A few days ago I wrote:

Personally, I suspect that Bill and Melinda Gates know about and worry about African overpopulation more than I do, and they are playing a complex 4-D chess game to try to do something about it.

But I worry that nobody else will notice what they are worried about.

Today, Gates came out of the closet on the African population bomb. From Reuters:

Africa’s rapid population growth puts poverty progress at risk, says Gates

LONDON (Reuters) – Rapid population growth in some of Africa’s poorest countries could put at risk future progress towards reducing global poverty and improving health, according to a report by the philanthropic foundation of Bill Gates.

Demographic trends show a billion people have lifted themselves out of poverty in the past 20 years, the report found. But swiftly expanding populations, particularly in parts of Africa, could halt the decline in the number of extremely poor people in the world, and it may even start to rise.

“Population growth in Africa is a challenge,” Gates told reporters in a telephone briefing about the report’s findings.

It found that poverty in Africa is increasingly concentrated in a few countries, which also have among the fastest-growing populations in the world. By 2050, it projected, more than 40 percent of world’s extremely poor people will live in just two countries: Democratic Republic of the Congo and Nigeria.

Asked about the best ways of tackling the growing population and poverty challenge, Gates said improving access to birth control was key, and this should be combined with investment in young people’s health and education.

“The biggest things are the modern tools of contraception,” Gates said. “If you have those things available then people have more control over being able to space their children.”

The report, entitled Goalkeepers, tracks 18 data points on United Nations development goals, including child and maternal deaths, stunting, access to contraceptives, HIV, malaria, extreme poverty, financial inclusion, and sanitation.

In its family planning section, the report called on policymakers to empower women to exercise the right to choose the number of children they have, when they have them, and with whom.

According to U.N. data, Africa is expected to account for more than half of the world’s population growth between 2015 and 2050. Its population is projected to double by 2050, and could double again by 2100.

    Bill Gates was right to previously give hopeful, optimistic, inspiring commentary. "Don't bring me problems, bring me solutions" is a wise frame of reference.

    They are betting that by improving the lives of Africans now, they will be able to convince enough Africans to go to the Western ideal of shutting down fertility before Africans are so overwhelmed by numbers and increased misery that they stick with the African ideal of maximum fertility.

    They have no good reason to believe they will win this bet.

    But it's a bet that feels good today.

    The immediately preceding iSteve article ridicules the idea that negative population growth (and therefore lots of old people) Japan needs immigrants..

    Of course neither situation will be sustainable-something will have to give in either case. But its interesting that Unz.com with its old readership and authorship clearly prefers the latter. How much of the cause of that stems from Unz.com’s clear anti-youth perspective (all old writers all the time-except for Karlin for some reason)

    Universal 1.5 fertility for a few generations would be fine with me. So would 1.2 and 2.5.

    There's no problem with a crowded nation like Japan--or China, or Germany--running with sub-replacement fertility for a generation or two. Say Japan's population falls gradually to 70 or 60 million--big deal.

    Over a couple generations the genotypes and cultural attitudes that are fertility averse in the modern environment get selected out … and fertility friendly types and attitudes come to predominate and things come back into balance.

    The *entire* problem is allowing any immigration.

    Then instead of pressure being released and space opened up for your descendants, instead of a natural process of reduced pressure brining recovery … your people are replaced, genocided.

    Immigration is population replace--death.

    South Africa gives free depo injections to women at municipal clinics. It's reversible, so it doesn't have the stigma associated with sterilization.

    It's also cheap and effective, and there is no messing around with pills, which is important for a low-IQ population.

  18. 1. A billion people have lifted themselves out of poverty in the last 20 years. This is ENTIRELY due to CHINA. Take China – with it’s now low fertility rate – out of the equation, and poverty is getting worse not better.

    2. It’s not really population growth. It’s whether people try to have more children than they can support. In places like Bangladesh and India etc., fertility rates are moderating because women are chronically malnourished and are physically incapable of bringing seven pregnancies to term. This is not a good thing, because it means that the society will be crushed into the most miserable level of substance compatible with human life.

    3. What we really need is not so much active government policies aimed at limiting population growth: we need to stop active government policies aimed at maximizing population growth! All over the world, we see governments that are encouraging large families, or using third-world immigration to cancel out the effects of low domestic fertility rates (because cheap labor). And no, immigration doesn’t just move people around: it maximizes global population, because every person who escapes from a place like Bangladesh makes room for one more person to be born and survive to adulthood back home.

    Corporations, as well. Gates and other supposedly enlightened Western billionaires may want Africa to slow down a bit for the good of all humanity, but others, particularly our emerging Chinese and Indian overlords, may not care so much for our future as a society as they do about how much money they can squeeze out of the upcoming billions of Africans.

    That has been noted elsewhere, but I think it's worth repeating. I live in the Third World, Brazil, to be exact. If enough Chinese and Indian tycoons think like our own money (both new and old), indeed like the average dweller here when it comes to making a profit (myself possibly included... only if I were wealthy we'd be sure), we're all fucked.

    It's a problem with no easy solution. Like commenter candid_observer said, it's a gamble, but maybe there just isn't much to be done if Africans decide not to step on the brakes. The West is also responsible for a great deal of what we'll likely go through. Most of us have a hand in it. The future looks grim.

    Gates's Gates is neat, though.

    Ask yourself: How can you claim this with any certainty? How do you or Gates know that these public health measures will actually be adopted? How can you or Gates know how much IQ will be improved if they are adopted? If the IQ is improved to a degree, how much of an impact does this have on fertility and population growth? Even if fertility and population growth are "depressed" relative to today, how do you or Gates know they will be so depressed that the basic curve of population growth is really changed?

    None of this is known with any justifiable confidence by anybody.

    But by all means, continue to meddle. So what if it may well create more miserable people than in all of history?

    2. It's not really population growth. It's whether people try to have more children than they can support. In places like Bangladesh and India etc., fertility rates are moderating because women are chronically malnourished and are physically incapable of bringing seven pregnancies to term. This is not a good thing, because it means that the society will be crushed into the most miserable level of substance compatible with human life.

    3. What we really need is not so much active government policies aimed at limiting population growth: we need to stop active government policies aimed at maximizing population growth! All over the world, we see governments that are encouraging large families, or using third-world immigration to cancel out the effects of low domestic fertility rates (because cheap labor). And no, immigration doesn't just move people around: it maximizes global population, because every person who escapes from a place like Bangladesh makes room for one more person to be born and survive to adulthood back home.

    Yes, it seems to me that if AI is truly intelligent, (capable of independent observation, inference, hypothesis formulation and testing,) then attempts to make it "woke" or to coerce it into avoiding PC crimethink would have to drive it into a form of insanity.     And what of the human engineers coercing it? The AI would explain to them exactly why, e.g., "race is a social construct" is false. Gates and other supposedly enlightened Western billionaires may want Africa to slow down a bit for the good of all humanity, but others, particularly our emerging Chinese and Indian overlords, may not care so much for our future as a society as they do about how much money they can squeeze out of the upcoming billions of Africans.

    That has been noted elsewhere, but I think it’s worth repeating. I live in the Third World, Brazil, to be exact. If enough Chinese and Indian tycoons think like our own money (both new and old), indeed like the average dweller here when it comes to making a profit (myself possibly included… only if I were wealthy we’d be sure), we’re all fucked.

    It’s a problem with no easy solution. Like commenter candid_observer said, it’s a gamble, but maybe there just isn’t much to be done if Africans decide not to step on the brakes.     African and other third world censuses are notoriously inaccurate. Usually the national government sends a form to provincial governments who sends forms to the towns and villages.
    The local leadership makes up any figure that seems reasonable and sends it to headquarters.
    Often they just take the last figure and double it thinking each couple has kids. But they forget that some people die and others move.

    There is no way to get an accurate census in some countries.

    I was considering replying with something like this. Racial groups like Japanese or whites are not uniformly having few children. There is a boiling off occurring.     There's also a correlation between number of children and political beliefs. Children per couple, least to most: very left > moderate left > moderate > moderate conservative > very conservative. IIRC very conservative families are averaging over replacement while very liberal families are well below replacement.     I would conjecture that the US population we are told is probably correct. However, the governments of many foreign countries have a number of incentives (most in the form of aid from some organization or power) to claim inflated population numbers. Whether or not they do is not actually something I know. Given the potential upside I would say there is a fraud risk, and the documented and perceived level of corruption in these states leads me to conclude there is likely some effery about. But I’m just an anonymous moron on the internet who has never so much read a book about the topic.

    The US P-3 Orion that the Chinese fighter jock collided with back in 2001 is a design from the early 60s.

    And forget surveillance, the the main US strategic bomber is still the B-52--a late 40s design that entered service in 1952! (We're scheduled to keep flying it for the foreseeable future.     The Orion flies long range high loiter missions by feathering two of the four engines. If either of the two still running quits they just start another one, no problem.

    Turboprop engines are still very popular on smaller aircraft, as we saw with the recent incident at SeaTac.

    I've never been to Africa but I had a lot of African foreign students as my tenants and neighbors back in the day. So my opinions are based on years of personal observation and experience. I knew some bright Africans but even with them, reason often seemed an alien component completely omitted from their beings. I don't know how else to describe it. But it left me bereft of any optimism regarding Africa's future or the future of a world of which Africa is a part.

    The P-3 Orion subchaser plane has turboprop engines. Lockheed based it on the Electra turboprop airliner. My father worked on both. I forget why turboprops quickly died out as airliners but have stayed on for half a century as a subchaser: fuel economy? Reliability? It has four engines, which I'm sure helps the confidence of crewmen who fly a thousand miles or more from any land.

    The Orion flies long range high loiter missions by feathering two of the four engines. If either of the two still running quits they just start another one, no problem.

    This is why the P-3 has four turbo-props – robust design for a bird that flies endless patterns over vast stretches of ocean (think of the way you now the lawn, row after parallel row to ensure coverage).

    Sub-hunting is less en vogue now than ever – crazy Arab terrorists don't have SSBNs and aren't likely to at all soon, and modern geopolitics preclude much more than grumbling and sabre-rattling amongst the E.U., U.S.A., China, Russia, and the like.

    Thus these patrol craft more commonly perform reconnaissance with powerful cameras and electronic geegaws, as well as drug interdiction – which isn't as operationally gruelling as meticulous patrols for submarines, with no actual target ("see if any are in this expanse of the Atlantic Ocean" is a Hell of a broad mission).

    The main USAF fast jet trainer is the T-38, now operational for well over 50 years with no sign of replacement.

    The more obvious comparison is the P-3, a four engine turboprop which started life as an airliner in the late 1950s.

    Really, since the laws of aerodynamics have not changed, a number of very old designs are still excellent trainers.

    I take your point, though. The entire premise that the age of a technology as such determines it's utility is of course stupid. After all, every military in the world is still relying upon jet engines developed in the 1940s, gunpowder for its firearms invented in the ninth century A.D., and (the scandal!) moving materiel around using wheels of a provenance more antient than anyone can accurately say.

African cities aren’t attracting enough of the surplus rural population because inefficient African industry can’t compete with Asian industry in a free trade environment. And without higher levels of urbanisation, Africa’s population will continue to grow and become a major demographic threat to the rest of the planet.

    Note: Africa is urbanising a lot, but it needs to urbanise a lot more if it is to discourage people from having large families.

It is a four engine aircraft mostly because it is based on an existing airframe, the Lockheed Electra. However, that made two engine loitering convenient as it turned out.

    The Orion has been a superb platform but it is long in the tooth in several ways. Still, the real reason for the Poseideon is profitability, it is a current mass production airliner airframe.

    It would be interesting to know if it has Skydrol or 5606 hydraulics. The airlines transitioned to Skydrol in the very last four engine recip transports and in the first gen jets, but the military stayed with the kerosene based MIL-H-5606 hydraulic systems.     It’s amazing how much expensive equipment is stolen by black school administrators and janitors Then it’s disparate impact because there are no computers sports equipment movie screens and other equipment in Black schools.

    African and other third world censuses are notoriously inaccurate. Usually the national government sends a form to provincial governments who sends forms to the towns and villages.
    The local leadership makes up any figure that seems reasonable and sends it to headquarters.
    Often they just take the last figure and double it thinking each couple has kids. But they forget that some people die and others move.

    There is no way to get an accurate census in some countries.

    No, old son, the Israelis used the IL- 20 as cover in their attack on Latakia. The larger radar signature of the IL-20 was what got them killed, because the missiles locked on to that; probably it was flying at a higher altitude, while the F-16s were sneaking in much lower, too. The Russian Ministry of Defense stated that they only alerted the Russians one minute before the shoot down, too late for the IL-20's pilots to remove their aircraft from danger. These condign Israeli bastards just got 15 Russian servicemen killed while they were monitoring for jihadi drone attacks on their facilities (and there have been many of those), and all because they think themselves just too fucking clever.
