Why the New Silk Roads Terrify Washington

Almost six years ago, President Putin proposed to Germany ‘the creation of a harmonious economic community stretching from Lisbon to Vladivostok.’

This idea represented an immense trade emporium uniting Russia and the EU, or, in Putin’s words, “a unified continental market with a capacity worth trillions of dollars.”

In a nutshell: Eurasia integration.

Washington panicked. The record shows how Putin’s vision – although extremely seductive to German industrialists – was eventually derailed by Washington’s controlled demolition of Ukraine.

Three years ago, in Kazakhstan and then Indonesia, President Xi Jinping expanded on Putin’s vision, proposing One Belt, One Road (OBOR), a.k.a. the New Silk Roads, enhancing the geoeconomic integration of Asia-Pacific via a vast network of highways, high-speed rail, pipelines, ports and fiber-optic cables.

In a nutshell: an even more ambitious version of Eurasia integration, benefiting two-thirds of the world population, economy and trade. The difference is that it now comes with immense financial muscle backing it up, via a Silk Road Fund, the Asian Infrastructure Investment Bank (AIIB), the BRICS’s New Development Bank (NDB), and an all-out commercial offensive all across Eurasia, and the official entry of the yuan in the IMF’s Special Drawing Rights; that is, the christening of the yuan as a key currency worth holding by every single emerging market central bank.

At the recent G20 in Huangzhou, President Xi clearly demonstrated how OBOR is absolutely central to the Chinese vision of how globalization should proceed. Beijing is betting that the overwhelming majority of nations across Eurasia would rather invest in, and profit from, a “win-win” economic development project than be bogged down in a lose-lose strategic game between the US and China.

And that, for the Empire of Chaos, is absolute anathema. How to possibly accept that China is winning the 21st century / New Great Game in Eurasia by building the New Silk Roads?

And don’t forget the Silk Road in Syria

Few in the West have noticed, as reported by RT, that the G20 was preceded by an Eastern Economic Forum in Vladivostok. Essentially, that was yet another de facto celebration of Eurasia integration, featuring Russia, China, Japan and South Korea.

And that integration plank will soon merge with the Russia-led Eurasia Economic Union – which in itself is a sort of Russian New Silk Road.

All these roads lead to total connectivity. Take for instance cargo trains that are now regularly linking Guangzhou, the key hub in southeast China, to the logistics center in Vorsino industrial park near Kaluga. The trip now takes just two weeks – saving no less than a full month if compared with shipping, and around 80 percent of the cost if compared with air cargo.

That’s yet another New Silk Road-style connection between China and Europe via Russia. Still another, vastly more ambitious, will be the high-speed rail expansion of the Transiberian; the Siberian Silk Road.

Then take the closer integration of China and Kazakhstan – which is also a member of the EEU. The duty-free Trans-Eurasia railway is already in effect, from Chongqing in Sichuan across Kazakhstan, Russia, Belarus and Poland all the way to Duisburg in Germany. Beijing and Astana are developing a joint free trade zone at Horgos. And in parallel, a $135 million China-Mongolia Cross-Border Economic Cooperation Zone started to be built last month.

Kazakhstan is even flirting with the ambitious idea of a Eurasian Canal from the Caspian to the Black Sea and then further on to the Mediterranean. Sooner or later Chinese construction companies will come up with a feasibility study.

A virtually invisible Washington agenda in Syria – inbuilt in the Pentagon obsession to not allow any ceasefire to work, or to prevent the fall of its “moderate rebels” in Aleppo – is to break up yet another New Silk Road hub. China has been commercially connected to Syria since the original Silk Road, which snaked through Palmyra and Damascus. Before the Syrian “Arab Spring”, Syrian businessmen were a vital presence in Yiwu, south of Shanghai, the largest wholesale center for small-sized consumer goods in the world, where they would go to buy all sorts of products in bulk to resell in the Levant.

The “American lake”

Neocon/neoliberalcon Washington is totally paralyzed in terms of formulating a response – or at least a counter-proposal – to Eurasia integration. A few solid IQs at least may understand that China’s “threat” to the US is all about economic might. Take Washington’s deep hostility towards the China-driven AIIB (Asia Infrastructure Investment Bank). Yet no amount of hardcore US lobbying prevented allies such as Germany, Britain, Australia and South Korea from joining in.

Then we had the mad dash to approve TPP – the China-excluding, NATO-on-trade arm of the pivot to Asia that was meant to be the cherry of the mostly flat Obama global economic policy cake. Yet the TPP as it stands is practically dead.

What the current geopolitical juncture spells out is the US Navy willing to go no holds barred to stop China from strategically dominating the Pacific, while TPP is deployed as a weapon to stop China dominating Asia-Pacific economically.

With the pivot to Asia configured as a tool to “deter Chinese aggression”, exceptionalists have graphically demonstrated how they are incapable of admitting the whole game is about post-ideological supply chain geopolitics. The US does not need to contain China; what it needs, badly, is key industrial, financial, commercial connection to crucial nodes across Asia to (re)build its economy.

Those were the days, in March 1949, when MacArthur could gloat,“the Pacific is now an Anglo-Saxon lake”. Even after the end of the Cold War the Pacific was a de facto American lake; the US violated Chinese naval and aerial space at will.

Now instead we have the US Army War College and the whole Think Tankland losing sleep over sophisticated Chinese missiles capable of denying US Navy access to the South China Sea. An American lake? No more.

The heart of the matter is that China has made an outstanding bet on infrastructure building – which translates into first-class connectivity to everyone – as the real global 21st century commons, way more important than “security”. After all a large part of global infrastructure still needs to be built. While China turbo-charges its role as the top global infrastructure exporter – from high-speed rail to low-cost telecom – the “indispensable” nation is stuck with a “pivoting”,perplexed, bloated military obsessed with containment.

Divide and rule those “hostile” rivals

Well, things haven’t changed much since Dr. Zbig “Grand Chessboard” Brzezinski dreaming in the late 1990s of a Chinese fragmentation from within, all the way to Obama’s 2015 National Security Strategy, which is no more than futile rhetorical nostalgia about containing Russia, China and Iran.

Thus the basket of attached myths such as “freedom of navigation” – Washington’s euphemism for perennially controlling the sea lanes that constitute China’s supply chain – as well as an apotheosis of “China aggression” incessantly merging with “Russia aggression”;after all, the Eurasia integration-driven Beijing-Moscow strategic partnership must be severed at all costs.

Why? Because US global hegemony must always be perceived as an irremovable force of nature, like death and taxes (Apple in Ireland excluded).

Twenty-four years after the Pentagon’s Defense Planning Guide, the same mindset prevails; “Our first objective is to prevent the reemergence of a new rival…to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and southwest Asia”.

Oops. Now even Dr. Zbig “Grand Chessboard” Brzezinski is terrified. How to contain these bloody silky roads with Pentagon “existential threats” China and Russia right at the heart of the action? Divide and Rule – what else?

For a confused Brzezinski, the US should “fashion a policy in which at least one of the two potentially threatening states becomes a partner in the quest for regional and then wider global stability, and thus in containing the least predictable but potentially the most likely rival to overreach. Currently, the more likely to overreach is Russia, but in the longer run it could be China.”

Have a pleasant nightmare.

  1. On the same day that I cringed watching the awful spectacle of bickering “presidential” candidates this timely article spells out what is really happening in more important sectors of the globe. It just amazes me how the US can go from revered status to global pariah in such a short time. Sad, very sad.

    Maintaining the coherence of the EU is the key to Eurasian success. If the EU splinters, the economic dynamism (yes, the next 15 years of low oil prices will allow just that) for Eurasia will die. The Chinese workforce peaked in 2011 – middle income trap has arrived. The EU and far more Russia, also have big demographic problems (the EU has poverty stricken Central Europe to provide a motor; there are no more young women to power the Russian baby boom; neither can import enough immigrants). The growth potential of the EU might just beat the demographics and produce overall relative GDP growth. That definitely won’t happen for Russia to a level that challenges the US, even if prosperity per person rises greatly.

    On the other hand, US demographics and immigration rates suggest a population growth that will guarantee total GDP growth. US productivity is still world class and improving. The EU has shown capability of matching that. Russia and China haven’t. The 5 year plus set back in access to capital that Russia is suffering due to sanctions is going to keep Russian productivity well below its potential. The Silk Roads will increase trade and thus productivity but much more needs to happen before they can terrify Washington.

    The swing state is Shining India, not some Central Asian combination. And for Russia, herding the cats of Iran and Turkey together, however improbable and difficult, would give bigger payoff in terms of prosperous sovereignty (or is that sovereignty thing just anti Americanism?) than being a white knight in the Chinese chess game. Knight sacrifice is quite acceptable.

    Nicholas I tried Eurasia. Didn’t work. Took a century to build the Trans Siberian railway. Can’t see anything has changed. And Xi’s inaugural speech was heavy on Unequal Treaties. The only ones left were the ones with Imperial Russia.

    Typical Indian view on matters.

    India has too low of an IQ as a country to amount to much of anything. High IQ Indians can make really successfull companies, but that is not enough to drag the country as a whole into prosperity when the average Indian isn't as smart as an African.

    I doubt with how clumsy Modi is acting that he will be able to avoid war with Pakistan, so I don't see a shining India.

    Russia is not white knighting for China lol. They are fighting for their very survival. Each needs the other to survive the assault from the west.

    In the age of robots, the nations that rely on immigrants to plug the labour gap are deluding themselves into importing more problems than solutions. Oh well, when the robots become self-aware, they'll take care of us all, no doubt in a cold, logical, robotic way.

    Vastly improved technology for transportation, including improved means of construction and maintenance for roads and rails, and a far more educated, prosperous, unified, and confident China.

    Don't sell the Chinese Silk Road plan short. Be very afraid. With or without India, China will dominate the world. Germany and the rest of Europe will become more dependent on China for both exports and imports than they are on the USA, a process already underway that will greatly accelerate as the rail and road links are completed.

  4. We do need to terminate the congress approved ‘most favored nation’ for China. that was the wrong move to satiate the big corporations. Its it high time to end it. (Unless it was already done). We need trump to bring this issue once he becomes president. No more favors to China at the expense of our own countrymen.     If one study Indian history from an objective source - he will come to the conclusion that India is an ARTIFICIAL STATE.

    Seems like sound analysis generally.

    China certainly needs Russia and will for the near future at least, that's true.

    But Russia's population is hardly growing, and its economy is far less diversified than China's. Russia's population is less than one-eighth the size of China's, as it its Army, and China is modernizing its forces substantially.

    The eastern oblasty of Russia are typically very sparsely populated. Right across the border is an enormous mass of Chinese, younger on average than their Russian neighbors and outnumbering them ten to one. Would Russia go nuclear if China simply moved fifty million troops across the border from the east one day? What else will prevent China from just TAKING Russia's oil, natural gas, and minerals, or Russia's wonderfully fertile agricultural land?

    Point is, Russia will come to need China much more than China needs Russia, because China increasingly will be able to rely on intimidation and economic pressure, and if need be, actual force.

    Sadly, it seems that you're right. But the USA ought to try and mend its obnoxious warlike ways, stopping our interference in Ukraine and Syria and reaching out to Russia economically, culturally, and militarily.

    The USA and Russia will not be able to withstand either China or Islam alone. We need each other. But the USA under current or recent leadership has shown that the US gov is never to be trusted as a friend or ally. Doesn't help that "our" US gov is so likely to arm and aid head-chopping islamists in Afghanistan, Syria, Iraq, etc.

    Humans are, and will always remain, more energy-efficient than robots.

    Capital efficiency is another matter.

    That is entirely reliant on cheap fossil and other fuels, rare materials (lithium for batteries is in short supply, as are many rare earths used in tech.), with no serious efforts at recycling, near-future shortages are certain.

    'Fracking' is a symptom on the energy front. Fossil fuels won't last forever at the rate of use, in 'fracking', we see the first signs of a desperation great enough to ruin aquifers and set off mid-scale earthquakes in places being 'fracked', many reliable reports of the quakes from places in both the UK and US where it is proceeding.

    Rise of the robots?

    Don't think so. US tech companies are in a rush to eliminate more and more types of work, what happens when nobody but lawyers, politicians, cheap academics, and cheap bureaucrats have work?

    Saw a ping-pong playing robot in Oct., it looked like something out of the Terminator world.

    Four legs, linked to an off-court system, looked like a tetrapodal version of a squid.

    The table-tennis paddle below.

    Unfortunately, in the time I could spare to watch, none of the three human challengers was any good at ping pong, so the robot didn't play at its top level.

    Pretty sure that even at my top level, when playing regularly, would have beaten it, no matter to what level its settings rose.

After all the best way to avoid a fight is to be so powerful it would be nuts to attempt one. Unfortunately a bunch of Jews and psychopaths (I know I’m being redundant) run the USA and will take nothing but complete subjugation by everyone on the planet. I a US citizen want no part of the Empire.

    We need to deport the Jews they have caused us nothing but misery, destruction, death and financial ruin.

  10. It’s amusing to note Mr. Escobar’s obvious prejudice against all things US, or perhaps simply Anglo. I live in South America where many folks resent the “Yanqui” and believe China will be the Great Savior. Well, on a micro level, the folks in my village have just been given an example of salvation Chinese style. The local grocery was leased to a Chinese group and within a month nearly all the local folks who’d worked there for years were gone: too strict a work schedule. The customers are vanishing as well, annoyed by the new staff’s difficulties with the language and the new cash-only buy-now-pay-now policy.

    The US would do well to retreat from the consumer-driven, greed-centered global trade madness and concentrate on getting its own house in order once again. The rest of the world will learn in time that less truly is more.

    earth and massive debt for our efforts.

    Silk Road existed many many centuries ago and has nothing to do with Putin or Xi Jinping . It was created by Chinese empire for trade and military adventures.

    Not true. The 75,000 were members of a rival non-Persian tribe at the multi-ethnic court of the Persian king. Note "Haman the Agagite" not Haman the Persian. The Persian court would not permit Jews wholesale slaughter of Persian in Persia. Also the numbers may be subject to enthusiastically creative Jewish scribes' inflation.

    The new network of rails and roads will vastly dwarf the old primitive silk road in terms of the volume and value of goods sent along the route, and in terms of the economic and political power the Chinese will gain from it over time.

    Maintaining the coherence of the EU is the key to Eurasian success. If the EU splinters, the economic dynamism (yes, the next 15 years of low oil prices will allow just that) for Eurasia will die. The Chinese workforce peaked in 2011 - middle income trap has arrived. The EU and far more Russia, also have big demographic problems (the EU has poverty stricken Central Europe to provide a motor; there are no more young women to power the Russian baby boom; neither can import enough immigrants). The growth potential of the EU might just beat the demographics and produce overall relative GDP growth. That definitely won't happen for Russia to a level that challenges the US, even if prosperity per person rises greatly.

    On the other hand, US demographics and immigration rates suggest a population growth that will guarantee total GDP growth. US productivity is still world class and improving. The EU has shown capability of matching that. Russia and China haven't. The 5 year plus set back in access to capital that Russia is suffering due to sanctions is going to keep Russian productivity well below its potential. The Silk Roads will increase trade and thus productivity but much more needs to happen before they can terrify Washington.

    The swing state is Shining India, not some Central Asian combination. And for Russia, herding the cats of Iran and Turkey together, however improbable and difficult, would give bigger payoff in terms of prosperous sovereignty (or is that sovereignty thing just anti Americanism?) than being a white knight in the Chinese chess game. Knight sacrifice is quite acceptable.

    Nicholas I tried Eurasia. Didn't work. Took a century to build the Trans Siberian railway. Can't see anything has changed. And Xi's inaugural speech was heavy on Unequal Treaties. The only ones left were the ones with Imperial Russia.

    China certainly needs Russia and will for the near future at least, that’s true.

    But Russia’s population is hardly growing, and its economy is far less diversified than China’s. Russia’s population is less than one-eighth the size of China’s, as it its Army, and China is modernizing its forces substantially.

    The eastern oblasty of Russia are typically very sparsely populated. Right across the border is an enormous mass of Chinese, younger on average than their Russian neighbors and outnumbering them ten to one. Would Russia go nuclear if China simply moved fifty million troops across the border from the east one day? What else will prevent China from just TAKING Russia’s oil, natural gas, and minerals, or Russia’s wonderfully fertile agricultural land?

    Point is, Russia will come to need China much more than China needs Russia, because China increasingly will be able to rely on intimidation and economic pressure, and if need be, actual force.

    Russia and China both need each other. One without the other is not strong enough to fight the west. Combined the west will not be able to defeat the union.
