Clinton taps Harvard professor’s ideas on social mobility

Harvard professor Raj Chetty flew from Boston to New York City about two months ago to give a private tutorial on his research into social mobility. The student: Hillary Clinton.

In a conference room at her Manhattan personal office, he clicked through a set of slides including a map of the United States that shows how poor children are more likely to get ahead in some parts of the country than in others.

Poor blacks more likely to stay poor, black. In other words, Chetty has put together a map of, basically, blacks and Indian reservations.

The meeting, which included members of Clinton’s staff, lasted two hours.

Clinton absorbed the lesson well.

At a panel discussion at the Center for American Progress in Washington last month, she cited Chetty by name and echoed his work: “Why do some communities, frankly, have more ladders for opportunity than others?” Clinton asked. …

The research Chetty and his team have done shows that children who grow up in parts of the country with less segregation, less income inequality, stronger schools, more social capital, and stable families are more likely to improve their social standing as adults.

In other words, the whiter (better) parts of his map, like Utah, Iowa, and West Virginia, are the whiter (and, apparently, better) parts of America.

He and his colleagues are preparing to release policy prescriptions in coming months.

Clinton was “really interested in issues of social mobility and the American dream” during their meeting Chetty said. “She really engaged with the data,” Chetty recalled.

He also spoke at last year’s Clinton Global Initiative meeting, where he mentioned his signature eye-popping statistic: “Chances of achieving the ‘American Dream’ are almost two times higher in Canada than the United States,” he said, showing slide with data to back up the claim.

Now, you and I get the joke behind Professor Chetty’s map of upward mobility, but does Chetty, much less poor Hillary?

As I headlined in 2013 when the NYT began promoting Chetty’s map:

Breakthrough study: Poor blacks tend to stay poor, black

The problem with Raj Chetty’s 2013 work on social mobility was that it generates absurd results — West Virginia is a great place for social mobility, while Atlanta and Charlotte are terrible — because he refuses to intelligently consider race in his analysis.

Over the generations, the different races in America regress toward different means. So white kids growing up in almost all white West Virginia tend to do better than their parents because they are likely to get the heck out of supposedly high opportunity West Virginia (which you and me know is the worst place in White America), especially for places like Charlotte and Atlanta, which Chetty sees as black holes of low social mobility.

In contrast, Atlanta attracts affluent college graduate black families. Their kids tend to regress part way back toward the black mean, so it makes Atlanta look bad under Chetty’s methodology.

But in the real world, his results are close to 180 degrees backwards to wise advice: if you are white and young in West Virginia, hit the road; if you are black and looking for a community with a lot of black college graduates to be good role models for your kids, consider Atlanta’s suburbs.

As I explained on my blog in 2014:

Notice that according to Chetty West Virginia is an oasis of income mobility in the East, while nearby North Carolina is an abyss of stasis. Yet, lots of people raised in West Virginia who have something on the ball have moved to North Carolina to get ahead in life.

Since West Virginia is only about 5% black and has attracted very few Hispanics and Asians, the bottom 20% of West Virginians in income are majority white, so their children tend to regress toward the white mean, which is higher than the black mean. The bottom 20% in income in the Charlotte or Atlanta area is highly black, so their children tend to regress toward the black mean. Thus, West Virginia comes out looking better for social mobility than Atlanta and Charlotte in Chetty’s methodology.

This doesn’t mean that if you had a peek around the Rawlsian curtain of ignorance, you’d choose to be born in West Virginia because of its strong social mobility. If you knew you were going to be born white, West Virginia would probably be last on your list of states to be born into. Nor does it mean that Blue State policies increase social mobility relative to red state policies. It’s just mostly Moynihan’s Canadian Border effect in action.

And then I beat up Chetty’s methodology some more here.

The general lesson of the success of Chetty’s Malcolm Gladwell-quality work is that race is such a minefield that it inclines everybody, even sharp nonwhite guys like Chetty, into Orwellian crimestop, or protective stupidity.

If we want our presidential candidates to get access to better social policy discourse, we need to stop wrecking the careers of the Jason Richwines, James D. Watsons, and Larry Summers for the crime of telling the truth.

As Luke Lea comments, Hillary has been officially running for president for a few hours now, and we’re already suffering Hillary Fatigue.

  1. The worst part is that Hillary is a more than grown woman. What’s this about her trying to get educated about the problems of mobility, etc. Not that mobility is even very important — what counts is whether the immobile majority has a decent life or not. Otherwise it’s all about getting out of Dodge. The American Dream to people like Hillary means that everybody ought to have an equal chance to get out of Dodge.

    Do others see “social mobility” as synonymous with “unicorns” and “upward-only, people move up and NAM immigrants take their spots” mobility?

    Your forget that a mere 8 years ago we were getting articles about "What Kind of Decider Would Hillary Be?" She's been a presidential candidate before.

    However, she may well be elected. In terms of the rest of the litany, what we really need to spice it up is to have a guy elected president who halfway through his first term decides that he is a woman. That should lead to at least some interesting commentary on Jezebel.

Most of the folks reading your blog would probably like our politicians to have access to biological realists, but the people in charge probably have other ideas.     “Upward mobility” for him meant abandoning his entire country, race, clan, caste, tribe and jat and moving in with the white folks in America. The starting salary for India’s Harvard Law School is about $30,000 per year. Students graduating from India’s equivalent of U of MI law school is about $23,000 per year.

    He KNOWS that getting out of some poverty-stricken, backward, God-ridden country like India and moving to the other side of the world is the best way to be “upwardly mobile”. By his criteria, I guess that makes India about the most “upwardly mobilest-est” place you can be borne!

    He ought to move back to India and take a crappy job as a janitor for $800 per year so his kids can move BACK to America and “upward mobilize” just like he did!

Is there an issue (neoconnery, immigration, taxes, anything) on which they will behave differently from each other?

    One key difference: Jeb will cut taxes. And those tax cuts will go overwhelming to the one percent. So basically, wars & immigration plus tax cuts, or just wars & immigration. Hillary would like to raise taxes, but with Pubs in charge of the House for the forseeable future I don't see that happening. If Bush happens to win in 2016, control of both chambers is also likely to go the the Pubs as well. So in the first two years of his term, tax cuts are almost a certainty.

    This is backwards, if I’m understanding correctly. Chetty is measuring the proportion of children from families in the bottom 1/5th that got into top 1/5th as adults. So children of affluent blacks ‘super-regressing’ downward actually works to disproportionately open up slots in the top 20% in the subsequent generation.

  10. The truth is the “social mobility” you actually want is mostly *downward* mobility.

    In a healthy society, you want successful people to be effing like rabbits and having lots and lots of kids, the best of whom are highly successful, but the rest drift down the social structure … replacing some middle class people. While a few middle class kids move up, most stay where they are, a good chunk move down … replacing some working class people. While a few working class people move up, most stay where they are and a good chunk move down … replacing the lumpen proletariat whom ideally have not bred at all.

    This is what we had in Western Europe during the last 1000 years. (See Greg Clark’s “Farewell to Alms”) And it’s what allowed western Europeans to get smarter, more conscientious, more cooperative, less violent and wildly more successful so they ran hogwild over the world.

    While you want “upward mobility” in terms of each generation being better off because of technological progress, what you actually want socially is *eugenic fertility*–the successful out breeding the unsuccessful–which implies average individual downward mobility.

    Yeah, I kayaked through Big Bend. Drank beers in Terlingua with the Mexican chief of police from the other side of the Rio Grande who was wanted for facilitating drug trafficking by the DEA, he said it was BS, I said I didn't care, because I was basically in the desert with a Tarantino character, but I was surprised he was on US soil.
    And the mayor of another town was a goat who drank beer.
    The Mexicans would drive across the river to go to Walmart, load up, and drive back. River wasn't deep there.
    Also, Mexican army patrols were often seen along the border. From what I was told it was to stop the drugs-for-guns for Chiapas transactions that the porous border allowed.

    I've ridden the motorcycle through Big Bend a couple times. Im thinking that Chetty has missed the real story here by a mile. See, right across the river is Mexico. No fence, no cops- I made water on Mexico once just on principle. And the thing is, these Northern Mexicans are among the most upwardly mobile people on the planet Earth. They start in Mexico living in A 200 sq ft casita without indoor plumbing or air conditioning. A few years later, like magic or something, I see them driving pickups and living large in a new double wide in Terlingua, or Dallas, or Houston. Unfreaking believable the "ladders of opportunity" the Mexican social engineers have created out there. If only America could do that, right?

  13. Charlotte and Atlanta attract lots of upwardly mobile blacks. Ron Unz noted that Charlotte had a lower crime rate than ethnic demographics would predict. Both cities are good places to go if you’re a black family that wants black role models for their kids. Unfortunately, as you noted, the children of upscale blacks regress to a low mean.

    Less ambitious West Virginia whites are better off staying home. Those who migrated during the early/mid 20th century often ended up in hillbilly ghettos in the rust belt.

    “The solution to America’s social problems is for smart, college educated women–who have their ducks in a row, have landed a good husband and not getting divorced–to have four, five or six kids. And for the idiots, the drop-outs, the incompetents who can never get their lives together, having kids out of wedlock, living courtesy of the EBT card and section 8 housing to have no kids–or at least no *more* kids. It’s that simple: smart competent women having lots of kids, dumb incompetent women having few or no kids. Push to make *that* happen and within a couple generations our social problems will miraculously vanish.”

    If i ever hear a Republican presidential candidate have the testicular fortitude to utter this basic common sense truth … finally act as if conservatives do not actually sign on to the stupid blank slate axiom of leftism … then i’ll know there’s some hope.

    Otherwise … our politics just gets dumber and dumber and we are doomed.

As immigration increases our population density and makes housing more expensive, people put off marrying and children. When they do have children, they have fewer because they can't afford it. Immigrants, especially Tiger Cubs, also compete against Americans in the labor market, which makes it necessary for parents to invest more in their kids (and have fewer kids in the process).

    Immigration makes life expensive and competitive. That has an especially large effect on educated women.

    I think low IQ women tend to have their birthrates depressed too, but their short term orientation makes them less able to postpone births and less invested in their children's welfare. So they're less sensitive to immigration-related fertility depression.

    Evidence from other nations shows that getting low IQ women to have fewer children can probably be done through payoffs, incentives, and frequent visits from social workers. I'd note that black fertility has been reduced significantly over the last two decades and Hispanic fertility is falling quickly.

    Getting high IQ women to have more children is harder. There are few successful examples of that. Definitely bringing down immigration levels is a first step in that.

  17. A better solution for wealth inequality is to flatten the income distribution.
    If there were a large number of high paying entry level jobs for high school graduates, then downward mobility wouldn’t be so painful. That’s the type of society that we saw in America up until recently.

    Equal opportunity to ascend the economic ladder isn’t particularly helpful to most people if there are only a few spots available at the top and most of the population ends up in low-wage jobs. If the top weren’t so high and the middle weren’t so low, that’d be far more helpful to the average person.

    Hillary Clinton is being disingenuous. Her husband’s administration pushed free trade, financialization, and the H1b visa program. Now she’s asking why Americans are downwardly mobile?

    The solution to the low-wage economy is to raise the minimum wage, implement trade barriers and tariffs, end immigration and guest worker programs, and raise taxes on financiers and the wealthy. Will she do that? Unlikely.

  20. Raj Chetty, what kind of name is that? It is interesting which ethnicity academics come from. In the 1890s ‘Norwegian’ (by way of Nebraska) Thorstien Veblen was popular. When Pres. Lincoln got into trouble another Scandinavian smarty had to be brought in to build the USS Monitor. After WWII a flood of Eastern Europeans (mostly Jews) with bad accents, then their children from the Lower East Side. And now South Asians.

    So I am wondering if the biggest threat to Jews and Israel is their own irrelevance as they go the way of other nations like Norway that regressed to their means.

    The older Jewish neocons who grew up on the Lower East Side were not, for the most part, the children of WWII-era European-Jewish emigre academics. Since academia doesn't pay very well or have anywhere close to enough jobs to employ every graduate student who would like an academic career, fewer Jewish academics may not even be a reliable sign of Jewish regression to the mean. Would you really consider it a sign of intelligence to undertake up to 10 years of unremunerative post-college study with a high likelihood of ending up unemployed or marginally better off as an adjunct college professor paid a few thousand bucks for each semester course taught?

    I one of the few who actually think excessive 'mobility' is one of America's biggest problems.

    There was a time when people actually lived in the communities they were born and smart people weren't all sucked like a vacuum to a few 'elite' enclaves.

    The American scramble to move away from ones regional/social background has helped make the country wealthy I'm sure. But there's been a huge cost paid as well.

    Segregation is far higher in the prized liberal Northeast than anywhere in the South. Chetty must be pulling some real magic here to make this argument.

    There are simply a lot fewer blacks in the Northeast. You won't find segregated schools in Maine, New Hampshire or Vermont for obvious reasons. Blacks in Boston (or Springfield, MA or Bridgeport, CT) live very segregated lives, but again, there aren't that many of them relative to the overall population. Of course Atlanta or even DC will look more "segregated" than Boston if you are simply looking at the number of public schools that are 90% black (or whatever arbitrary definition Chetty is using) even though in every day life blacks and whites interact socially, and have real friendships, far more often in DC, Atlanta, or Richmond than in Boston.

  27. In contrast, Atlanta attracts affluent college graduate black families. Their kids tend to regress part way back toward the black mean, so it makes Atlanta look bad under Chetty’s methodology.

    This is backwards, if I’m understanding correctly. Chetty is measuring the proportion of children from families in the bottom 1/5th that got into top 1/5th as adults. So children of affluent blacks ‘super-regressing’ downward actually works to disproportionately open up slots in the top 20% in the subsequent generation.

    Can we all just get the hell real for a minute.

    Of people in the top 20%, the average # of workers per household is 2

    Of people in the second 20%, the average # of workers per household is 2

    Of people in the third 20%, the average # of workers per household is 1

    Yeah, household income goes up with more working adults and down with more kids. Raising kids is a time consuming job that doesn't pay, so it makes you poorer.

    However, a lot of these economically mobile northern counties, including the one I live in, are pretty good places to raise kids despite the relative poverty. My guess is that WV is similar. A working class town with a community and Christian ethic isn't going to leave a kid with too much baggage, even if his parents were far from perfect.

    Iowa definitely is a net exporter of hardworking, high-IQ people. There is a considerable brain drain from the small towns in Iowa to the Des Moines metro area, the Chicago metro area, and to other "happening" states like Colorado, Texas, and Washington (for some reason they don't go for the Northeast or the South as much).

    However, that brain drain has devastated and depopulated these small Iowa towns. Because often only the old and the low IQ are left.

    The state government in Iowa has been trying desperately to reclaim such people*, but has had very little success. Most Iowans who leave never return permanently.


    *Perhaps it should try lowering some taxes and spurring business development. Iowa is one of the most highly taxed and regulated states in the country, with a high degree of oppression by petty bureaucracy and predatory fine-levying by the police and the government in general.

    If Blacks in the South are so docile, why are Southern cities constantly overrepresented among the list of most dangerous cities in America to live in? If Southern Blacks were so docile, Southern big cities like Birmingham, Memphis, New Orleans, Atlanta, etc should be among the safest cities in America to live in, but they are not.

    When I think of docile Nonwhites who cause very little trouble, I think of Asians not Southern Blacks. Cities with high percentage of Asians like San Jose, San Diego, and Honolulu always make the list of safest big cities in America to live in.

    Russians are considered the most violent White ethnic group in the world, yet Russians still commit significantly less crime than those so-called "docile" Southern Blacks. So the most "docile" Blacks are still more barbaric than the most violent of Whites the Russians.

    Do you have a link about the difference in incarceration rates between Northern American whites and Canadian whites? Not necessarily doubting this, but as the show the Trailer Park Boys demonstrates, underclass whites exist in Canada too.

  31. A couple of decades ago while in graduate school, I read a study conducted by a sociologist who surveyed the military as a mechanism for social mobility by race.

    Predictably whites did very well, which confirmed my anecdotal experience of lots of “direction-less” poor white kids from the rural Midwest who did a stint in the military after high school and went on to good careers afterwards.

    Poor Asians also did well. Getting the military to pay for your medical school (and residency) or law school is bound to raise you up if you came from a less affluent background that did not allow you to afford those schools in the first place.

    Hispanics did somewhat well. They also benefitted from their military experiences, but their social mobility via military was somewhat lower than that of whites and Asians.

    Blacks did rather poorly on average. Their social mobility benefit via military experience was the worst among the racial groups. In fact, there was almost no upward rise (which actually contradicted my personal experiences with black officers who went on to bigger and better things, but the study was largely about the enlisted).

    While I read the study, I thought to myself, “Hmmm. Even the army can’t fix stupid.” However, the conclusion of the sociologist was that blacks faced so much worse “institutional racism” than other racial groups, and that this “likely” explained the failure to benefit from the military training and experience.

    For a lot of blacks who enlist in the military, their social mobility is comprised of a military career--they go in for MOSs like logistics and supply, and stay for the retirement benefits. I'm not current but blacks represent about 18% of the Army--but often pluralities of rear echelon slots.

    White enlistees tend to sign for the college money and the adventure, and tend towards combat-related MOSs, and moving on to college when their enlistment is up. When social mobility is measured by income, the college graduate veteran is regularly doing better than the staff sergeant with 20 years of service.

    It's less a question of fixing stupid, than it is of different ambitions and possibilities relative to potential. There nothing wrong with a military career, but it is unlikely to be financially lucrative.

It was kin of mine who, in the 19th century, introduced golf to their part of Iowa - just one of the advantages of having Scots immigrants. It was their motivation and experience that was passed down as family lore: you emigrated to the US because it offered cheap land and less competition.

    So why not just call them white neighborhoods and black neighborhoods?

    I personally would take West Virginia over alot of states (Florida, Georgia, New York, California, Illinois) but would take alot of states over West Virginia as well. I’d take West Virginia over the majority of large cities in the country.

    I was in a unique professional situation recently: facing a tremendously lucrative career move that would allow me to live virtually anywhere in the country (anywhere that jobs were then available-not everywhere, but a pretty wide scope of choices). With that kind of freedom (i.e. you don’t have to move for a particular job, or particular promotion, to a particular place), which doesn’t happen very frequently in most people’s lives, really opened up an interesting (to me, for me) perspective. In that situation, one doesn’t have to make the best of a bad situation (‘well the city stinks, but this neighborhood looks good…’,’its not great, but its close to your parents,’ and so on). I was like a retiree (or young person with no ties to anything). With that level of freedom, you really see the country and our society differently.

    Lots of people move to big cities. I wonder: do they move because they want to, or because the job takes them there? Does anybody really want to move to Atlanta, for instance? People move there for jobs, and once there make friends and find nice neighborhoods. But is it really something that anybody would freely choose? I’m sure there are a few big cities that are attractive in and of themselves (New York and Los Angeles-though they aren’t attractive to me). But I simply find it hard to believe that anyone really wants to live in a suburb of Atlanta, Chicago, Detroit, Houston, and so on. They have good job opportunities, and they find a not-horrible neighborhood for their kids, and they adjust.

    City planning is one area where both the right and the left are correct. Cities really are crime ridden, ugly monstrosities, and suburbs really are anonymous soul-sucking pseudo-places. Pleasant, human scale communities are unfortunately rare.

    That's really true in most cases. People I know who live in the burbs typically walk out their front door to the car, drive to a mall, park as close to the entrance as possible, do their shopping then go back to the car and drive back home. One of them touted how nice their burb looked with all the leafy green stuff growin all over. I pointed out that they never really enjoyed it but just always drove past it all on the way to their own driveway. Thee's something artificial about it all.

    Iowa definitely is a net exporter of hardworking, high-IQ people. There is a considerable brain drain from the small towns in Iowa to the Des Moines metro area, the Chicago metro area, and to other "happening" states like Colorado, Texas, and Washington (for some reason they don't go for the Northeast or the South as much).

    However, that brain drain has devastated and depopulated these small Iowa towns. Because often only the old and the low IQ are left.

    The state government in Iowa has been trying desperately to reclaim such people*, but has had very little success. Most Iowans who leave never return permanently.


    *Perhaps it should try lowering some taxes and spurring business development. Iowa is one of the most highly taxed and regulated states in the country, with a high degree of oppression by petty bureaucracy and predatory fine-levying by the police and the government in general.

    Why? The Lounge Lizard and Hildebeeste have one thing in common: they are very unlike their relations. Hugh Rodham was a capable (though unpleasant) man. Some of that you see in his daughter, but, that aside and Hildebeeste aside, the high achiever in the family is Hugh Rodham, Jr's (childless) wife. She practices law in south Florida. The Lounge Lizard's older brother had a long run in the military and then operated an auto repair (or body work) shop in small town California. That's good work, but not the stuff of some high caste foundation. A woman Chelsea's age generally has about two babies left in her, so the grandchildren are likely to number no more than three. Marc Mezvinsky has a huge raft of siblings of miscellaneous parentage. None of the Mezvinskys on LinkedIn are his brothers (though his uncle is on LinkedIn).

    If Hillary is elected, what would she do differently from Jeb? I'm biased towards saying "nothing", but maybe someone who's been following these two more than I have lately can correct me? Is there an issue (neoconnery, immigration, taxes, anything) on which they will behave differently from each other?

    One key difference: Jeb will cut taxes. And those tax cuts will go overwhelming to the one percent. So basically, wars & immigration plus tax cuts, or just wars & immigration. Hillary would like to raise taxes, but with Pubs in charge of the House for the forseeable future I don’t see that happening. If Bush happens to win in 2016, control of both chambers is also likely to go the the Pubs as well. So in the first two years of his term, tax cuts are almost a certainty.

    I personally would take West Virginia over alot of states (Florida, Georgia, New York, California, Illinois) but would take alot of states over West Virginia as well. I'd take West Virginia over the majority of large cities in the country.

    I was in a unique professional situation recently: facing a tremendously lucrative career move that would allow me to live virtually anywhere in the country (anywhere that jobs were then available-not everywhere, but a pretty wide scope of choices). With that kind of freedom (i.e. you don't have to move for a particular job, or particular promotion, to a particular place), which doesn't happen very frequently in most people's lives, really opened up an interesting (to me, for me) perspective. In that situation, one doesn't have to make the best of a bad situation ('well the city stinks, but this neighborhood looks good...','its not great, but its close to your parents,' and so on). I was like a retiree (or young person with no ties to anything). With that level of freedom, you really see the country and our society differently.

    Lots of people move to big cities. I wonder: do they move because they want to, or because the job takes them there? Does anybody really want to move to Atlanta, for instance? People move there for jobs, and once there make friends and find nice neighborhoods. But is it really something that anybody would freely choose? I'm sure there are a few big cities that are attractive in and of themselves (New York and Los Angeles-though they aren't attractive to me). But I simply find it hard to believe that anyone really wants to live in a suburb of Atlanta, Chicago, Detroit, Houston, and so on. They have good job opportunities, and they find a not-horrible neighborhood for their kids, and they adjust.

    City planning is one area where both the right and the left are correct. Cities really are crime ridden, ugly monstrosities, and suburbs really are anonymous soul-sucking pseudo-places. Pleasant, human scale communities are unfortunately rare.

People I know who live in the burbs typically walk out their front door to the car, drive to a mall, park as close to the entrance as possible, do their shopping then go back to the car and drive back home. One of them touted how nice their burb looked with all the leafy green stuff growin all over.     Yup. I was blessed to grow up in a nice, walkable community (that is now part of a big big city). I also recently lived in a similarly attractive town.

    A big part of the problem is one of scale. If there are alot of arterial roads (i.e. traffic), it is instantly not attractive-not attractive to walk, to bike, not attractive to let kids out, etc. Thus, self-contained suburbs, with arterials on the fringes-those arterial fringes often separate the houses from the parks and stores (thus, for example, 5 year olds can’t walk to the candy store the way I did 40 years ago, or walk to the park as I did last year).

    To avoid that problem of scale, you need to live in a smaller town. But then you get a different problem: lack of culture (culture= interesting things that you like to do). About the only type of town that gets around this is college towns.

    I recently flew, and as I looked out the window with each take off and landing, I asked myself: would I want to live down there? It is quite sad how difficult it is to see a neighborhood/city/town, and think to yourself ‘that looks pleasant.’

Unfreaking believable the “ladders of opportunity” the Mexican social engineers have created out there. If only America could do that, right?

N rich people only tend to be part of the 1 percent for a very short amount of time. They do not stay affluent for very long because they end up spending way more than what they actually make.     The Black belt is by far considered the poorest most backward 3rd world region in all of the South and that is a very Democratic territory. They have even done documentaries on extreme poverty in the Black belt. The Black belt of the South is the closest thing The U.S has to it's own version of Haiti.

The starting salary for India's Harvard Law School is about $30,000 per year. Students graduating from India's equivalent of U of MI law school is about $23,000 per year.

    He KNOWS that getting out of some poverty-stricken, backward, God-ridden country like India and moving to the other side of the world is the best way to be "upwardly mobile". By his criteria, I guess that makes India about the most "upwardly mobilest-est" place you can be borne!

    He ought to move back to India and take a crappy job as a janitor for $800 per year so his kids can move BACK to America and "upward mobilize" just like he did!

    Judging from the picture of his lovely wife, it looks like he has not “abandoned his race”. I live in the U.S., have an Indian-born wife, and have children. Neither have I.

    This is backwards, if I’m understanding correctly. Chetty is measuring the proportion of children from families in the bottom 1/5th that got into top 1/5th as adults. So children of affluent blacks ‘super-regressing’ downward actually works to disproportionately open up slots in the top 20% in the subsequent generation.

    Pretty damned simple. Get a job. Get married.

    Yeah, household income goes up with more working adults and down with more kids. Raising kids is a time consuming job that doesn’t pay, so it makes you poorer.

    However, a lot of these economically mobile northern counties, including the one I live in, are pretty good places to raise kids despite the relative poverty. My guess is that WV is similar. A working class town with a community and Christian ethic isn’t going to leave a kid with too much baggage, even if his parents were far from perfect.

It's that simple: smart competent women having lots of kids, dumb incompetent women having few or no kids. Push to make *that* happen and within a couple generations our social problems will miraculously vanish."

Lincoln got into trouble another Scandinavian smarty had to be brought in to build the USS Monitor. After WWII a flood of Eastern Europeans (mostly Jews) with bad accents, then their children from the Lower East Side. And now South Asians.

    If Blacks in the South are so docile, why are Southern cities constantly overrepresented among the list of most dangerous cities in America to live in? If Southern Blacks were so docile, Southern big cities like Birmingham, Memphis, New Orleans, Atlanta, etc should be among the safest cities in America to live in, but they are not.

    When I think of docile Nonwhites who cause very little trouble, I think of Asians not Southern Blacks. Cities with high percentage of Asians like San Jose, San Diego, and Honolulu always make the list of safest big cities in America to live in.

    Russians are considered the most violent White ethnic group in the world, yet Russians still commit significantly less crime than those so-called “docile” Southern Blacks. So the most “docile” Blacks are still more barbaric than the most violent of Whites the Russians.

    3. Russians and other Eastern Euros tend to drink and brawl quite a bit. While drinking and brawling too much pushes up the homicide rate, it's not the same as the lock-and-load culture of the black inner cities. Even bad white neighborhoods in contemporary America almost never approach black levels of homicide (though these areas often are crime ridden) because it's uncommon for whites to settle their problems with guns. Problems are usually resolved with a fist or beer bottle. It wouldn't surprise me if high rates of white gun ownership in the South often deter blacks from using their guns.

    4. Groups like Russians or even American underclass whites have much more severe drug and alcohol problems than blacks. Life expectancy in Russia ended up dropping for a while, though the situation has now improved. In America, interestingly, life expectancy is dropping among less educated whites (while rising among less educated NAMs). I'd suspect that overdoses from drugs are a huge factor in that. Underclass white Americans may not shoot each other much, but they certainly are killing themselves off in large numbers. It's a toxic culture.

    This is backwards, if I’m understanding correctly. Chetty is measuring the proportion of children from families in the bottom 1/5th that got into top 1/5th as adults. So children of affluent blacks ‘super-regressing’ downward actually works to disproportionately open up slots in the top 20% in the subsequent generation.

N rich people only tend to be part of the 1 percent for a very short amount of time. They do not stay affluent for very long because they end up spending way more than what they actually make.     The saying “shirtsleeves to shirtsleeves in three generations” wasn’t coined about black people.     Isn't it fair to say that Bill Clinton was a meritocrat? A brilliant guy from humble beginnings. In a way, it's got to be tough to be the kid of someone like that, living in your father's shadow.     If Blacks in the South are so docile, why are Southern cities constantly overrepresented among the list of most dangerous cities in America to live in? If Southern Blacks were so docile, Southern big cities like Birmingham, Memphis, New Orleans, Atlanta, etc should be among the safest cities in America to live in, but they are not.

    When I think of docile Nonwhites who cause very little trouble, I think of Asians not Southern Blacks. Cities with high percentage of Asians like San Jose, San Diego, and Honolulu always make the list of safest big cities in America to live in.

    Russians are considered the most violent White ethnic group in the world, yet Russians still commit significantly less crime than those so-called "docile" Southern Blacks. So the most "docile" Blacks are still more barbaric than the most violent of Whites the Russians.

Life expectancy in Russia ended up dropping for a while, though the situation has now improved. In America, interestingly, life expectancy is dropping among less educated whites (while rising among less educated NAMs). I’d suspect that overdoses from drugs are a huge factor in that. Underclass white Americans may not shoot each other much, but they certainly are killing themselves off in large numbers. It’s a toxic culture.

    Thanks for the links. I would imagine much of the difference has to be the result of differences in sentencing. I travel frequently between both countries, often through Appalachia to Myrtle Beach from Ontario, and don't notice a huge difference in behaviour. I know this is only anecdotal, but if sentencing policies were normalized between the two countries, I would suspect Canadian blacks would have lower rates than American blacks. Given the data, American whites would still likely have higher rates than Canadian whites. As a Canadian, I am somewhat surprised by this.

    (Bill Clinton strikes me as cunning more than 'brilliant'). Chelsea is academically impressive to a degree neither her mother nor her father were. I doubt any of her cousins will touch that (or come close). She just is not particularly driven nor does she show signs of their absence of scruple.     Just to point out, Rick Santorum, Newt Gingrich, Mike Huckabee, Wesley Clark, Alan Keyes, Robert Dole, Ross Perot, Paul Tsongas, Richard Gephardt, Paul Simon, Walter Mondale, Gary Hart, Ronald Reagan, Richard Nixon, George McGovern, Edmund Muskie, and Hubert Humphrey also had beginnings as humble as Clinton. Most were of the older generation and were thus were likely more impecunious growing up than Clinton. The home situation in each case was indubitably more wholesome, of course.

    In the early '80's the Reagan Administration allowed for small business loans and to start going to immigrants (who were not yet citizens) from third world nations rather than US citizens as had always been the case. In other words small business loans did not directly benefit US citizens who wanted to start a business but rather benefitted immigrants from third world and second world nations (e.g. India, etc).

    There was no reason to give these loans out to non-US citizens ahead of US citizens (those who had been in US for several generations).

    Translation: If traditional America does not lockstep behind the mantra that third worlders are the bees knees, excellent workers, and gosh darn o mighty sooo necessary for the economic well being to America, than the epithets of racism, nativist will not be too far behind.

    Just to point out, Rick Santorum, Newt Gingrich, Mike Huckabee, Wesley Clark, Alan Keyes, Robert Dole, Ross Perot, Paul Tsongas, Richard Gephardt, Paul Simon, Walter Mondale, Gary Hart, Ronald Reagan, Richard Nixon, George McGovern, Edmund Muskie, and Hubert Humphrey also had beginnings as humble as Clinton. Most were of the older generation and were thus were likely more impecunious growing up than Clinton. The home situation in each case was indubitably more wholesome, of course.

    Appalachian mining towns such as Richlands in Southwestern VA (99% white; a statue of a miner in the town center; median household income $23,000 or so; only 17% of residents have college degrees; 20% official poverty rate) voted for Clinton over GHW Bush by a sizable amount, but have voted overwhelmingly for Republicans in the last two presidential elections, I mean something like 75-25 in the case of Richlands. The same story is replicated elsewhere in the hill country in Kentucky, Tennessee, and West Virginia.

    By the way, despite significant poverty, the crime rate in Richlands is below the national average with zero murder or rape in the last several years in a town of 6,000. What crimes exist are things like petty theft, drug-related crimes, and welfare fraud.

    In the lower lands to the east, there are black majority towns of a similar socio-economic demographics (just not miners), and I can tell you that these black towns have a lot more than zero murder and rape, hugely more, well above the national average.

    The Reagan Revolution just now rolled into Appalachia.

    There was no reason to give these loans out to non-US citizens ahead of US citizens (those who had been in US for several generations).

    There are simply a lot fewer blacks in the Northeast. You won't find segregated schools in Maine, New Hampshire or Vermont for obvious reasons. Blacks in Boston (or Springfield, MA or Bridgeport, CT) live very segregated lives, but again, there aren't that many of them relative to the overall population. Of course Atlanta or even DC will look more "segregated" than Boston if you are simply looking at the number of public schools that are 90% black (or whatever arbitrary definition Chetty is using) even though in every day life blacks and whites interact socially, and have real friendships, far more often in DC, Atlanta, or Richmond than in Boston.

    New Hampshire is 93% white, but the Manchester (largest city) high schools are only about 72% white. Manchester’s mayor has already been in the local press asking for a moratorium on immigration.

    A couple of decades ago while in graduate school, I read a study conducted by a sociologist who surveyed the military as a mechanism for social mobility by race.

    Predictably whites did very well, which confirmed my anecdotal experience of lots of "direction-less" poor white kids from the rural Midwest who did a stint in the military after high school and went on to good careers afterwards.

    Poor Asians also did well. Getting the military to pay for your medical school (and residency) or law school is bound to raise you up if you came from a less affluent background that did not allow you to afford those schools in the first place.

    Hispanics did somewhat well. They also benefitted from their military experiences, but their social mobility via military was somewhat lower than that of whites and Asians.

    Blacks did rather poorly on average. Their social mobility benefit via military experience was the worst among the racial groups. In fact, there was almost no upward rise (which actually contradicted my personal experiences with black officers who went on to bigger and better things, but the study was largely about the enlisted).

    While I read the study, I thought to myself, "Hmmm. Even the army can't fix stupid."     It’s less a question of fixing stupid, than it is of different ambitions and possibilities relative to potential. There nothing wrong with a military career, but it is unlikely to be financially lucrative.

    I work for the Army in a job that deals with this, and I could go on at length. The short response is that most veterans, nowadays, who go into the military are better benefited by staying in until retirement. At least financially. It's very difficult for a person of fairly average intelligence/ motivation to do better than a job at which he works until 30 and collects a lifetime pension.

    We have two bases in Kuwait, one admin., and one combat, and you are correct, the former is much "darker" than the latter. Your general point is correct, but a bit oversimplified.

    Not at all. Appalachia knows that the Democratic Party is anti-white and that the poverty figures combined with the very high percentages of White people keep non-whites out.

    Plus, it’s a massive Congressional district.

    There are black lower middle class families that for generations have gone the career enlisted route and raise their children to follow it too to keep them out of the underclass.

    We have two bases in Kuwait, one admin., and one combat, and you are correct, the former is much “darker” than the latter. Your general point is correct, but a bit oversimplified.

Underclass white Americans may not shoot each other much, but they certainly are killing themselves off in large numbers. It's a toxic culture.

    Raj Chetty, what kind of name is that? It is interesting which ethnicity academics come from. In the 1890s 'Norwegian' (by way of Nebraska) Thorstien Veblen was popular. When Pres. Lincoln got into trouble another Scandinavian smarty had to be brought in to build the USS Monitor. After WWII a flood of Eastern Europeans (mostly Jews) with bad accents, then their children from the Lower East Side. And now South Asians.

    So I am wondering if the biggest threat to Jews and Israel is their own irrelevance as they go the way of other nations like Norway that regressed to their means.

    The older Jewish neocons who grew up on the Lower East Side were not, for the most part, the children of WWII-era European-Jewish emigre academics. Since academia doesn’t pay very well or have anywhere close to enough jobs to employ every graduate student who would like an academic career, fewer Jewish academics may not even be a reliable sign of Jewish regression to the mean. Would you really consider it a sign of intelligence to undertake up to 10 years of unremunerative post-college study with a high likelihood of ending up unemployed or marginally better off as an adjunct college professor paid a few thousand bucks for each semester course taught?
