary was impressive. I don’t think Kamala has the wits, ability or the backing to pull it off.

    News about the poor performance of San Francisco public schools reminds me of Melinda Byerly, the SF IT entrepreneur who had her 15 minutes of fame- or shame- last year. She informed us why corporations don't want to locate in Middle America, in favor of places like her beloved San Francisco:Melinda Byerly tweets captured. Among other things, she told us that a "terrible school system" is one reason why corporations do not want to locate in Middle America.

    One thing middle america could do is realize that no educated person wants to live in a shithole with stupid people. Especially violent, racist, and/or misogynistic ones. When big corporations think about where to put call centers, factors [sic], development centers, etc, they also have to deal with the fact that those towns have nothing going for them. No infrastructure, just a few bars and a terrible school system.

While most of the buildings weren’t too badly rundown there were some extremely questionable characters wandering about. Hardly my expectation for Salt Lake City.

    Although there are sections that will remain forever black due to large scale public housing projects many black homeowners are selling their craftsman era pre-WWII houses and taking the money and running mostly to the far Eastside of town. House prices in Portland continue to rise pretty much everywhere.

    Agree. In 2014, black activists prevented Trader Joe's from building a store and shopping plaza in Northeast Portland. The activists said it was a move to further gentrify the area. Northeast Portland was 75% black in 1990, but only 25% black in 2010. Jefferson High School is half black with only about 500 students total.

    The store was going to be on the corner of Northeast Martin Luther King Jr. Blvd. and Alberta Street. Trader Joe's purchased the 2 acre property from the city for $500,000 which was $2.4 million less than the appraised value of $2.9 million.

    Yesterday an unusual adventure took me down to El Camino Ave in Sacramento County for the first time in a decade. The business I sought out was in a black ghetto with sagging power lines and weeds in all the cracked sidewalks. Lovely. Tall, iron-spiked fences surrounded everything: the businesses, the homes, the old apartments. Apparently the rent is cheap because there was a large section 8 apt complex complete with signs designating it as such.

    I guess this is what passes for "best county?"

    The tables are sortable by column. Some counties have truly pathetic (say <30%) all student proficiency in math levels.
    In English the B/W gap ranges from 14% to 41%. In math from 16% to 42%.
    I was surprised by how low the percentage of Black test takers in most counties is (1-15% with my eyeball median estimate being 2-3%).

    Among California counties where at least 5% of public school students are black, San Diego (a relatively conservative coastal county by California standards, with lots of ex-Navy residents) blacks do best, followed by Riverside County (an exurban inland county with lots of housing developments, kind of a Texas like place in California).

    Los Angeles blacks do better than San Francisco blacks. San Francisco doesn’t have much of a black community left outside the housing projects, while Los Angeles has some good to okay black communities, plus the San Fernando Valley is about 3% black without any specific black neighborhoods.

    San Diego also has a large East African population. Long distance runner Meb Keflezighi, Eritrean, is from San Diego and one of ten children. From UCLA alone, Meb has an undergraduate degree, a sister a medical degree, and a brother an undergraduate and law degree.

    A transformation happened in City Heights from being a community with a suburban feel to a haven for refugees that started when Vietnamese immigrants first began settling here in the 1970's.

    These refugees streamed into City Heights starting in 1974, a year after the last American troops left and a year before Saigon fell. Cambodians and Laotians followed them. Refugees from Central America were also relocated in the neighborhood fleeing brutal civil wars in Nicaragua, El Salvador and Guatemala.

    Ethnic Albanians from Kosovo and Kurds from Iraq were resettled here briefly in the 1990's. In 1998, East Africans fled border wars in Ethiopia and Eritrea and were resettled in the community.

    The Sudanese and Somalis, who were also fleeing brutal conflicts in their countries, followed these refugees. Commented a local resident; "Anytime there is a conflict in the world, refugees from the country land in City Heights within three months." The San Diego region is designated by the State Department and by other certified Refugee Relocation Organizations as a resettlement or "immigration zone" for refugees, one of six in the country.

    My sons' black friends were raised in highly religious families: Baptist, Episcopalian, Catholic, 7th Day, Methodist, Lutheran. Every single one of them is upper middle class..some are still in Uni, but they are talented*, ergo deservedly, recruited. I also, have Boomer black friends who just hate all this bs that is going on with Trump in the WH. They can not say that they are Republican, or voted for Trump - this, to me, is really ghastly... and a pox on the house of any, and all Democrats.

    Nothing wrong with having to take the bar exam, especially the California bar 2 or even 3 times. Howard is a very low level school, maybe in a scale of 1 to 10 with 10 the highest Howard is probably 15. Hastings is not Stanford or Boalt or UCLA but is still one of the top California law schools.

    San Diego also has a large East African population. Long distance runner Meb Keflezighi, Eritrean, is from San Diego and one of ten children. From UCLA alone, Meb has an undergraduate degree, a sister a medical degree, and a brother an undergraduate and law degree.

    City Heights is a neighborhood in San Diego.

    A transformation happened in City Heights from being a community with a suburban feel to a haven for refugees that started when Vietnamese immigrants first began settling here in the 1970's.

    Portland’s homeless are almost all White too. At least this was the case when I visited in 2011. They do have an MLK street in Portland though so they must’ve had a black ghetto at one time. I did see a few Somalis in Portland when I was there. They are the brand new favorite negro of American liberals.

    Yesterday an unusual adventure took me down to El Camino Ave in Sacramento County for the first time in a decade. The business I sought out was in a black ghetto with sagging power lines and weeds in all the cracked sidewalks. Lovely. Tall, iron-spiked fences surrounded everything: the businesses, the homes, the old apartments. Apparently the rent is cheap because there was a large section 8 apt complex complete with signs designating it as such.

    I guess this is what passes for “best county?”

    North Portland is rapidly gentrifying. There is even talk of shutting down traditionally black Jefferson High School due to dropping enrollment and scandalously low student achievement. Whites and many blacks simply refuse to send their children there.

    Although there are sections that will remain forever black due to large scale public housing projects many black homeowners are selling their craftsman era pre-WWII houses and taking the money and running mostly to the far Eastside of town. House prices in Portland continue to rise pretty much everywhere.

    Agree. In 2014, black activists prevented Trader Joe’s from building a store and shopping plaza in Northeast Portland. The activists said it was a move to further gentrify the area. Northeast Portland was 75% black in 1990, but only 25% black in 2010. Jefferson High School is half black with only about 500 students total.

    The store was going to be on the corner of Northeast Martin Luther King Jr. Blvd. and Alberta Street. Trader Joe’s purchased the 2 acre property from the city for $500,000 which was $2.4 million less than the appraised value of $2.9 million.

    Nothing wrong with having to take the bar exam, especially the California bar 2 or even 3 times. Howard is a very low level school, maybe in a scale of 1 to 10 with 10 the highest Howard is probably 15. Hastings is not Stanford or Boalt or UCLA but is still one of the top California law schools.

    It’s considered 27th in the nation and 33rd in bar exam pass rate.
    Counting a few unaccredited schools, there are about 235 law schools in the United States.

    Hastings is in the top 10 percent. And it’s definitely not an open admissions school.
    To get through Hastings and pass the California bar is an achievement for anyone.

    San Francisco politics are ruled by about 15 people. She was sponsored by one of them and the rest got in line. She’s a woman, good looking and officially black. She’s not a lesbian which will help in a run for president. She doesn’t look black at all in her picture. So I don’t see blacks rushing to vote for a woman they perceive as White.

    If there are any attorneys or people who have worked with or used attorneys a lot here, those who know attorneys know that neither law school nor bar exam score has all that much to do with how effective they are.

Among other things, she told us that a "terrible school system" is one reason why corporations do not want to locate in Middle America.

    One thing middle america could do is realize that no educated person wants to live in a shithole with stupid people. Especially violent, racist, and/or misogynistic ones. When big corporations think about where to put call centers, factors [sic], development centers, etc, they also have to deal with the fact that those towns have nothing going for them. No infrastructure, just a few bars and a terrible school system.

    The SF dismal test scores are sadly typical in many cities. Buffalo and Cleveland have results that are similar and in some cases worse. Public schools are a criminal enterprise. My grand daughter just tested into a Cleveland area private HS. Her test score was at the 69th percentile. My son was appalled because she is ranked in the top ten of her class at her public middle school. Two weeks of tutoring and a retake on the exam produced a 90 percentile. Thousands of HS students who do well enough to gain entrance to good colleges still need remedial help as freshmen. We are told that more money fixes all educational problems, but Chicago lost 21.000 students over the past two years, and passes school budget increases and gets the same poor results.

    How can they not be criminal when they have to pretend to educate low IQ blacks without a lot of self-control to white standards? Give people an impossible task, prohibit them from saying that the task is impossible, and they will cheat.
