The IQ of a country is the average score obtained *within that nation* on a written test of puzzles and mind teasers achieved by *selected test takers*. An IQ of 100 in the US and an IQ of 100 in another country can not be cross referenced because the samples are different.

Russians do well at chess because it matters to them. American Jews do well on IQ tests because they try hard and judge themselves by it. So two wrongs make a right? How will "they" select who must "pay" for past crimes and indignities? Last name? Ethnic heritage/ancestry? Secret tribunals? Violence begetting violence isn't only a cliche...it's the truth. If every person or group that was wronged seeks revenge, or "payback", the cycle of violence is perpetuated and when the shoe is on the other foot it comes full circle again. Is it possible for humans to free themselves of these shackles? Yes, I think so...to a point. There are communities of people who are not, I repeat not, hung up on race, religion or ethnicity and live happily in mixed communities. But these are rare...generally people get along or "tolerate" other cultures, religions etc. but prefer mingling with their own.

As events around the world show, it doesn't take much for "tolerant" people to turn on each other. Humans are in a unique position in that we have a self-reflective consciousness and seek explanations for why things are...for why WE are...but we really don't know much at all. We make up stuff that sounds plausible, or comforting, and are great toolsmiths, but at the end of the day we are stumbling around in the dark clinging desperately to our illusions and delusions. Even free will may be an illusion...and if that is the case, where does that leave us?
