The Mongols were simply the most successful of the constant clash between settled, and nomadic peoples. You can see this interplay most directly in ancient Persia, as those people spoke the same language as the Scythians (at the time the western steppe nomads). The Mongols were the Eastern Steppe nomads 1500 years later but the lifestyle was I’m sure similar.

Previous peoples with that lifestyle included Huns, Turks, and other groups going back to antiquity. Some of them came into settled civilizations and took them over (Hungary, Byzantine Empire). In most cases they lost their hardness but clearly the Turks kept some ability with horse archers for example. The Turks in your example are the settled version of course which were soft enough for other settled people to defeat sometimes (though the Janissaries kicked ass for 4 centuries).

Future DNA tests will reveal that empathy is not magically distributed across all groups.
