As you’ll recall, for four decades, blacks in Washington DC have pointed out that it would be crazy for whites not to conspire to retake the nation’s capital demographically and politically. From Wikipedia:

The Plan (Washington, D.C.)

In Washington, D.C., The Plan is a conspiracy theory regarding governance of the city. Theorists insist that some whites have had a plan to “take back” the city since the beginning of home rule in the 1970s, when the city started electing blacks to local offices.[1][2] The theory has quiet, but considerable support.[3]

In the New York Times today, columnist Tom Edsall updates us on the steady progress of The Plan in D.C. and other desirable cities:

The Changing Face of Urban Power

Thomas B. Edsall JUNE 30, 2016

Black political power is declining in cities across the country, including Oakland, St. Louis, Cleveland and Atlanta — even as African-Americans are gaining majority status in an increasing number of suburbs.

At the same time, African-American emigration to the South has started to weaken Republican control of some deep red states.

Let’s start with Washington, D.C. The shift there (as elsewhere) is driven both by gentrification and by a black movement away from urban centers.

In 1957, Washington became the first large city in the United States to become majority African-American. In 1973, Congress gave home rule to the District. The first mayoral election was held in 1974, and Walter Washington, who had been appointed to the position in 1967, won it. He was the first of a series of black mayors that has continued to this day.

One area of Washington’s politics — campaign money — is already dominated by whites and has been for a long time. …

In the report, McElwee argues that

“The fact that big donors — overwhelmingly white, male and high-income — hold such outsized influence in a city that is extremely diverse both demographically and economically is deeply problematic.”

White voters in Washington already wield significant power in the city’s elections. In 2014, Muriel Bowser, an African-American reform candidate, defeated Vincent Gray, the African-American incumbent — who was accused of campaign finance violations but exonerated after the election — by winning decisive majorities in predominantly white wards.

… Over the past 15 years, the District has experienced both an exodus of black residents and an influx of whites. Young, well-educated whites are moving into once minority, often depopulated and dilapidated neighborhoods, where new condo and rental apartment construction is booming.

The black share of Washington’s population fell from a high of 71.1 percent in 1970 to 48.3 percent as of July 2015. … If only non-Hispanic whites are counted, the white share has grown to 36.1 percent.

Hispanics, who are likely to hold the balance of political power between whites and blacks, have grown from 2.1 percent of the District’s population in 1970 to 10.6 percent in 2015. Asian-Americans have gone from 0.7 percent to 4.2 percent over the same period.

In terms of political power, the more important numbers are those for city residents who are at least 18 and eligible to vote. William Frey, a demographer at the Brookings Institution, provided The Times with calculations based on July 2015 census data. It shows that non-Hispanic whites made up 39.2 percent of eligible voters and blacks 44.6 percent; Hispanics are at 9.7 percent and Asian-Americans at 4.5 percent.

While these percentages still give African-Americans a plurality of the District population, turnout patterns in off-year local elections in which the mayor is chosen serve to weaken black voting strength. …

The 2014 election marked the first time when the number of black voters was eclipsed by the number of all other voters, including whites, Hispanics and Asian-Americans. As Paul Schwartzman and Ted Mellnik of the Washington Post wrote:

“A surge of young, mainly white voters living in newly affluent neighborhoods emerged as a powerful force in last November’s elections in the District, a seismic shift that mirrors the evolution of the city’s population and could reshape its politics in years to come.”

… In the event of a future racially polarized Democratic mayoral primary pitting a major black candidate against a major white candidate, Hispanics would be in a position to determine the outcome. …

There are some indications of how Hispanic voters might cast their ballots. The February 1989 Chicago mayoral primary provides perhaps the most relevant case study.

Richard M. Daley, who is white, challenged Eugene Sawyer, the black incumbent. In that contest, Daley won Hispanic voters 83-15.

Separately, Yanna Krupnikov and Spencer Piston, political scientists at Stonybrook and Syracuse Universities, found that “the level of racial prejudice” is as high among Latinos as it is for non-Hispanic whites.

In an email, Piston wrote that the “findings constitute suggestive evidence” that in a white vs. black election, Hispanics could provide “a victory for the white candidate, because Latinos tend to view whites more favorably than blacks.” …

Despite the particular demographic profile of the District, the population trends in Washington are emblematic of shifts taking place in a number of major cities.

… The black population of Atlanta has been falling steadily, from 61.6 percent of the city in 2000 to 52.4 percent in 2014. …

The black share of the population has also begun to decline in cities ranging from Boston and New York on the East Coast to Los Angeles, San Francisco and Portland on the West Coast.

The geographic movement of African-Americans will produce a shift in black political power from some cities to surrounding suburbs and to states in the South.

A friend has pointed out how brilliantly the Obama Administration’s Affirmatively Furthering Fair Housing plan to disperse urban blacks to the suburbs is calibrated to solve problems currently impeding the triumphal progress of the Democrats to ruling nationally a one party state in the manner of a giant Chicago. I’ll return to that topic in the future.

  2. Thomas Edsall (by way of a couple academics) is quick to attribute racial prejudice to Latino (and non-Hispanic White) voting patterns.

Perhaps in the future, voting will be weighted by the racial/ethnic composition of the relevant population so that this ‘disparate impact’ can be avoided–as clearly, the knuckle-draggers aren’t voting for the candidate, they’re voting for skin color…

  3. “…’the level of racial prejudice’ is as high among Latinos as it is for non-Hispanic whites.”

Most everyone wants nothing to do with Blacks, including many Blacks.

The entire FIRE economy is organized around people trying to avoid the Black underclass. If the government were to re-legalize freedom of association, the whole thing--housing prices, college tuition, prison population, suburbanization, car prices, insurance rates, corporate diversity departments--would collapse.
  4. The logic of the 21st century’s technological breakthroughs means more political localism and empowerment to communities, hence the rise in separatist movements in every medium sized European country. Often combined with populist nationalism, as the leftist critique of society has now both degenerated into foolish “virtue signalling” and become its own dialectical rebuttal.

The question must be: What will happen in America? Will we ever see an end to free movement across your federal states?

It's really interesting the way America's elite use blacks as a kind of biological weapon to move whites around.
  6. So Blacks are fleeing to the suburbs, and Whites are returning to the major cities. What’s to see here? The suburbs will go to hell, and the inner cities will be rebuilt. You can try to move nature, but as Mother Nature has shown us many times over, you can’t fundamentally change nature. Nature will out.

When the inner cities are repaired and the suburbs messed up, rotate again. Not changing nature, but using it.

Tesla Motors acknowledged today that a driver of one of its Model S cars operating in Autopilot mode died when the semi-autonomous system failed to detect a tractor-trailer turning in front of the luxury electric car…

“Neither Autopilot nor the driver noticed the white side of the tractor trailer against a brightly lit sky, so the brake was not applied. The high ride height of the trailer combined with its positioning across the road and the extremely rare circumstances of the impact caused the Model S to pass under the trailer, with the bottom of the trailer impacting the windshield of the Model S.”…

There's nothing "extremely rare" about a tractor trailer turning in front of you in America. You drive alongside tractor trailers all the time in America.

I think a driverless car is many, many years away. Sometimes you have to be pushy to negotiate traffic.

Could you imagine a driverless car trying to turn right in Manhattan when every pedestrian knows it will stop if they just step confidently off the curb in front of it? Pedestrians in Manhattan and many other places are in a hurry.

Could you imagine a driverless car trying to merge into the one exit lane from a packed sporting event parking lot?

And there is the wonderful practice here in NJ that when a lane is exit only or merging into another lane drivers go as far as possible in the disappearing lane only to try to force themselves back into the continuing lane ahead of you and all the other rubes. One driverless car in the front would let every a**hole cut in front of it forever.

My dad was a paramedic and a firefighter for many years. He says those types of accidents, when a car goes under the trailer bed at high speed, sometimes result in decapitation.

I put 92,000 miles on a car I bought for $1400 cash with 41,000 miles on it and a little minor body damage. When the transmission developed problems, I let a friend of mine talk me into letting him drive a D-9 over it instead of spending the money to fix it. Ever since, I've felt like I murdered a friend. • Replies: @Dave
They use both of those. The problem with auto-pilot is that it won't work until every other vehicle on the road is also on auto-pilot. Human drivers are too unpredictable to allow auto-pilot on the open road as currently configured.
    , @Bill
There was clearly some sort of severe hardware or software failure. Missing a ten foot tall tractor trailer turning slowly across the road in front of you is not easy to do. The driver missed it because he was watching a movie. Why the autopilot missed it is a mystery. It almost certainly showed up on both the images from the camera(s) and on radar. Incredibly, the autopilot did not even apply the brakes after the initial collision, as the car continued down the road for almost a quarter mile until it took out a telephone pole. There are lots of online reports of Tesla's autopilot behaving erratically and causing accidents.

Tesla is a bad company which makes shoddy products, I'm afraid.
  10. The Whites moving to the cities are young, unmarried, and in search of mates. Once people get married, or even want to have pets, and privacy, they move to the suburbs. Which offer the pleasures of having a dog, walking in a neighborhood devoid of used condom and needle litter, or the homeless panhandling aggressively, and better air quality and isolation from bad elements.

Given that lenders are not giving out easy loans, and credit is tight, White Flight is no longer possible; there will be great conflict over Obama’s “Move Blacks Out” initiative. Just imagine say, widescale importation of ghetto Blacks into oh, Irvine California. Which has among other things a substantial portion of China’s lower elite money stashed there in the form of housing and family members. I don’t imagine Tiger Moms and Eagle Dads taking that lying down, or frankly the connected and active White community there either. Ferguson was an easy target, places like Pasadena, or Lake Forest, or Laguna Nigel, or Aliso Viejo, are another matter.

And for what? Better real estate prices in downtown Cleveland? Its still **CLEVELAND** which means the entire economy depends on LeBron James. Other than NYC, DC, Boston, Chicago(1), San Francisco, parts of the greater LA area like Malibu, Venice, Santa Monica, and Hancock Park/Silverlake/Echo Park; and Portlandia and Seattle, what great cities are crying out for rich young yuppies to move there? Houston? Philly? Hotlanta? Miami, “worst city to live in?”

I certainly don’t see married or older Whites moving to say, Downtown Kansas City or St. Louis. Much less war-zone Chicago. Or letting such a major investment and really only asset (their suburban house) devalue without all sorts of things being done, including lawsuits a plenty, and other things to discourage planting any number of ghetto Black underclass in their neighborhood. What? People suddenly just hand over their money without a fight? Its not 1968 anymore and the opportunities and mobility that era had is over.

    (1) Chicago would seem to disprove the ability to ethnically cleanse Blacks out of central cities. BLM have pretty much wrecked any ability to gentrify Chicago, which has an astonishing number of shootings and shooting deaths. Pretty much the entire CPD is in Drive and Wave mode, after a number of incidents, and any “plan” can count on massive BLM directed violence and lack of police enforcement to keep major metro areas Black.

  12. One element of “the Plan” may be municipal minimum wages that are elevated above the national minimum. Washington, D.C.’s minimum hourly wage rises to $11.50 this week and goes up annually until it reaches $15 in 2020, and will be adjusted for inflation each year after that.

Is this a canny strategy to make such cities out of reach for people whose labor isn’t worth $15 an hour? (My 17-, 19-, and 20-year-old sons are working this summer for $12, $11, and $15/hour.) And not only will there be no low-paying work available, but there won’t be any cheap, low-margin businesses around; there will only be pricey places, and poorer people, even the ones without jobs, will have to move somewhere else if they want to shop in a Dollar General or eat a Big Mac. As with the housing, immigrant businesses will play into this somehow, the places that don’t really pay official wages to their self-employed owners and relatives. Also, immigrant laborers will be as exempt from a $15 an hour wage floor as they are from any other legal restriction on their ability to work.

    • Replies: @Steve Sailer

Portland OR's new $15 minimum wage just began going into effect (it's a phased introduction to last a couple of years before reaching maximum). For various possibly related or unrelated reasons the homeless situation is becoming very visible and fractious.

I’m surprised you didn’t link that back to your “black party” suggestion, that Republicans should on the slick and sly brand the Democrats as the black party in order to dog whistle to non-white non-black voters.

Steve, you've blogged about self-driving cars several times before:

"Tesla driver crashes, dies while car in 'autopilot' mode"

    http://www.freep.com/story/money/cars/2016/06/30/teslas-autopilot-tied-fatal-crash-nhtsa-investigates/86570046/

Tesla Motors acknowledged today that a driver of one of its Model S cars operating in Autopilot mode died when the semi-autonomous system failed to detect a tractor-trailer turning in front of the luxury electric car...

"Neither Autopilot nor the driver noticed the white side of the tractor trailer against a brightly lit sky, so the brake was not applied. The high ride height of the trailer combined with its positioning across the road and the extremely rare circumstances of the impact caused the Model S to pass under the trailer, with the bottom of the trailer impacting the windshield of the Model S."...

Earlier this month there was an incident in Irvine, Calif., where the owner of a brand new Tesla Model X, also equipped with Autopilot, accelerated from a parking space and crashed into a commercial building.

    • Replies: @Anonymous
One is SUPPOSED to merge at the END of merge lanes (like a zipper); merging earlier causes the "accordion affect" and so: traffic slow-downs.
    , @Alec Leamas
The trick is negotiating the interregnum between the first driver-less cars (probably toys for the wealthy and then the government will start buying fleets) and the time that all cars are driver-less.

Once all cars are driver-less, I think the plan is that they'll have on-board computers communicating with one another. That would probably actually greatly speed up rush hour traffic and tens of thousands of people trying to leave a stadium all at the same time. Think some cloud-type supercomputer syncing all of the cars in the area and positioning them all simultaneously (and perhaps controlling the traffic lights) for maximum time efficiency.

    , @Bill
Yeah, it's even in the driver's manuals you use to study for the test. In construction zones, departments of transportation sometimes put up these useless "Use both lanes to merge point" signs.

Nothing works, though. The Nervous Nellies have to get over a mile early. Then, they sit there, perfectly still, raging out at the people doing what they are supposed to do whipping past them at 50 mph.

New York and Boston are two of the few places in the US where most drivers display minimal driving skills. LA is pretty good, too, but you can't tell anymore because all traffic moves at 15 mph at all times.

When I moved to the South, I could not get over the fact that drivers (even drivers in cities) don't seem to know how to turn left at a light when there is oncoming traffic. They don't move out into the intersection on green and then complete the turn on yellow/red when the oncoming traffic stops. I have no idea why they fail to do this. I thought maybe this practice was illegal, but, no, it's recommended as the proper practice in the drivers' manual in my state. NY/NJ drivers are the best at this, too. Sometimes, you get eight cars successfully turning left against traffic at an intersection with no turn arrow.

The logic of the 21st century's technological breakthroughs means more political localism and empowerment to communities, hence the rise in separatist movements in every medium sized European country. Often combined with populist nationalism, as the leftist critique of society has now both degenerated into foolish "virtue signalling" and become its own dialectical rebuttal.

The question must be: What will happen in America? Will we ever see an end to free movement across your federal states?

We already had that war I’m afraid.

  31. @RadicalCenter
Where most people in the USA actually live, in larger urban areas, it IS pretty rare for a tractor trailer to turn in front of us.

How the hell do you think all of the “stuff” that people in cities consume gets there? There are parts of your city you might not frequent where tractor trailers are common.

Many parts of Chicago have been gentrifying over the last 25 years. The shootings take place in non-white neighborhoods and there has been little spill over so far. The joke is that Chicago is San Francisco attached to Detroit.

They’re still in the greater Portland area. They’ve moved out to the farther east side (past 82nd), where they are still blowing one another away on the regular. Occasionally they shoot each other downtown, for variety. The central white majority studiously ignores these events. Probably because they are a factor in keeping the yuppie bastards in the Pearl well supplied with cocaine.

They did this in Santa Monica a number of years ago. It's probably pretty effective at clearing out lower working class people. It has no effect on the nonworking homeless, so they become more noticeable amidst all the pretty people.

Portland OR’s new $15 minimum wage just began going into effect (it’s a phased introduction to last a couple of years before reaching maximum). For various possibly related or unrelated reasons the homeless situation is becoming very visible and fractious.

Well, I was born and raised in Washington, D.C. from the tail end of WWII, and I experienced the transformation of high class areas to slums and back again over a 40 to 50 year period. As a child, my father would take us to parks in central D.C. after church that became drug zones too dangerous to visit even in the day time 5 or 10 years later. I traveled alone as a child of 10 on a streetcar without incident up a street (7th Street, N.W.) in the 50's that became one of the central war zones during the 1968 Martin Luther King riots that saw the burning and destruction of small businesses owned predominantly by Jewish merchants. The Washington Caps hockey team and the Wizards basketball team now play in an arena constructed (after I moved to Florida) on the site of an old department store on 7th Street that was one of the three principal department stores downtown where I was dragged to by my mother as a child while she shopped. Every city around the world goes through these cycles. Just think of Times Square in NYC back in the 80's and today.

There are lots of online reports of Tesla’s autopilot behaving erratically and causing accidents.

If I'm reading that right, the human driver missed it, too; he had brakes and failed to use them. 'Course that's Tesla's story - who knows what really happened.

Why don’t they use multiple sensors?

    Why not use radar?

Laws to mandate sensible paint schemes for stupid freight companies' trailers wouldn't hurt. Sky-colored trailer is stupid. Any solid color is stupid, really. They should have bright stripes, or some other un-natural pattern.

This novel imagines a future without freedom of movement between states: http://www.barnesandnoble.com/w/the-water-knife-paolo-bacigalupi/1113858079?ean=9780804171533

So Blacks are fleeing to the suburbs, and Whites are returning to the major cities. What's to see here? The suburbs will go to hell, and the inner cities will be rebuilt. You can try to move nature, but as Mother Nature has shown us many times over, you can't fundamentally change nature. Nature will out.

    It’s like rotating crops!

When the inner cities are repaired and the suburbs messed up, rotate again. Not changing nature, but using it.

By the time that all cars are driverless, it may be the case that a majority of people will have been displaced from their jobs by automation technology. Who, other than the small number of people who survive the transition with their wealth intact or own the robot produces, will have money for tickets to sporting events?

Robots will fall in price until everyone can afford them. They'll be sold on the shelves of Wal-Mart, and their ultimate power source will be solar. It's the time between now and then that will see people suffer from the disruptions.

They'll probably even be given to the poor as welfare.

Biggest threat is SJWs giving the robots rights.

The time between now and then could be of long duration and fills me with dread.

    Are people still saying "problematic?"

    Are people still saying “problematic?”

    That’s better than “concerning”.

Ferguson was that nice too, in the 60s 70s 80s and 90s. Guess what changed?

Well, I was born and raised in Washington, D.C. from the tail end of WWII, and I experienced the transformation of high class areas to slums and back again over a 40 to 50 year period. As a child, my father would take us to parks in central D.C. after church that became drug zones too dangerous to visit even in the day time 5 or 10 years later. I traveled alone as a child of 10 on a streetcar without incident up a street (7th Street, N.W.) in the 50’s that became one of the central war zones during the 1968 Martin Luther King riots that saw the burning and destruction of small businesses owned predominantly by Jewish merchants. Just think of Times Square in NYC back in the 80’s and today.

No, Tesla is a company that makes products that are not idiotproof.

Very few things in life are idiotproof, and most are bulky, unwieldly and generally useless.

Most companies would not have put out something like Tesla’s Autopilot because they don’t want the litigation. It will be fun to see what happens with this.

It's interesting how you call them "Jewish" when it comes to pointing out your pet cause, but then they're back to simply "white male" again when it comes time to complain about discrimination against successful white males.

Bee, clearly this site places too much strain on your tender little semitic sensibilities. For the sake of your mental equilibrium, leave already.

But are there public schools whites would want to bet their kids on?

Charter and magnet schools are ok. Some of the regular public elementary schools are acceptable but not high schools.

  69. @Jonathan Silber
"...'the level of racial prejudice' is as high among Latinos as it is for non-Hispanic whites."

Most everyone wants nothing to do with Blacks, including many Blacks.

The entire FIRE economy is organized around people trying to avoid the Black underclass. If the government were to re-legalize freedom of association, the whole thing–housing prices, college tuition, prison population, suburbanization, car prices, insurance rates, corporate diversity departments–would collapse.
