The simple short-term solution to this would be to reform the various State constitutions so that District Attorneys are appointed by the local judiciary rather than elected by popular vote. Blacks will vote themselves free ice cream and no consequences whenever you give them a chance.

When outside money influences these local elections for District Attorney, what happens is that that money gets the word out to the darkies that this candidate will not prosecute even the most fiendish ape shenanigans. And the darkies vote for the “no consequences” candidates because they know that that will benefit them greatly in the short term, because most blacks are low-level criminals of one stripe or another.

And many of them are murderers.
