It’s interesting that it peaked right around the time of 9/11 and the Iraq War.
Emergence of the capitalized term is strongly associated with the Holocaust TV miniseries, first aired spring 1978. This is a plausible start date for the ‘Industry,’ as well. By the mid 1970s, the West was turning a corner on that unpleasant war, and semi-sympathetic depictions of both sides were emerging; all of that ended.
(For those who haven’t seen it, try to find Cross of Iron (1977), director Sam Peckinpah. It more-or-less sympathetically depicts the German soldier, and is a war-story from their small-unit perspective. This kind of film became impossible in the 1980s-2010s. What will the 2020s hold?)
The Peckinpah film, The Cross of Iron, was a sympathetic portrayal of German troops in Russia, but it lacked the nuances of the Willi Heinrich original novel, Das Geduldige Fleisch. Maybe someday a talented German director will do a better job.

A general comment on Ngram , a caveat let’s say: I have seen some talk that Google-Ngram is not necessarily reliable after year 2000 for technical reasons related to the rise of the Internet and the way these Ngram %s are calculated. Ngram yields a lot of apparent ‘peaks’ about year 2000, and then shows declines in the 2001-2007 period. This may also why they end the corpus at 2007 (distortions become too large).
A way to corroborate a presumed peak would be a search for appearances of the term ‘Holocaust’ itself and related terms in a given newspaper, by year, for say 1968 to 2018.

Sympathetic portrayals of Germans in the Second World War were made in the 1950s, such as Rommel the Desert Fox and Sink the Bismarck. Even The Longest Day and The Great Escape did not portray Germans as monsters. A German film, Downfall, that portrayed a true-to-historical-record Adolf Hitler (he was popular with his secretarial staff) made about ten years ago or so, was criticized for not showing him as a deviant.

Eisenhower, Churchill, and de Gualle all wrote extensive memiors about WWII. Tens of millions of words, and not one single one was about “gas chambers” or the mass murder of Jews.

Regarding the legitimacy of the stories and statistics about the holocaust, I don’t care much to dive into it but I have seen the tribe wildly inflate statistics to use as a cudgel against the native whites from the number of transgenders in the military to deaths of Puerto Ricans with Hurricane Maria to various statistics that are unfounded in reality (transgender suicides, rapes on campus, etc.). I know all I need to know about the holocaust’s legitimacy from levantine antics the last several years.

The series eventually ran to 39 volumes, and ended in 1983. The problem? No "holocaust" was mentioned in the books.

You beat me to it. Hogans Heroes was about a POW camp, not a concentration camp, but TV/Hollywood undeniably went from portraying WWII Germans as lovable bumblers in the 1960s to genocidal monsters in the 1978 mini-series.

Bullshit. Many historical events are not immediately “on the books”. The Gulag system didn’t please west-based reds and was strenously ignored. My guess is it has a lot to do with Israel. As Israeli behavior has gotten more outrageous, and more attention is being paid to it, the Greatest Shoah on Earth must be deployed to change the subject and create a narrative that Jews are the eternal victims. Time/Life issued a detailed series about WWII beginning back in the mid 70’s. This was back in the days when books would take 2 -3 months for the latest issue to come out, and each issue would cost around $45.00.
