Obviously everyone in a position of responsibility already realizes that the US has a massive problem dealing with the descendants of the survivors of slavery, and that there is not a whole lot of point in simply saying that blacks are stupid and violent.

But let's suppose that this idea is widely accepted and acknowledged. What policy changes would improve the quality of life for both black and white people living today? What is Steve's plan?

Many years ago, I think it was Leonid Breschnev who suggested that the USA ought to create an autonomous homeland for blacks within the territory of the USA.

Certainly the USA is large enough that a place the size of Israel could be carved out and hardly missed at all. (You could probably do this in sparsely populated North Florida.)

Of course when the idea was floated, it was met with shock in the US and immediately dismissed as ludicrous.

But what is Steve's plan?

The issue is certainly not without precedent in the hemisphere. Look at countries like Guyana and Trinidad that are divided 50/50 between Blacks and Asians, with a smattering of while elites. Or Jamaica and Venezuela, which have some of the highest murder rates in the world.

But then there are also black-ruled jurisdictions within the hemisphere that are less murderous. For example, it might be worth studying why Curacao has the lowest crime rate of the Caribbean islands.

And then we can look at countries like Haiti and the Dominican Republic and Puerto Rico and see what it is that makes them so lawless, and what differences they have.in common.

Why does Puerto Rico have a murder rate (about 20 per 100,000 annually) much higher than any place in the US except for possibly Washington, DC? What can we learn from this?

Why does Puerto Rico, which is American ruled, have a murder rate about double that of both Haiti and the Dominican Republic. What is going on the in Greater Antilles?

If Steve has a solution, cannot the US and other countries in the region benefit from it?

The current plan in the US is to encourage as many blacks as possible to get an education, obtain responsible government jobs with benefits, become home owners, and so on, and to hope that the young, single testosterone-addled men will eventually mature a bit once they hit the age of about 35 to 40 and are released from prison.

But what improvements can we make? Does Steve really have any contribution to make to criminology?

I don't have any answers, but based on my experience working with young criminals in prisons, I would say that breaking up the influence of gang membership on young single men from poor homes would be very important, and also removing the obvious profitability from dealing in illegal intoxicants and prostitution.
