The House of Representatives recently passed H.R.1044, the Fairness for High-Skilled Immigrants Act. It’s now in the Senate’s Judiciary committee and could be voted on by the full Senate by September. Javanka is said to favor it, so the chances that President Trump will veto it (as he should) are probably low.

The adjective “high-skilled” is misleading—intentionally so, of course. The immigrants being favored by this act are lower-middle-class drudge workers, mainly computer programmers, most from India and China. They know languages like JavaScript, which anyone with above-room-temperature IQ can learn in 24 hours, or PHP and C++, which I’ll allow are harder but which a few months in trade school will get you capable at.

I know whereof I speak. I spent much of my working life doing the kind of work—commercial computer programming—that these immigrants are being brought in to do. It is, indeed, not rocket science.

To paraphrase Lloyd Bentsen’s much-hyped exchange with Dan Quayle: I was a computer programmer. I know computer programming. The Indian programmers that the Treason Lobby wants to import are no Alan Turings—they’re just cheap.

The whole point of H.R.1044 is to provide cheap foreign labor to employers. You have no doubt heard the stories about big U.S. companies like Disney and Con Ed forcing employees to train their cheaper foreign replacements. H.R.1044 will swell the number of those replacements, further reducing the job opportunities for American college and trade-school graduates.

Demographically, it will also swell mightily the number of Indians settling in the U.S.A. They may not be Alan Turings, but they are skilled enough to augment America’s developing Immigrant Overclass.

Once upon a time we had a system of guest-worker visas to fill gaps in the workforce. When the visa expired, the guest worker went back to his home country. In fact, just to get the visa you had to show “non-immigrant intent”—you had to show the visa officer that you didn’t intend to stay in the U.S.A. permanently.

That’s ancient history now. The rules have been relaxed so that it’s easy to parlay a guest-worker visa into permanent residence—the Green Card—and thence to citizenship.

There are still currently, though, limits on the number of visas that any particular country can get in a given year. H.R.1044 eliminates those country caps. The incoming workforce, taking jobs that American college graduates should be taking, will be even more overwhelmingly Indian and Chinese.

The U.S. Senate is now mulling a bill of its own along the same lines. It’s not altogether clear how this will go. Republicans still hold the Senate; and even among Democrats the flyover portion of the country, the portion I sometimes call Inlandia, is better represented in the Senate than the other portion, Coastal-stan.

These floods of cheap foreign techie labor are great for Coastal-stan, but they tick off a lot of Inlandia voters—voters in states like Kentucky, whose senior Senator is…who is it?…let me check…oh, yes: Senate Majority Leader Mitch McConnell.

So while the eagerness of Republicans to lick the boots of their big-business donors and shaft American workers should never be underestimated, the outcome here is not a foregone conclusion.

In the general matter of bringing in foreign labor, I limp up once more to offer my proposal that we submit the whole process to the Law of Supply and Demand. Visas for guest workers in any line of work should be issued only when there is a clear and persistent shortage of native-born workers, signalled by a dramatic and prolonged rise in the wages on offer to such workers.

Even then I’d want a decent time to let Americans take up the slack.

As I said, speaking as a person who has actually done computer-programming work, and hired and fired programmers, a few months in trade school will get any American with an IQ over 110 up to speed in PHP or C++. If wages for programmers are going through the roof, so will trade-school and Community College applications.

Only if that doesn’t fix the supply problem should we bring in foreign guest workers. And even then, I can’t see why we should offer them permanent residence. We have north of 300 million citizens; so on a normal distribution around seventy million of us have IQ north of 110.

Even if you discount for infants and seniors, there’s plenty of coding talent there for Mark Zuckerberg and Jeff Bezos—if the pay is right.

But, of course, they might vote Republican. And we can’t have that.

    Also, Grassley and Paul have placed holds on the Senate version of the bill (S.386). Grassley has issues with EB5 fraud, while Paul believes the bill would impact foreign nurses. Paul actually has called for a huge green card expansion of around 400,000 “skilled” visas per year. Democrats want more skilled visas too, but not without provisions for DACA and border migrants.

  3. I think there are several reasons why Indians have taken over the H-1b visa racket.

    1. Tiger Mothering helps them produce lots of programmers.
    2. Ethnic nepotism (caste/jati/language) helps those programmers get hired into multinationals.
    3. The extreme poverty and overpopulation crisis drives Indian programmers to immigrate to the West.

    Some of the above applies to the Chinese and other East Asians too, but they’re less likely to be fluent in English. That hurts their ability to get hired or promoted. Also, if you don’t get promoted into management, it’s hard to be nepotistic.

    The average IQ in India might not be high, but there’s a high level of variation in the population. So you still end up with a fair number of smart people. They can carry dimmer coethnics on their backs in the corporate world. So if you’re a dim H1b with a bright coethnic on your team, you can coast. If you’re White, you’re from a hyperindividualistc race and pretty much screwed if you can’t produce. Nobody is going to carry you.

    Nepotism works well for individuals from elite ethnic networks, especially when they immigrate abroad to affluent, fat, and unexploited nations (like America). However, when an entire society is full of fanatically nepotistic individuals, you end up with incompetence and lethargy. So what screws Indians at home enables them to succeed abroad. It’s remarkable when you think about it.

    We throw out our Chinese researchers right at the peak of China’s insane, trillion-dollar STEM recruiting program. This chart drives home the fact that, when the R&D chips are down, China is outspending us 3:1. They’re building entire institutes for Nobel-level researchers and filling them with kids the Great One enjoys teaching.
    Berkeley friends say their Chinese colleagues are getting offers. Every one of China’s 660 cities is currently flogging its vision of being the ‘bioengineering capital of Southern China’ or something, then immediately building, staffing and funding it up the ass. “How many postdocs can you handle, professor? And will you be teaching classes or do you prefer to stay at the bench? A four-bedroom home three blocks from the best high school in the province is yours to keep if you stay five years. And as to salary, we will continue paying you in China or the US as you prefer, at your California salary plus, of course, travel home twice a year, relocation, and a 100% bonus at the end of your five years.”

    It has its drawbacks obviously but, if you’re of Chinese descent and you’re not feeling welcome in the US, that’s different.

    Why, you’d fit right in.. and the grandparents could…

    We might see the stasis preceding the reversal of the Great Chinese Brain Drain.

  9. I’m a former professional programmer. The H1B scam is not just about money and racial nepotism (though it’s definitely about those things), it’s also about power.

    If you hire an American programmer, and ask him to work unpaid overtime, and give him the shittiest tasks, and treat him like shit, he quits. If you hire an H1B from India and do the same, he says “Thank you sir may I have another” because if he knows that if he quits he’s getting sent back to India. There’s almost nothing his manager can’t get away with subjecting him to.

  10. C++ is easy? It took maybe 15 years for them to get the iostream functions working across various implementations and compilers. There are still places I fear to tread like “locale.” While probably most people can use a C++ std::lib, actually writing one is somewhat more difficult.

    I can still remember trying to figure out the method template default value algo(it does implicit switching based on type or maybe moon phase). In the actual reference manual it said basically, the complete algo is too complicated explain here. In some of my older code, I have type identifiers that run over a hundred characters and look janky as fnck.

    Multi-threading is still a problem area.

    RTTI is still a crude hack in many areas.

    It’s a Scheme. I have never heard anyone say “I can learn Scheme in 24h”. And the syntax of Scheme is far more becoming.

    Yeah, “Hello World” and bollocksort programs are easy, but after that it becomes a tad tougher, messier, arbitrary and dependent on tools, DOM Magic, frameworks, polyfill.io, unit testing and whatnot.

    Anyway, use TypeScript if you must, ClojureScript if you can.

    I am a computer programmer. I’ve been using C++ professionally since 1994 and have my own profitable software company. No, you can’t get ‘up to speed’ in C++, or any programming language, for my understanding of ‘up to speed’, in a few months. You can contribute usefully, under close supervision, after a year, probably – and you’ll need an IQ of at least 130, that is, 2 standard deviations above the mean. To work independently, designing and testing properly engineered software, takes years, and very few programmers will reach that stage.

    Unsurprisingly, he thinks that Indian programmers would be good enough.

    I am looking forward for the day when the same debate will be had for dentists, lawyers, and ophthalmologists.

    Very true. That is true for many clannish populations. The traits which makes you a failure back home helps you become a success among less clannish populations than you. Like Armenia, it is poor, poorer than most European ex Soviet Republics like Latvia but Armenians make a successful immigrant community everywhere.

    I strongly disagree. The law of supply and demand has never been repealed, even by the Commies. If wages go up that high, American tech school and university IT departments will expand greatly with an influx of young men (some women, I suppose too) ready to make some good money in a very low-hazard occupation. It’ll take 2 to 5 years to get enough in the pipeline that the wage will get reasonable again for all concerned. There’s something called an equilibrium, and without nasty central governments involved, it works in economics just as it does for static fluids, thermodynamics, and statics.

    Oh, and it doesn’t have to be a digital high/low TTL-logic thing. Wages may go up slowly as the demand for programmers/developers rises, and supply will go slowly up too.

    We really don’t need to import ANYONE specifically for ANYTHING. We are done going to the moon – getting those German rocket scientists was probably the last time this was necessary, and even that is arguable.

That would not be so big a deal if we would just take Dr. Paul’s advice and get the hell out of Asia, along with the rest of the world, other than US territory (even that, retrench).

    As to the writing below your bar graph, what Romar said. American universities won’t be happy if they all go home, as there goes the cheap post-doc labor, and they’d have to appeal to Americans, as if this were 1989 or something. Brutal! Regular Americans would be very happy about this. Hey, I like some of the Chinese culture here, in the University towns, not so much Chinatowns. They are very decent people, except for, you know, the industrial spying and that. Still, this is not their country.

    As much as a card-carrying Chinaman as you are, what’s the chances the Chinese government would let you immigrate, Mr. Roberts, as easily as a Chinese grandmother of a grad student can slip in here? Don’t get your hopes up, as I’ve got your answer: ZILCH! They take their nation seriously.

    The Chinese aren’t as stupid as the people in the US Feral Gov’t. I don’t think we’ll be able to get their technology for nothing. One big difference in China is that the smart people have always been the ones to get into government (with their big civil service system and reading/writing being simply a bitch to learn). In America it’s always been quite the opposite.

  27. I remember when it was popular to debate whether programing was an art or a science. Now of course we know. It’s labor. Notice the green card giveaway is a bipartisan thing. Many dont give a crap about computer programming. You saying there are that many people able to supposedly code means literal jack. Thats not an argument for importation of more people from India to fill those roles, further driving down your wages, but it’s sense.

    Reason #423516 to hate libertarians. The guy has no sense whatsoever what that policy will do to his party’s future political prospects or the prospects of electing libertarians like himself or enacting libertarian policies in the future (hint: there are precious few libertarians in the immigrant groups coming into this country, even among higher skilled groups). In the future, his home state will become a blue, socialist stronghold due to mass immigration, and he will have helped make it happen. This is what happens when you’re blindly loyal to a set of poorly thought out political beliefs over kin and country. It’s the same mistake the communists made. Look how that turned out for them.

    There has never been a “law” of supply and demand. It was a term made up during the industrial revolution.
    If there aren’t enough programmers, then it a failure of the educational system. What you, and most people here don’t understand is that post secondary education in places like Japan, China, and India are highly state subsidized. Their graduates don’t start their working lives with massive debts that take many a lifetime to get rid of.     Why be very smart and hard-working, spend 10+ years in becoming good at programming (or any “tech” I.T. job) and then still treated as cheap labor?

    Most people who talk about programming, or I.T. in general, haven’t spent a day in the industry.

    You can be top assembly/C/C++ programmer, a network engineer, whatever, with 20+ experience …but you are still just labor to be outsourced at the first opportunity.

    Nobody wants to address the core issue: class. Labor vs management/owners.

    Here is my advice for a smart White guy with a knack for I.T. : go for it for a couple of years to get the basics of “tech”…. and then move away into a business analyst, project manager…sales…whatever. Become a manager/owner.

    The goal would be English language programming where you dictate the solution to the problem in English and the code is automatically created. We aren’t there yet but have come a long way. Most code monkeys no longer need to know anything about the underlying data structures and how they are utilized in the program. When I started, knowing the best data structures to use for what algorithm was important for a number of reasons, such as code size and nesting level. If you didn’t have a good understanding you might have a program that mysteriously ran out of space and crashed or had hard to understand bugs that never seemed to occur at the same time.

  63. I am a programmer and I can tell you that you can’t judge Indians by what you see in prominent companies, as public usually does.
    I worked for two companies that were hiring remote workers and I can tell you that we always hated to work remotely with Indians.
    It is incredible how often this would happen, I’d say 70% of all cases:
    So you’d explain everything to them and they would say “Yes”, nod in agreement and confirmed they understood the task, but when it came time to deliver the first slice of work it turned out they have not understood what the task was, so they either delivered nothing or some unusable crap that took more time to fix than to write it from scratch.
    They are incapable of asking for clarification out of fear of looking stupid or something. Like they all have some type of inferiority complex. They always answer “yes”.

    We lost so much time that both of these companies decided to stop hiring remote workers from India altogether.
    I’ve also had a few really great colleagues from India, but the pool is so large and there are many fakers and scammers that hiring in India becomes a lottery.

    Exactly. If Amazon can establish an HQ2 clear across the country, they can establish an HQ3 in Bangalore. Many tech companies now allow their workers to work remotely, and collaborate using a myriad of online tools.

    Amzn currently employs 40k in the Seattle area, Microsoft 50k. MS just announced they will add another 8k employees to their campus in Redmond. Meanwhile the entire East Side of Seattle is already congested beyond believe, traffic jams everywhere you go. Houses are being built closer and closer together. Million dollar homes look like row houses. Clearcutting of trees everywhere. All the freeways are like parking lots during rush hour. The infrastructure is clearly unable to keep up. The geniuses at Microsoft announced they will give $500M to help build “affordable housing” in the area, with the money mostly going to developers instead of helping to improve infrastructure or moving outside the area. Unbelievably stupid.

    And of course, 80% of new people moving in are either Indian or Chinese. Why can’t they just establish HQ3, 4 etc. in India and China? Why do they have to import everybody here? Clearly there is an agenda.

Bloomberg reported last month that the computer system on the 737 Max was outsourced to $9/hr Indian coders thanks to the last CEO James McNerney, a Harvard MBA with no aerospace experience who was hired to “cut cost” at Boeing. He basically gutted the company and outsourced all the engineering work to Indian outsourcing firms with zero aerospace engineering experience.

    I live in an area full of Boeing “engineers”, all are coders from India, none are actual aerospace engineers. The few US trained aerospace engineers I know who used to work there quit out of disgust when McNerney made the decision to “upgrade” the computer system of the 737 and call it 737 Max, instead of a complete redesign, and outsourced all the work to Indian outsourcers.

    A week or so ago I read a piece somewhere that claimed that 70-odd percent of graduate CompSci “engineers”, when asked to write a script to store user credentials, did not encrypt the inputs before storing them.

    It’s that bad, and it affects the back end – which is the only place where real code happens: client-side is embroidery. The world won’t break if some firm’s webpage scores 70 on YSlow or has shitty colours… but have an exploitable DB, and you are carrying significant unmitigated business risk.

    Nothing against Sanjay – the good ones are every bit as good as the natives – but getting code from a Bangalore code-factory results in the same quality degradation as getting customer helpdesk from the same place.

    In the general matter of bringing in foreign labor, I limp up once more to offer my proposal that we submit the whole process to the Law of Supply and Demand.

    If these visa slots are so valuable, why not decide how many will be allowed (hopefully, not many) and then just sell them to the highest bidder?

    If the hiring company has to pony up they will have more incentive to find an American first, before importing a foreigner. It would also be interesting to find out exactly how much access to the American labor market would sell for on the open market.

    Alternatively, we could just set a price of, say $25-30K per visa, and see if that gets the number of imported workers down to a reasonable number.

Now supposedly my IQ at one time was quite a bit north of 110, but still, your argument holds. I trained many in the departments I headed to do work others thought them incapable of.     There are many people fully capable here in America without importing cheap indentured servitude.     An H1B Indian developer’s name is on the patent for “location based messaging service”, a way for Verizon to send promotional texts to customers whenever they are near a VZ store.     Another “amusing” story about VDSI.

    The way I support social protection on equal proportions for all races, I think that CBP protectionism should not be limited to a specific profession. There are visas for hospitality workers and agricultural workers, visas for artists and for Melanias, visas for grad students and for sportspeople.     I was an excellent CS student, graduating w/ a BS CS in 1985. I was an average programmer on the job, and did no computer stuff outside of my 40-hr workweek. After a few short years, I went back to school full time at a Top 20 MBA program and left programming forever. If I could have survived layoffs, H1B immigration replacement, obsolescence, and age discrimination, I probably would have made more money if I stayed in software development. But that’s a big if.

    It depends. After the defense blowout of the mid 90s, a lot of young engineers (and really old ones)lost their jobs and had a seriously hard time finding one. The guy with 5-10 years experience is usually some guy who doesn’t need much hand holding and isn’t really making that much more than recent grads due to salary compression. The defense companies usually kept them because they needed to get a profit out of every contract and carrying young engineers who needed guidance or old engineers who hadn’t kept up didn’t pay.

    It also depended on where you were and if there were any options. I was laid off when the company moved and I luckily got a job in medical products. There was almost no defence left in the area. The only other option was small shops with significant pay cuts.

    The biggest problem in tech has always been the abuse of young gullible engineers. You feed them with all sorts of BS about their futures and the great things they are going to do while working them long hours for a fixed salary. Hughes paid overtime up to a max hourly rate and weekly total maximim (good for young engineers wanting more money). However, stories like “The Soul of a Nerw Machine” were quite common.

    In it there is one instance where a tech (hourly worker) has left his check stub in a trash bin in plain sight. A manager sees it and burns it before the engineers (salaried) could see it and realize how little they are paid after overtime is taken into account.

    But not all of those 8 million are writing code – they’re engineers of one discipline or another, some doctors, some lawyers, and some who have no interest in any profession.

    I’d much prefer if we looked to Europe first to fill visas. Their talent pool is about twice what ours is because Europe’s population is almost twice ours. More importantly, to me anyway, they acclimate to our culture more readily.

    This is a cultural thing not solely Indian. I worked with a couple of bright Asians (are we still allowed to say that?) who would nod and say they understood, and then come back the next day with something completely off target. It was very difficult to get them to ask questions or admit they did not understand something.

    I also worked with two guys who walked out of Cambodia after the Khmer Rouge had killed most of their family. They were great, and they really liked being in the USA.

It’s not only that they’re no Alan Turings, they’re also very, very touchy so you often end up wasting a lot of time mending “diplomatic” ties b/c some guy who doesn’t master subtle nuances in English b/c his native tongue happens not to be English, has addressed them in a way that doesn’t fit their protocol of politeness. So besides having to correct often bulky code that implements more bugs than features, you also have to be careful to not hurt their feelings.     Software development environment is perfect for those Indian BS artists to hide and thrive in. The thing about software is that unlike a physical widget, you can’t see the quality of it just by looking at it. In physical manufacturing you can see the quality of the product easily just by looking at it. If things are installed backward, bad fit and finish, things not aligned properly,..etc. can all be easily spotted. But you just cannot easily see the quality of a program without looking into the code. Low quality program almost always manifested itself in being fragile and high maintenance. And when this happen the default action of management is almost always to get more resources into the program. That means hiring more of these incompetent H1B bullshit artists from those H1B body shops like TCS, Wipro to work on the program making it even more fragile because it is touched by more hands which means more resources is needed to keep the program running and the cycle continues. So these bullshit artists are actually rewarded by their incompetence.

But I have seen so many science papers and books published where they shamelessly used to just tippex out the name of western authors and type their own name/s and institution/s on photocopies of the original text then republish it in India, sell it, add it to their CV, and so it goes. Everything with Indians is a racket. Why anyone would want to employ them or invite them to immigrate is beyond me. There are a few exceptional and ethical individuals but why trouble yourself to find who that could be in that sea of unscrupulous swindlers?

    And someone mentioned in a comment that Indian managers in US employ other Indians and discriminate against whites. One additional reason for that is that they take a cut out of their Indian employee’s salary for giving them the job and they can’t quite negotiate that in an interview with a white person.

    I always say a lot of Indian solution can be solved if they have a nuanced view of culture and religion like the Chinese.If India is a majority Buddhist country or even secularist nation,they can fix many of its social and economic issue.But the country is plagued with socialist pretending to be capitalism with its affirmative action and quota schemes.Mauritius that is 70% East Indian is the proof of India could actually punch above its weight.Their obsession with Hinduism must stop becaue it’s a stupid religion

    Lack of standard from developing country.Russian and Chinese codes are pretty terrible as well although Chinese coders are improving a lot. Try working with Malaysian Chinese and Singaporean Chinese because you have a different result eventhough both groups are genetically identical.

    Everything what you said is true Mike but that’s a cultural issue from a developing nation that have no quality control.These are just minor issues that can be trained.Again Mainland Chinese migrants and Taiwanese migrants are leap in difference.The mainland chinese can be trained into a Westernised pov similarly so can the Indians.I mean Nadella did good at management far better than Balmer.

    TCS and Wipro are decent companies with many huge clients projects that you didn’t hear since it was successful but since they are the biggest company in India and have too many employees,you’re gonna get varying in quality.The country again have no sense of quality control.

    Most highly regarded university CS departments aren’t really interested in developing “coders”. That is not the goal. The actual time you spent where the main focus was writing a program was less than one year when I was in college. The goal is to develop the art and science of everything related to computing devices. What did those CS departments do to advance the field?

    UCLA and the Stanford Research Institute developed the first two nodes of the DARPA Net, the precursor to the internet. UC Berkeley was were Patterson developed the first RISC processor. There are plenty of firsts at other US universities that are considered to have the best CS departments. I am no CS historian but when I was at UCLA in the late 70s, the best CS departments were Harvard, Berkeley, MIT, Carnegie-Mellon, Stanford, and Illinois at Urbana-Champagne.
