You are stretching things a lot when you say many Chinese have zero purchasing power and are doing illegal gaming or scams in other countries like Malaysia or Philippines. Most of the scammers and gambling site operators are just criminals from the PRC who moved to Southeast Asia in the more recent timeline to operate illegal activities banned in the PRC. At least in Malaysia, the police will carry out raids from time to time and arrest these criminals. Moreover, the primary targets of these criminals in Malaysia are mainly other overseas Chinese, Muslims do not gamble. Check out the Indonesian and Malaysian national Badminton teams, and you can see many a history of Chinese players proudly representing their country.
