    When the subprime issue surfaced, the overall damage was estimated at 300 Billion dollars, not a small amount but which a 12 Trillion dollar economy like the US can easily absorb. It was the complexity of how this 300 Billion were distributed that caused the uncertainty in the market and finally the run on the banks and panic we are seeing now. I would say then that the subprime default issue was a wellintentioned fiasco, that triggered the krach. I could not even accuse the excessive leverage of the financial system, because in prosperous times that is perfectly rational. Minorities play a very marginal role in the economy, they produce little and consume little. You may not like them, but they didnt do it. Mass panics are never planned and hanging people will be unjust. On the other hand, I would select a few sacrificial victims, organize a public show trial and send them to prison, so the masses will feel the necessary rites have been carried out, the anger of the gods has been calmed and harmony restored. Then the Stock Exchange will rebound mightily.

    Correct. But that was true also ten years ago, in fact, it is known since Lynn published his table of correlation between IQ and GNP. America was among the few nations (like South Africa) with a GNP much higher than justified by its human capital.

    With about half of its population Mexican, it is obvious that the new California should resemble Mexico. It seems that the country’s elite has yet to digest this change, and adjust the educational, financial, etc. systems to it. In fact, it seems that there is a very strong resistance even to aknowledge the fact that a deep change has taken place.

    Hope the current crisis will serve to adjust those system that are based on a different America to its new demographic profile. I know many would like to change demography instead, but that seems improbable.

There are many local conflicts in China where Hui are against Han, which never make the national scene because China is so large. But the potential for conflict is there.

    Building a long border barrier is not an expensive infrastructure project. Here in Israel, the Army was charged with carrying out the job when terrorists were blowing up daily in Tel Aviv bars, and all budgetary, environmental and bureaucratic restrictions were lifted. An interministerial anti-red-tape commission was set up, that was never active as the Army ignored red tape. The project was finished in no time but since then there are unending legal processes because part of it is in private land, or obstaculizes the mating habits of some field rat, or it just ruins the view of the Samaritan mountains. I think about 20 – 30% has been moved once or more. Conclusion: In civil engineering projects, there is no way to avoid planning and permitting. Instead, every city and department has many projects in their archives that were fully designed but never budgeted. California water recycling system is one of those project, it needs a few billions to get started.

    The idea of turning Arctic rivers Southwards is obvious but only the Russians were able to do something about it. In 1970 they diverted the Pechora and Kama Rivers toward the Volga and the Caspian Sea in the south in western Russia. A 70-mile stretch was levelled with three 15 kiloton nuclear devices. In 1980’s twelve Arctic-bound rivers were proposed to be redirected to the dry south. At the time it was feared that the projects would change the climate (cooling it), but the climate changed without any assistance and the South of Russia is drying up while the rainfall in the North is increasing and the freshwater flowing into the Arctic. Today even the Russians are impotent when faced with a Leopard frog.

    In summary, I am rather skeptical about President Obama tackling the Parson Project.

    That is certainly not what Karl Marx and all the Victorians thought. Manchester for example was built on foreign captive markets. If not for English inhibition of the Indian, Chinese, Japanese textiles industries during the 19th century, Manchester´s textile industry would have died a century and half before it did, mortally hurt by the Japanese and given the coup-de-grace by the Chinese. The English barely built a railroad in Central Europe, they could not penetrate the market and had to sell their wares in South America, India and the Middle East. It appears that Greg Cochran thinks that colonial exploitation was a myth. Not one of the real people who experienced the thing – as colonizer or colonized – thought so.

The British, razib, did everything they could to manage Persian loans and to build Persian railways, but they were checked for a long time by the German led alliance. In the end, Persia was occupied militarily by the British to exploit its natural resources.

    Regarding the recently fashionable idea that colonialism was not worth it, that colonies were too expensive and a constant drag on colonial countries, it is nonsense. Just one example: The Congo made very rich a Belgian King. Talking about something I know: I happened to live in Nigeria not long after “liberation”, and the annual budgets (under the British there were such things) registered no deficits. The British left well run and profitable colonies, I still wonder why. Argentina, which was a de facto colony, paid Barclays and other British banks (that are no more) fantastic interests and rents. Colonies made rich many individual Englishmen, and made England industry viable. It is naive to imagine that the permanent competition for colonies was driven by anything that profits.

    Colonial life was beautiful. Firstly, the pay was the double than in the metropoli for a similar position. Help was abundant and had a very good attitude. Since good people was generally unavailable for God forgotten places, all hands were welcome, alcoholics, deviates, etc. The social life was extreemely tolerant for excentrics. Ambitious people had opportunities that only middle aged people received in the metropolis. A young architect could build original government buildings, he could experiment, he was alone. people had time for reading and writing. Colonies were paradise, and they worked very well.
