This person was most probably Mark J Satter, a Jew. He blockbusted white neighborhoods to acquire property at below-market rates, he lent to blacks to buy the properties at over-market-value, and he repossessed the properties when blacks failed to pay their mortgages, and acquired the properties for himself and his investors, then became an urban slum lord. I read his columns for about six months even though I found him needlessly offensive, wondering why on earth he would be so repellent in some columns and seemingly reasonable in others.
