I work in the construction industry. In recent years there’s been a ridiculous divergence between the competency of the workers and the regulations they’re supposed to understand and comply with. One one hand, the workforce is increasingly comprised of immigrants who don’t have much education and barely speak English. On the other hand, building codes have become vastly longer and more complicated.

It’s totally ludicrous to expect that the average contractor will understand the IRC, IBC, IECC, IEBC, state amendments to each, the ADA, local zoning bylaws, and more… Each of those contains hundreds of pages of dense regulations that only a smart, experienced lawyer could really be at ease with.

Local inspectors are supposed to understand and enforce the codes, but that doesn’t necessarily happen in reality. Inspectors are typically blue-collar guys with construction backgrounds, who have experience and a rule-of-thumb sense of what’s correct. If things get too complicated for them, they’ll demand that an architect or engineer get involved, and provide a stamped drawing or letter that absolves the inspector of responsibility. But architects and engineers increasingly rely on specialist code consultants…

On large, expensive projects, the budget can support a big team of consultants that navigate the bureaucracy, but the smaller projects often get bogged down.

In short, we have a situation in which the regulatory status quo is totally disconnected from reality, and most people in the industry are fumbling around, trying to get through it. I’m sure that the productivity numbers will reflect that.

If modular is really so much more efficient, it should have taken over the industry long ago. The fact that it still has limited market share suggests that it isn’t actually better. It’s not as though modular is some kind of brand new invention.

BALTIMORE (WBFF)– Howard County School Officials report an incident involving graffiti, that the Superintendent says amounts to a “hate crime.”

There were several hateful spray paintings found on Glenelg High School property Thursday including a swastika. A racial slur was spray painted along with the name Burton. The school’s principal David Burton is African-American.

All have been charged with multiple counts of “destruction of property based on race, color, religious belief, sexual orientation or national origin,” a misdemeanor with a penalty of up to three years in jail.
The school resource officer recognized the students who were arrested: Seth Taylor, 18, of Mustang Path in Ellicott City; Tyler Curtiss, 18, of Rivercrest Court in Brookeville; Joshua Shaffer, 18, of Watkins Way in Mount Airy; and Matthew Lipp, 18, of Daisy Road in Woodbine.
This statement was sent out Thursday by the Superintendent.
“Dear HCPSS families,
I was deeply troubled and disheartened to have learned this morning that Glenelg High School was vandalized overnight with graffiti that is hateful and sickening. Howard County Police were immediately notified and an investigation is underway. Make no mistake, this is a hate crime against so many of our communities and goes completely against the values we share as a community. It is completely unacceptable and actions of this nature will not be tolerated in Howard County.

Two quick stories about the media. My sister lives in a suburb of eastern Toronto. Some guy in her area was murdered. Not a relative but had the same last name. Reporters called her several times asking about her feelings on her “murdered relative”. Another time some guy across the street from her grabbed a woman and held her with a knife to her throat. The standoff lasted for some time. Reporters were all over my sisters property asking for her “reaction” to the event. She tried to explain she hadn’t witnessed the event and didn’t know the people. They wouldn’t leave her alone, even following her into her garage one reporter saying he needed to have something for his editor.. Finally she just babbled something about how “brave” the woman was. It was the second top line in the story.
