Russia does not want to control this area, but the West may force this state of affairs in an effort to weaken Russia. At the moment this seems pretty likely. It will take several years.

Finland dropping out of NATO might be one way to avoid this. This would be a tacit acknowledgement that Russia’s buffer idea has validity. At some point the Finns will realize that joining NATO was the stupidest thing they could ever do.
